This is an increase of $1,749,021.56 for 1864, as compared with 1863, and more than three fifths of it is the result of the action for which the municipal Government is in no senso responsible, I refer to this from the fact that as our citizens most frequently came in contact with tho city authorities, and pay their taxes to a city officer, they are prone to regard the City Government as accountable lor all increase of taxes. An examination into tho items of municipal expenditure, to dofray which a tax is lovied, will still further relievo those to whose hands tho administration of the City Government has been confided from the responsibility of increasing the bnrtheu tho taxpayers.

PABK AND AVENUE IMPROVEMENTS. In the matter of Prospect Park, sinco the confirmation of the report of tue Commissioners, the awards for about 0110 half of tho lands taken havo been paid, and tho balanco will soon bo liquidated. Tho bonds issued for this purpose, and for oil expenses in connection with the Park during tho ensuing year, amount to $1,400,000.

The Commissiunoi aro about procuring a plan for tho laying out of the Park, and untu that has been obtainod and adoptod, there is nothing Qiore to do in connection with tho improvement, The Fourth avenue improvement it is contemplated, will bo fully oompletod so as to be in uso for purposes of driving by noxt fall. It is understood that the owners of property bo yond the city will at their own expense extend tho ttvenue so as to make a continuous and pplendid road to tho shore at Fort Hamilton. On the improvement of Atlantic avonuo thore has been graded, tho curb and gutter stones set, and a strip of pavement alongside tho gutter stones laid, from Olasson avenue to Hop kinson avenue a distanco of two and one third miles. There has been plautod along tho samo shade trees, all of which are protoctodhy substantial tree boxes. Tho gutters of tho crossing avenues have boen boxod and coverod with cast iron plates, bo that there is now an uninterrupted carriage drive in excellent condition, on a gravel load, the whole of tho abovo distance.

From Hopkinson avonuo to tho city line a distanco of 1,900 feet tho work will ba completed as far as abovo montiouod duriug the ensning summer. Tho amount expended on tho improvement, up to tho present time, ie $100,312. A furthor expenditure of $8,000 will complete tho work under tho plan heraia set forth. The paving with Belgian pavement of Third street is in a stato of forwardness, aud probo blywillbo comploted during tho year 186S. In referenco to tho Bushwiek avonuo improvement, and tho widening of South Sovouth the reports of the Commissioners of Estimato and Award have been completed and presented to tho Supreme Court for confirmation.

Tho action of that tribunal will not, it is probable, be long delayed. WALLAUOUT LAN US. At various times during the year negotiations havo been bad with tho authorities of tho General Government in roforenco to tho streets to bo opened over tho drowned lauds at the Wallabout, but with no decided result. All will concedo that it iB most desirable, not only that the lands should not much longor be allowed to remain in their prosoiit condition, but that a street connecting more intimately tho Eastern and Western Districts of the city, and thus adding materially to tho public convenience, should bo openod across them. I commend the subjoct to your early and earnest consideration.

POllLIO DOCKS. During the past year several public docks have been constructed in the Eastern District, and measures takeu, under tho act of tho Legislature, for the opening of a number of streets to tho rivor. When all thoso havo been completed, the Eastern District will enjoy dock facilities superior to any other section of the ci y. PUI1LIC MARKETS. Our citizens continue to fool the deprivation and inconvenience to which tho lack of a proper public market subjects them.

In my first annual messago to your honorable body I urged in detail tho necessity existing for tho establishment of proper public accommodations of tho kind, but no action was taken 011 tho subject. I desiro again tD invoke your attention to it, aud would respectfully refor you to the document I have mentioned as containing my views on tho subject. rOLIOE AND JUSTICES' COURTS. From tho Comptrollor I learn that tho amount returned to him as having been collected for fees in the Polico and Justice' Courts of tho city, from January 1 to December 1, 1864, was $6,751 25. The amouut paid for salaries of Justices and Clerks during tho year was $10,600.

This shows a deficiency iul tha receipts as compared with the expenditures or tbeso Courts, not including tho cost of fuel, lights, and stationery, amounting to nearly This is a burthen imposed upon tho taxpayers which seems to 1110 is wholly un nccer Bary, aud which might bo remnvad by proper legislation. GROWTH AND HHAWH OF THE CITY, As to the general condition of tho city, I think you will agree with me that we have just cause for congratulation, not only for what has transpired during tbe past year, butin the promise that is hold out to us in the future. Notwithstanding tho drawbacks incident to the existence of tho war, Brooklyn continues to increase and prosper. The heavy vote polled at the last election affords abundant evidence that, notwithstanding tho number of her gallant soub who have gono forth to swell the ranks of the Union armies and navy, the population of the city has largely increased. The State census to be taken this year will, I am confident, demonstrate that wo still maintain that ratio of increase which has hitherto characterized tho growth of our city, and which in a very few years has raised Brooklyn to tho rank of third among the cities of the Union. Tho police report the number of buildings erected during the year 18G4 as follows Brick tenoments, C50; wooden, 439; factories, storehouses, 6.

Total, 1,101 Tho health of the city during the year has been most excellent, nothing in tho form of epidemic diseaso having visited us. During the last two or threo months; however, smallpox has been unusually prevalent in some locations in tho city, but not to any alarming degree; and now, owing to the efficient action of the Health Officer, it has been so completely checked as to cease to excite apprehension or remark. Tho mortality during the year has been, for tho month of January, 631; February, 652; March, 700; April, 643; May, 556; June, 551; July, 883; August, Septembor, 771; October, 660; November, 5C0; December about 585. Dr. B. Jones, will furnish you much interesting information in connection with this subject. THE STREET CLEANING. During the year the streets have been kept much cleaner than for years before Yet their condition has by no means boen up to the standard which is desirable, and which it has been earnestly sought to attain.

Tho system under whiuh it is required by law that the cleaning shall be done is inherently defoctivo, and, in my opinion, must be materially changed eie we can realize that cleanly condition of streots whioh our citizens demand and are entitled to enjoy. What seems most to be needed is a more effective and thorough supervision and enforcement of the work, and to secure that it will bo necessary to invoko the action of tho Slato Legislature. It has occurred to me that the organization of a bureau to take especial charge of the street cleaning and repairing, tho Chief of which should be appointed by the Mayor and be directly responsible to him, mightperhaps secure tho end wo all have in view. The publio now appear to hold tho Mayor accountable for tho condition of streets, and yet he has no more control over them than has any other of the four gentleuion who with him constitute tho Board of Contracts, under whose direction the cleaning is performed. If the Mayor is to bo held responsible, it seems but proper and just that he should be made so in i'aot and by law, and be fully empowered to acquit himsolf of that responsibility.

STREET HEPAUtlNG. In the matter of street repairing a much, larger amount of work has been done than for some years previous, and the streets are now in fair condition, comparatively. And' only comparatively for such has been their stato of dilapidation, constantly growing worso for years past, that a most thorough ropair amounting iu many instances to reconstructionis needed to mako them what they should be. To do this would require a very large expenditure of money, which I fear tho taxpayers, in view of tho heavy taxation to which they aro now subjected, would hardly authorize. the btbeet lighting.

Tborohns heretofore been great complaint in connection with tho lighting of tho streets, and I inn happy to report an improvement during the past year. At tho commouoement of the year contracts wore mado with individuals for keeping the street lamps in proper repair but tho complaints of tno extent to which the lamps were broken and nnlighled still continued, and thirdly the contractor for tho Western District, finding it impDssibloto do tho work to the satisfaction of the Board of Contracts, was obliged to roliiupiish his contract. An agrcoment was then made with the gas companies by which tbey consented to put and keep the lamps in repair, charging the city only the actual cost of the work, and the result has been that since there has boon very littlo public complaint in reference' to them. The contractor for the Eastern District has oxocuted his contract very satisfactorily to the Board of Contracts and tho public. I am convincod that it would not only secure the street lamps being kept in better condition, but that it would bo real economy, to requiro tho gas companies fo do all the work of lighting, cleaning, and keeping them in repair.

The city would bo enabled, under such an arrangement, to refuse to pay for gas whon from any cause tho lamps were not lighted, and would thus hold over tho companies an effectual mcontive to do then duty. To enable any such agreement to be properly made with the companies, an amendmout to the charter would be required. The contracts with tho gas companies now run but a singlo year tho charter prohibiting contracts with the city for a longer period and last year wero entored into with them, there being no competition, nt increased prices, for tho lighting of the streets and public buildingB. These contracts expired at the closo of the year, and notice has been received that it is tho intention of tho companies still further to increase the price at which they will agree to furnish gas to the city. Tho companies have it all their own way, the promises held out under which your honorable body granted tho use of the publio etreots to proposed competing companies not having yet been realized, and there not seeming to be any immediate prospect that they will ba.

Under the circumstances, there does not appear to bs much hope that we shall be ablo to incur the expense of lighting' the streets every night and all night during the year, thoroughly as I am convinced that it is most desirable that it should be done, tub cirr rnuircEs. The financial affairs of tho city I am statis fied have been properly managed during the past year. Tho amount of city indebtedness, outstanding and for which bonds have been issued, on the 31st of December, is $7,015,000 50, of which $1,400,006 is on account of Prospect Park, and $600,000 of soldiers' rehof funds. Tho annual report of the Comptroller will furnish you with the facts and figures connected with this subject. IHE INOBEASE IN As, unfortunately the taxpayers are but too well aware, there hrs been a very considerable increaso in the burthen of taxation last year as compared with 1863.

This has been the result of various causes; some of them incident to the war, and to whieh I apprehend no true patriot will object, and others arising from the advance in the price of labor and of material of every kind. An examination of the figures will prove, however, that tha action of the Munioipal Government has caused but a very small share tho increased taxation. In 18C3 the amount of tax levied on the county (of which the city pays all but a very: trifling amount) was, for State purposes $490, 738 02, and for county purposes, 586,685 68., Add to this $951,486 66, for the ox'penses ot the City Government, and $103,060 tf4f'or de ficiencies in the water revenue, and the total amount of the tax levied upon the city (with the exception I have noted as to the county towns) in 1863 was $2,131,371 60. For 1864 the State tax was $565,561 92; tho county tax $1,762,472 00; the oity tax $1,552,358 94, and the tax to supply deficiencies in the water revenue an aggregate of $3, 880,392 $6 of taxation. As will be seen the increase in the State tax was to the amount of $74,823, i 90; in the county tax $1,176,386 32; in the tax for the purposes of the City Government fUair.

In the item of interest on tho city bonds there is a slight increase. The amount for principal of certificates 13 largely swollen, from tho fact that provision was obliged to be made for a certificate on Flatbush avenue, to the amount of nearly ono hundred thousand dollars, whioh properly should have been providod for in the taqes of the yoar previous, but for somo reason unkuown to mo it was omitted.

The increase in tho amount of interest on these certificates is also not tho result of action on the part of tho city officials, For tho increaso in the amount for public school purposes the Board of Education is responsible, tho Joint Board, even as the estimate now stands, having reduced the amouut asked lor considerably. For the item of polico there is an increase of $320,842 88, tho result of the action oi the State Legislature in adding to tho numbor of tho force and raising thoir pay. For salaries, also, tho increaso is mainly the action of the Stato Legislature, iu providing for tho payment of salaries to tho Aldermen. Of the $60,780 increase in tho item; at least one half will bo required to pay the salaries (including the deficiencies of last year) of those officials. Tho estimato for tho Firo Department is limited by law.

Formerly tho salary of tho Chief Engineor and other officials of tho department wero paid from the fund appropriated for the purposes of the department, but now it is mado a charge upon tho account from which is paid tho salaries of city oflicials. For lighting the streets thoro is au increaso of $75,000, causod by tho additions which havo been made in the number of Btroct lamps and tho advance in tho prico of gas. For goneral purposes there is a considorablo increase, hut it is for objects deemed indisponsablo and for permanent uso, as for example; piorsfoot of South Fourth and South Sixth streots, E. Armory in for railing, gas and water pipes, Station Houso in Ninth ward, Bell tower in Sixth ward, Bridges in E. $6,000, and others of like nature.

For street cleaning tho ostimato is more than double that for 1861. and tho increase hero was unavoidable from tho advance in the cost of tho work. At the rates estimated in 1863, it was found impossible to do tho work tho past year, and even at tho increase I fear it will bo difficult to have tho labor performed. From this examination and comparison of the items of estimato it will ho teen that fioin $50,000 to $75,000 atthe outsido is all of tho increase in the taxation i'or which the municipal authorities can fairly and legitimately be held responsible, and iu view of tho enhanced cost of everything indispensable to tho proper carrying on of tho City Government, I believe the public will hold them fully justified, ruDUc Bcnoots. Our public school system continues in that career of success which has justly mado it tho pride and boast of tho city.

Auxiliary to it is the institution known as tho Truant Homo. The experience of the good that since its establishment it has effected has removed the doubts on tho subject which by many wero entertained when the institution was first organized. Its, reformatory influence upon tho truant and vagrant children of the city has been great, and is generally acknowledged. Tho present limited accommodations of tho buildings occupied for the Homo arc, howovcr, wholly inadequate, they being overcrowded continually, and it is necessary that very soon tho requisite steps should be taken to increase their capacity. THE POLICE.

Tho addition to the strength of the police force which is to be made, though entailing a heavy expense upon tho city, must necessarily very considerably increaso the efficiency of tho force. We may hope to find in the additional security we shall have for tho preservation of the public peace and the onjoymont of property an ample return for the increased expense inclined. The present force is too few in number to enforce oven the city ordinances, and tie consequenco is much of inconvenience and discomfort to the citizens. THE BTIiE DEPARTMENT. The Fire Department in both districts is in a flourishing condition.

The efficiency whieh it has exhibited during the past year has boon most praiseworthy, and has served to preserve for it the public esteem and favor. The charging of the $18,000 paid to tho officers of the department to the general salcry account, instead of upon that appropriated for the purposes of the department, is in fact an increase of the 50,000 limited by law as the amount to be appropriated annually for the firo department, to 68,000, and is perhaps, but the fair ratio of increase demanded by tho goneral advance in prices. TUB MTLITAIty, The regiments of tho National Guird organized in this city, I am glad to know, are prospering. To enow that their services are duly appreciated and thoir vaiuo fully acknowledged by the public, I need only refor to tho fact that one of the strongest points urged against an increase of the police force was that the high state of discipline and constant drill of the National Guard gave a peace preserving force that could bo relied upon in all cases of emergency. Tho armory now erecting in tbe Enst orn District for tho accommodation of the military of that section of tho city is rapidly approaching completion, and will be a handsome and commodious edifice.

THE WATEE WOHES. The works which supply the city with wafer are, and. have been kept during tho year, in good repair. Any doubt which may havo existed as to tho reliability and permanency of the source of supply inay now fairly be considered as dispelled, tho severe drciight of the last summer having subjected them to as thorough a test as, porhaps, can' ever bo applied. Tho amount of revenue attested by the Cojn missioners during tho last year is about $387,000, which is an excess of $24,000 over the collections of 1863.

The arrearages for 1864 amount to $80,000, for 1863 about $75,000. The qxpenditure for tho past year roaches the suiri, of $129,000, which is an excess of $34,000 over that, for 1863. Tho splendid and decisive victories achieved by our gallant soldiers and sailors under Sherman, Sheridan, Thomas, Farra gut, and tho othors, have placed tho final issuo of the contest beyond all further doubt, as oven the leading traitors themselves aro beginning to confess. Let us rojoico, then tho Nation is saved Tho only suro bond to nn early, just, and permanout peace, all, I think, should now be convinced, is in the continued vigorous prosecution of tho war.
