of the Phil, Inq Norfolk, June 2J, DKDEB OIVIL KDLE. Since tbe retirement of Qoneral Gordon, now siity two hours, the cily has been in a state bordering on anarchy. James L. Bolate, who was olected Mayor some fifteen months ago, has had tho control of city affairs slnco the withdrawal of the military powers. Mr.

Belate's brief term has been a stormy ono. Disturbances between the white people and the negroes have been of frequent occurrence. THE FIBST B10T took place on Thursday evoning, tho 22d. It originated at the circus pavilion, on the corner ot Main and Granly MVVW, VV.VV V.UOU V. VUO UlUlUrmaUC Uini' eulty occuirefl between a United Statos soldier and a negfo.

Tho difference between them was ot a trivial nature, but the soldier was Boon joined by other companions, attracted by the angry woids. Tho soldiers at onco commenced heating the neoro. Other blacks came to the rescue, and a general melee ensued. Clubs wero freely used, and even knives and pistols came into requisition. The latter deadly weapons wero mostly in tho hands of tho soldiers.

Tbe negroes employed cayenno pepper and maccaboy snuff, throwing pungent dust Into tho faces of their adversaries. Many bravo boya in blue who had passed unscathed through showers of ballets) wero placed ftorj du combat by tho snuff and popper. Woid waB sent to Colonel Howard, and he despatched a guard of dlty men to disperse the rioteers. The guard executed thoir duty without difficulty. Four persons were seriously injured in this row.

THE DAT BEFORE THE ELECTION, There were sporadiostreet fights during tho entiroday on me zau, ueuerauy oetwueutuo aoiaiersanatneoiacts, but nothing more sorlous occuned till ELECTION EVE. At ten o'clock on Friday evening, a terrible fight broke out on tho vacant lot at tho corner of Main anddranby street, the identical spot where tho riot of tbo night before took place. The combatants were white men, wearing United Strtes uniforms (their caps displayed neither corps, badges nor regimental numbers) and negroes. The fight was short, sharp and decisive. The negroes were badly beaten, and fled In wild disorder.

Then ensued a scone that beggars description; the flying negroes were chased by the victorious bo1 diers, and beaten without mercy. Men in oitlzens oloth lng joined in the. unequal pursuit. Twenty flvo white men running alter ono negro was the order of pursuit. Main street resounded with tho cries of hong htm," kill him," the nigger." When tho negroes were overtaken they wore knocked down and mcrcilossly kicked and trampled.

Some of the frightenod, flying negroes attempted to enter stores for refuge. The proprietors generally closed tho doors In thoir faces, fearing that the pursuers would enter their ware roomB, In some Instances negroes wero struck down in friendly doorways and beaten It is impossible to loara if any of the negroes were fatally injured. After their pursuers bad' beaten them to their boarta' content, the bleeding victims would crawl away to their hovels, no "white person daring to tonder them asslstanco. At last tho streets wero cleared of tho offensive negroes. The rioters, white soldiers and oitlzens, then went to a well known and respectable' restaurant on Wide Water street, near lloanoke Square.

This estao liBhment was kept and frequented by colored people, was very well furnished and fitted up, and had a a do ball room attained to it. It waa midnight whon tho rioters, now composed oi Rebel as well as Union soldiers, arrived at tho restaurant. It was closed for the ntiht. Tne door was beaten down, tho ahnttors wrenchod oil and tho rioters entered, The mirrors, docantors, glasses and crockery ware wero smashed to pieces; tho counters and tables wero broken to pieces and thrown Into the street; in short, everything of valno was ruthlessly destroyed. Not a rioter waa arrosted; no active interference was attempted; not an armed soldior was to be seen.

ActlDg Mayor Bclotes' polioe stood two squares off, springing their rattles Thoy could do nothing else, being too weak in numbors to quell tho riot, or even make tho attempt. The total domolitlon of tho reetaurunt appeased the tury of tho mob aud thoy soon after dispersed. ELECTION DAY, The day dawned brightly over the lawless cily tho polls were openod, and the election began. The scones at the polls were Bimply disgraceful, a broad burlesque. Never did we see or hear suoh voting.

EXTESSIVI WERFEIIISG CASE, $50,000 IN BID MONET SGIZGD THE NAMES OF THE GOPNTBRPEirBD BILLS.

The paiticulars of an extensive haul of counterfeit money hare just come to light, and tho tracking of the men, the seizure of nearly $25,000 In counterfeit bills, and a large amount of counterfeit fractional curtency, rejecting great credit upon the police having the matter in charge. The particulars of the case, as thus far developed, aro about aa follows: About four weeks ago Officer Herbert, of the Forty third precinct, received information that a man, who for the present shall be nameless, was ireoly passing "queer" money. After a period of two weeks the officer was introduced to the party In question in a liquor Btoro on Atlantic st, wnen a drink together, and a conversation con brought tho subject fairly np. The man there offered to give tho officer a quantity of the money in the evening of that day; a meeting was accordingly arranged for 8 o'clock, but other circumstances of a very pressing nature prevented the meeting from takingptace. In tho afternoon of tho same day, this same party who had been "shoving tho queer," was attempting to sella horse in Atlantic street.

This horse, it was subsequently shown, had been stolen from too country and brought here for sale, Foitnnately, and strangely too, tho owner of the animal was riding on an Atlantio street car, endeavoring to hunt up his stolen horse, when he saw it, just as tha bargain of the sale was about to bo struck. Ho jumped oh! the car, called a policeman, had the party arrested who was holding the horse, when the principal horse thief ran away, and made good his escapo. Offi cer Herbert was then detailed to work up tho caie, and to secure tho arrest of the horse tblof. A week passed away, and though the officer had not lost tho trail of the fugitive, still he kept out of the way of arrest. But Officer Herbert kept on his track, and quietly but certainly kept on the scent, and last Sunday piped him to a liquor atorc In Hicks Btreet, where ho confronted and arrested the alleged horsestealer.

Thus for the case promised well, bat Captain Rhodos, eve? alert, thought porhaps there mighl bo still something mote in uiib case tnan now appeared upon tho face: so detailing Officer Herbert, tho two went to work, and succeeded in making tbe very important discovery of a place in Now York, where counterfeiters had beon as Bcmbling. To work these two worthies waited and mak ing call at the Carson Houso, No, 141 Crosby street, they broke in tho door of a room up stairs, when their labor and pains wero fully rewarded. Scattered around were evidences of evil doing, in tho form of loose counterfeit postal currency, etc. But on tho floor lay A MTSTEEIOUS BLACK CABPET BAG, An attack was made upon tho blaok valieo, tho lock broken, and in It was found no less than $50,000 worth of counterfeit money, on different banks, in New York, Pennsylvania, Massachusetts, New Jersey and other Statos, Tho money was thereupon seized, and moved to Headquarters, and Captain Rhodos and Officer Herbert, aro now in the path of tho principals In tho counterfeiting, and they eipecl to secure tbem before many days. Tho case has been worked up with consnmnato skill, and that the cities of New York and Brooklyn are not flooded with counterfeit money of dapgoroua charaetor, is due to the able manner 'In which theBe officers have up the case.
