SECOND SESSION OF THE COMMITTEE) ON COMMERCE AND NAVIGATION. statements of Mr. D. M. Stone, of the Journal of Commerce, oi Mr, Pierre pont, of the Union Ferry Company, ot Mr.

Peter Jung, ol Mr. Patton, and others The Assembly Committee on Commerce anrl Navigation resumed business ttia morning, at 10 o'clock, present Messrs. Uauey, wendover, Brigga Travia, Mead and Maxwell. Mr. D.

M. Stone, of the Journal of Commerce, said he bad been a constant passenger for eighteen years, rt appeared to him that the difficulty was not bo much mismanagement as a waut of manaRement on tne part of the The managing direotor, Mr. Smitb, was an estimable man, bnt he did not think he appreciated tbe difficulties and delays as did those who crossed every day and wished to cross iu a hurry, Tbey did not seem at all in clint lo make their mouopoly odious to trie citizens of Brooklyn, but there appeared to be a waut of the proper force to push the matter through. Mr, Stone instanced at some length a cage in the recent ice blockade iu wbicb, having come to Wall street ferry, he toundalarpe crowd waiiinff to cross, the old terry "boat Itoslyn, which was almost unserviceable at any jerry where mary people had to cross, was out in the river sailing up and down in a space of clear water, evidently afraid to trv and ro throuKh tho ice that blocked the way to tbe slip on the Brooklyn side. At the eame time the new and serviceabta boat Uepnblic was awaiting the arrival of tha Eoalyn on this side before starting out.

This state of affairs lasted about an hour, when the Republic came out, and profc across in a short time, and the Roslyn returned without making the trip. There were now more passengers thin the Republic could possibly carry, and several had to leave in consequence. Notwithstanding this the Republic remained at the slip while her pilot and tome of the hands left her aud wem ashore, for tbeir dinners he supposed, remaining about half an hour, when they returned, and the Republic went Brooklyn witnout much difficulty. Sue waB so heavily laden as to be below tbe bridge, but instead of keeping her up to tbe bridge till she was lignt ened by the escape of a portion of the passengers, the pilot kept her but tins aud reboauding for some time, a number jumping oil" each time she struck tiie bridge, till the boot was suflicieiitly liuhtened. That was but a specimen, it was siuiply due to wantof executive ability.

They wanted a young enorgetic man to go to the farriB3 and send boats out, some uue to take the responsibility and say There should bo some oue too to order the boats to run, or it tbey were giving uo their trips to scud the passtngera to another ferry. no uiuutium nine uuiupcuuou, or iecri8Jaive supervision, might do good, As it was hud little motive to push business forward, or to iucrease thpir receipts since tho charter limited their dividends. It was hinted that tbey employed tbeir liiends to make repairs. and raid tbem prettv liberally to cet rid ot tho snrnins moDey. He understood they had sold some of their boeta to the Government, and ho believed those had on hand now woro not as pood ai those they had six years ago.

This ahould ot be, for the ople wanted i nrnvp mcnt. and the best accommodations the age could furnish, and did not wish to hat such as would cowpuro wuh those ot tbeir gran lfathe s. He bad heard that when au indignant passeDger complained to the Superintendent of the anppage ot travel tiic latter replied: "Why, don't be impatient tbe tide will turn in three hours and there will be no difficulty iu ccoas ing." Hedidnotknow whetbertbis were true, but it jjiunuuicu iuu eimii. tuv uuiij jjiiii.v rumumauiy wen. The city oi New York, he conaidm ed.

wa acting abominably iu this matt it, aud the Com nan cojniFeil at it. Tbe city of New York had no control of Ite crossing and the exaction oi $100,000 per auu.im tno peopie oi Jiroomyn, tor the privilege ot roiu across a naviyahle water considered a nrons imnnaitinn Tho Legislature had so derided, a suit was instituted to test the validiiy oi their act, and the Ferry Cnmpauy coming into pOBeefliot! of both sides of tbti suit had made lis bargain with New York. He considered that wrong and the Legislature should look inti it. and romnvo that. pretended light from New York, and this tax irom the i ran sit.

Mr. Oakey There is a bill now under discussion before the Committee of Commerce and Navigation to provide for a Commission in that matter. Mr. Picrrepont replied to Mr. Stone's statement.

Tho Company had as its managing Director Mr. p. Smith, who had several assistaatn. The one charged with running the boats was a young and mau. Tbe pilots were also active men aud had been in tio employ of lhe Companv.

some oi them over tweitv years. Tbe boats were superior to ajy they had had heretofore. During the war they were iound so strong that the government took sevtn of them for naval DurpoBPS. Providentially, during the war tbev had had no ice to contend wirn in the East river. Indeed they did not experience any great trouble from it more than once in every ten years ior a lew oays at a time, ane compauy wu3 managed by gentlemen who were large property holders in Brookhn.

and they had no obiect in makinc mouev out of the terries. All tbeir surplus above ten per cen. it was agreed to give to the Brooklyn City Hospital and the Observatory which was tneu contemplated. There was no object iu making money for these institutions, and tberetore tho Directors spent everything in improvements. The rate ot ieniiifje was cent where the tu kets were uut, and us it had not been raised durm the war t'uia amounted to a reduction ot M'per in viow ot' tho increased co ot labor aud material, in carrying out improvements tbey had expended about $100,000 in iron flxuires on the New York side, aud rhey would have done the same here were it not for the increased cost of iron.

Indeed they had accumulated a debt of about $200,000 iu making i id proven ic U. Some of tho femes did not pay: on Wall Street Ferr.v. for instance, last year they lot $30,000, and Fulton Ferry had to make up these losses. He explained the particular instance of rie'av relerred to by Mr. Stone hy paying tnat tbe flood tide on that day brought a large tield of ice Irom tne North River into the East River, and jammed it between Brooklyn and New York, abont two hours before ebb tide couiuieuced It had io remain there Till the tide cuauyed and carrie'l it out.

At thai time the gentleman who spoke went to tne vaii erreec it was impossible ior auv human power to nut tha inrrv boats across then, but within five mioute3 after the tide changed it might be done, Mr. Smith was sick, so he (the speaker) bad goue to the to vy and iu lormed the people collected there that me rver was irco at Catharine ferry, and many went up and crossed there at least ail who were in a hurry tiid oo. The piloi of mi. Hupuuuu buju ii uo uisijvnziuiii id go acrons, and as these men bad eo much experience, no dimetnr iilril tn order them to do that which tbev declared to bedangor IjUh. am io inu Hiury uuouc waMiu lor ths tide to turn, he believed it might be true, for it was certain they could not crows till it did turn.

This, he considered, proved by the faol that the tow boat W. H. Webb the strongest in lhe harbor, some years Biuce spent two days in breaking up the ice in ButiermilJr ChamiPl and tailed ailer all to establish a passage, fur it closed acain immediately. The boat, however, was found to be so much damaged as to be ot" lntie use aiterwords. Several plans bad been advised to get rid of th.s auaovauce anion others a bridge or a tunnel.

T13 genii men connected witn tbe tbe feirics as eager tor their success as any one, and wo.ild be delighted ro promote them for the benelit ol Brooklyn. Mr. Pierrapont concluded his remarks with some criticisms upon the severe exactness ot Mr. Stone, and regretted tb it the elements were such that they could not always accommodate him. In answer to the inquiries of Mr.

o.itev nnd gntlemt ot Committee, Wr.Pierrepout slated that he presumed, on the re erred lo the Roslyn 0t out o' order and that a supuly boat wa sent for to taks hernlace. If tbe supplv not iy JQ prot ably because of the difficulty of navigation. Perhaps tbe Hoslyn oid not attempt the ico because she was not considired a sale boat. Tbe Peconic was sent to take her place and tbe trips then mada regularly. The Roslvu did Dot make steam enough indeed most of their boats were not built to carry very high steam, but an invention bad recently been introduced by which the draught of the turnaccs could bo much in creased with a blowor, and they intended to introduce it on all their boats.
