MoKee and McGrath aud other aldermen were ohock full of patriotism last wook, and ho would like to know why it had bo subsided. Aid. Heaney said lie could not understand tho necessity of a Brooklyn day at Gettysburg, but he should not have opposed tho appropriation if it had come from the board of estimate. Ho did not think it should coino from contingencies. Whilo he did not seo the need of tho Brooklyn day, ho could seo the propriety of a special occasion such as the unvailinc of a monument.

Conhou and Mirabeau L. Towna, thoir successors and assigns, to establish and maintain systems of eloetrio lighting for public and private use in the Thirteentn, our teenth, Fifteenth, Sixteenth, Seventeenth, Eighteenth and Nineteenth wards of the city of Brooklyn.

Lights shall bo furnished to tho city in addition to the free lights above mentioned at a price not to exceed 70 cents per night for each arc light of 3,000 candle power standard, or 15 cents per night for each incandescent light of sixteen candle power standard, with a corresponding deduction for incandescont lights burning for a less number of hours, all lights furnished the city free of charge shall burn all night, except the incandoscent lights used within doors, which shall burn for the average number of hours of service to private subscribers. Lights furnished the private subscribers shall be furnished at a price not to exceed 75 cents jr each arc light of 2,000 candle power standard, or 15 cents for ach incandescent light of 16 candle power standard, for any period of service between dark and midnight. Fourth. Excavations in streets, removals and replacements of pavements or sidewalks are to be done by tho said grantees under and according to the direction of the department of city works, and under such conditions as shall prevent damage to sewers, water pipes, gas pipes or other pipes, as may be prescribed by said and the said department, whenever the commissioner thereof shall determine it to be for the bost interests of the city, shall make all excavations in the streets and removals and replacements of pavements or sidewalks therein as may from time to timo be required by the said grantees, as may be necessary in tho introduction aud use of their systems, and in such cases said work shall be and constitute a charge against said grantees, and the expense thereof shall be paid to the city by tho said grantees upon the requisition of a commissioner of tho said department.

Fifth. The said grantees shall give a bond to tho city in such sum and in such penalty, for such purpose and to bo so conditioned as the mayor may prescribe, to be approved by the corporation couiucL Sixth. Sucli wires of said grantees as may be necessarily stretched above the surface of the sidewalk snail bo stretched at a height notlesB than twenty tlvd feet, except as authorized aud directed by tho department of city works, but when wires eross the roadway of a street, aveuue, lano, or alloy they shall be stretchod at such height as shall be direotod by tho department of city works, not to exceed thirty five feet abovo tho surface thereof. The fulfillment of the foregoing conditions is subject to the scientific and mechanical practicability thereof, and the enforcement or the Haid conditions, if any, that cannot from scientific or mechanical canses be immediately complied with, it to be deferred until such time as the practicability thereof, is demonstrated in other cities.

Aid. Black said he thought the matter should be laid over so that tho corporation counsel could have an opportunity to examine the form of resolutions. The aldermau declared that he was in favor of electric lighting for tho eastern distrust, but he wanted to vote for resolutious of franchise which were correct. On a previous occasion mistakes were made in Biiailir resolutions and the board rescinded its action. The resolutions reported by the committoe should bo pnutod iu the minutos in order that the members of the board could study them and see just what they contained.

He had noticed that they made no rofereuce to lighting the Twenty fifth ward, although it adjoined' the Eighteenth, which was covered. Aid. (Joffoy, 'Wafer and McKee Bpoko in favor of laying tue resolutions over, but Aid. Hess wanted action taken at once. The matter was deferred.

The water and drainage committee, Aid. Ferguson chairman, reported a resolution calling for the issue of $700,000 of waer bonds for a new main from the new division ot the Ridge wood reservoir. The resolution was laid ovor until the next meeting. It was on May 5 that Commissioner Adams asked the board to tako action in the mattor. He then transmitted to the aldermen a report from Chief Engineer Van Buren on tho proposed main, in which Ur.

Van Baron said these among other things: "Starting from the reservoir, the new main will beof48iuoh to Willoughby and through Willoughby, Fulton and Montague stroets to Clinton Streot. From Clinton street, with a further reduction in diameter to 3 feet, the main Bhould be continued through Montague street to Uicks gtreet. A lino through tho oldor portions of the eity is selected to reaoh in tho most way the wards nlong the water front from the navy yard to Bed Hook point, which, with thoir largo and rartidlv increasine manufacturing interests aud donse population, require an increased water supply, in oraer to oot.nn cue iuu nencut or the new main, frequent connections should be made with the two 30 inch and the 48 inch main al coady laid and with the smaller pipe of the distribution. To increase the supply aud pressure of ater in the Twonty second and Eighth wards of tho city a 30 inch pipe should be laid through llaymoud street connecting the new main with the present mains in DeKalb and Atlantio avenues. After a few years it will probably bo found neceasary to lay a 30 inch pipe in Fourth avenue.

Through Clinton street tho new main should be connected by a 30 inch pipe with tho old 30 inch main (30 inches at this point) in Joralemon street. At somo future time a large pipe should be laid in Hicks street, from Fulton stroet to Hamilton avenue, With tho laying of this main and connections the system of large pipe in the oldor portion of Brooklyn will he completed, but probably not many years will pass before more wator and greater pressure will be domanded throughout the city by the growth of the outlying wards. More mains to the south and north of the present and proposed line will then become a necessity. In case it is decided to carry out the recommendations of this report, the work should commonco as soon as possible in order that the main may be laid aud ready lor the reception of water at the time of the completion of the new division of Kidgewood reservoir." The water and drainage committee also reported a resolution ordering the issue of $65, 000 of water bonds tor a staudpipe at Mount Prospect reservoir, for the purpose of supplying tho high section along JUuth avenue with water. Action deferred.

The special committee appointed to devise a plan whereby tho facilities for opening and closing the bridges over Qowauus canal at Ninth street and Hamilton avenue may be increased, reported a resolution directing the police commissioner to have the bridges kept open from 4 A. M. to 8 P. M. daily, when required, except durius such times as ho may determiue, and to employ Buch extra help as may be lieceaaary to operate the bridges.

Adonted. Aid MacKellar offered a resolution directing the city works couimiasioner to report why ho hat not carried out the provisions of the Eighth ward improvement law. Aid. Pickering moved to amend so as to direct him to explain also why nothing had been dono toward sewering the Twenty sixth ward, although the legislature of 1880 paised an act authorizing tho expenditure of $1,000,000 for the work. The resolution as amended waB adopted.

Aid. Leech offered a resolution calling upon tho. corporation counsel to report at the next meeting, if possible, the amount of taxes paid into the city treasury oaoh year by tho Long Island water supply company since the annexation of Now Lots; also the valuation and tax rate per mile of the pipes aud mains and the assessment valuation of the property in the city; also the amount of capital stock paid in and who compose tho board of directors, etc. Tho aldermau explained that ho had offered the resolution because he understood the company wanted the city to purchase its plant and was demanding a very high price for it. Therefore, ho thought it wise for the city to ascertain the value of the property as shown on the books of the assessors.

He was perfectly willing that tho resolution should be referred to the law committee and the corporation counsel, and it waa so referred Corporation Counsel Jenks Bent in a statement of judgments against tho city, on account of tho North Second street widening, aggregating about $116,000. Ho recommended payment. There are about twenty eight cases ami the largest singlo judgment is that of Henry Hilton, executor, for $30,000. Mr. Jenks wrote that all of the cases had been tried as far as tho general term of the city court and one was argued as a test caso in tho court of appeals.

He briefly rehearsed the provisions ot tho North Second streot widening act of 1871 and went on to Bay that the board of asscssors.instead of laying an assessment, mistakeuly thought they had tho right to report that the benefit, wheu compared with the expense would not authorize the improvement and they so reported. One McCormick, who owned some of the land taken sued on the ground that by tho terms of the act his land was taken by the city aud, therefore, he was entitled to tho amount of money which the commissioners estimate had reported ns the value of tlio land. This case. Mr. Jenks said, was tried by his predecessor and decided against the city.

If thero aro no sales the market prico would bo the lowest rate at which silvor is offered.

The new silver notes aro being propared by the bureau of engraviug and printing, but only thoso of the denominations of $10, $100 and $1,000 can be produced in timo for tho purchase of tho first month's installment.
