1,249 PASS BY EXEMPTION. Names of All the Successful Pupils in Grammar and Parochial Schools. primary and intermediate schools in the pub He school system of Brooklyn and graduation day in forty five grammar schools. The latter distinction also obtains in eighteen parochial schools. The graduates from the grammar and parochial schools are entitled to admission to the high schools.

The registration in the latter began this morning. A total of 2.033 pupils are entitled to this higher schooling, of which 1,003 go from the grammar schools and 1 0 from the parochial schools. Under the system of exemption from examinations for graduation, adopted by the School Board at the suggestion of Dr. Edward G. Ward, borough superintendent of schools, the number of pupils graduated has in every instance been larger and the results thus far have been excellent.

In the forty five grammar schools 1,249 pupils were exempted from these examinations, while 654 were successful in them. In the eighteen parochial schools the exemptions numbered 86. and those who passed the examinations numbered 43. Tn June the figures stood as follows: Forty fourgrammar schools, exempted, passed examinations, a total of 1.M43. Twenty "six parochial schools, exempted.

There arc now six high schools open in 'Brooklyn the Girls High School, the Boys' High School, the Manual Training High School. Erasmus Hall High School, the Commercial "High School and the Eastern District High School, the latter of which opened its doors for registration' for the first time this morning.

That the whole number of 2.033 entitled "to admission to these schools will bo taken care of is coniidently expected by Superintendent Ward, particularly as about new sittings will be afforded in the Eastern District High School, and the Commercial High School is competent to care for about 300 more than were originally enrolled. Tint, the exact distribution made of the present list of graduates will not be known for several days, for, while all those entitled to admission to the high schools have the original choice of where they would like to go. many will have to be governed by the capacity of the schools of their selection. Albany, February 2 The first step taken by the Legislature In relation to increasing taxation in the state, as suggested in the recommendations of the Special Tax Commission, occurred to day, when the taxation and retrenchment committee of the Assembly reported favorably Mr. Treat's bill, which provides that individual deposits in savings banks of $1,000 or over shall be taxable in the same manner as other personal property not exempt from taxation. The act is to take effect June 1, 1900. The Court of Appeals has held that depositors in savings banks were exempt from taxation. It is hinted rather broadly that this unexpected move on the part of the cities committee has a close relation to the tax bill now in the same committee and may be accepted as a threat that if the banks object too strenuously about the tax on mortgages this measure will be passed as a punishment or as a retaliation.

As the savings banks hold an enormous amount of railroad and other corporate mortgages, their objection to the mortgage tax is natural. It would mean an immense reduction in their revenues. Yet if this other bill is to be used as a flail it might be called an effective one. The State Board of Tax Commissioners today submitted to the Legislature its annual report. It is a brief document and has no reference to what has been done by the board in the way of inforcing the provisions of the franchise tax law.

It is as follows: "Four appeals were in 18P9 made to this board from county equalizations. Three of these were settled by stipulation, one was heard and decided. Were article 3, chapter 820. laws of 1896, compulsory instead of optional, or were the state table method employed by counties more equitable equalizations between tax districts would prevail. In the Assembly this morning the bill of Mr. Lewis making it a misdemeanor for any person to solicit from a candidate for any elective office, money or other property as a consideration for a newspaper or other publication supporting any candidate for an elective office, was passed. This measure is intended to do away with temporary publications during campaign seasons.

No claim shall be enforceable against the City of New York for work done on supplies furnished and not arising out of a contract made at public letting and excepting purchases for contingencies of less than S10 unless the same shall have been duly ordered by the proper head of department in the manner here provided. Claims settled and adjusted by the Controller under authority of this act shall, if no appropriation in the budget be properly applicable thereto, be paid from the proceeds of revenue bonds, provided, however, that where such claim shall amount to $10,000 or more the approval of the Mayor shall be obtained before payment is made.

In the case of contracts payable in whole or in part from assessments upon the property benefited, the aggregate amount to be entered into by the City of Xew York in any one year shall not exceed the amount to be authorized by the Board of Estimate and Apportionment for such year, and no such contract shall be binding unless the Controller shall indorse thereon his certificate that the amount thereof, together with the amount of all similar contracts entered into during the current year, does not exceed the aggregate amount authorized by the Board of Estimate and Apportionment. Liability of Employers for Injuries Sustained by Their Employes. Senator Ford to day introduced his bill of last year for the extension of liability of employers for personal injuries sustained by their employes in their service.

It provides that where an injury results by reason of any defect of mnrhtnery used which arose from or had not ieen discovered owing to the negligence of the employer or by reason of any person in the service of the employer exercising the duty of superintendence, or by reason of any person having charge of any signal, switch, locomotive engine or train upon a railroad, the employe, or in case the injury results in death tha legal representa lives of the employe shall have the right of I compensation ami remeaies against the employer as If the employe had not been in the service of the employer nor engaged in his work. Chicago, February 2 Fire Chief Swenie had a narrow escape from death early to day in the burning Rauch Furniture Manufacturing Company's factory. The veteran head of the department was overcome by smoke and fell unconscious in the rear of the office on the first floor. Members of Engine Company Xo. 3 bore Chief Swenie from the building just in time to save his life. The damage to the Rauch Manufacturing Company will, reach 575,000.

BODIES OF SOLDIERS SENT EAST. San Francisco, February 2 The remains of forty eight soldiers, brought here from the Philippines a week ago, have heen shipped to relatives and friends the dead in various states, principally in Washington, Idaho, Oregon, South Dakota and Nebraska. Committee Bills to Be Drawn and Action Expected by End of Next Week. The Assembly cities committee has appointed a sub committee, composed of Edward C.

Brennan as chairman, Gherardi Davis. Abram C. Degraw. Patrick J. Trainor and John McKeown.

On this committee Brooklyn has three representatives out of the five, and in the. Senate sub committee not.only are there three Brooklynites Senators Marshall, Davis and McCarren but Mr. Ahearn of Manhattan will be with them in every way possible. That gives Brooklyn a good working majority and there may be added to this advantage the fact that Messrs. Ford and Elsberg have pushed their personal feelings 60 far that the opposition is as much against them as it is against the measures." they represent.

Brennan and Ford, the chairmen of the committees, will hold a conference to day. Already the committees have agreed upon a plan of procedure. Each is to draft a committee bill, if no one. of the measures now before them is acceptable, and that is no longer a supposition fjut a fact. Both committees having prepared their bills, joint sessions will be held day and night with the idea of closing up the matter next week and being ready for decisive action in the Legislature before February 10.

Chairman Brennan invites suggestions from teachers, principals and members of the boards of education and. in fact, all men and women who may be interested in school legislation. He told the Eagle correspondent to day that a new bill, taking in all the best features ot the other measures and carrying more suggestions made at the hearings, would probably have to be drawn. In the meantime. Assemblyman Fallows" emergency salaries bill has been placed on special orders and will be passed, according Leader Allds, immediately after the read ing of the journal on Mouday night.

Conference on Trust and Corporation Legislation. Before the Legislature again convenes next week a great deal of important work will have been done by Governor Roosevelt in the line of bills bearing upon trusts, educational, tax and other leading subjects for thi3 year's session. To day the executive officer of the state will hold a conference with President Seth Low of Columbia University. Professor Jenks of Cornell University. Speaker Nixon, Leader Allds of the Assembly, Assemblymen Croley of Westchester and Gherardi Davis ot New York and' Senators Humphreys.

Higgins, Brown. Elsberg and Stranahan. The principal topic of the conference, which will take after luncheon, at the Executive Mansion, will be trust and corporation, legislation. Professor Jenks has been freely consulted by the Governor, both in the preparation of his message and on the bills which have been drawn up or are in the process of. formulation with a view to carrying out the recommendations he made in regard to trust legislation.

It said that he and Professor Nicholas Hurray Butler are in favor of the Elsberg bill, and that, in fact, with City Superintendent Maxwell they drew up the measure which cuts down the borough boards and very materially adds to the power of the central boards and. Incidentally, those of the City Superintendent'.

As Professor Butler is one of the most trusted and intimate friends of the Governor and is also a very near friend of City Superintendent Maxwell, the inference fs drawn that Mr. Blsberg's bill may be the one which will have the favor ot the. Executive. The fact that Senator Elsberg will also take part in the conference is, therefore, significant. In the matter of taxes the conference is not likely to take any definite shape, as nothing can Mo done in that line until after tho hearing on Wednesday.

Hundreds of letters are still coming in. most of them going to Assemblyman Degraw, the chairman of the committee, where the special tax bill now is. All the objections so far aro upon the mortgago tax: of half of 1 per cent. Many of them arc pathetic in character, and one Brooklyn doctor writes that he lias $100,000 out on mortgages, and that the tax will an exorbitant one on his Income. MISS WISSNER'S APPOINTMENT.
