Washington, June 4 Exports from the United States to Cuba, Porto Rico and the Hawaiian, Philippine and Samoan islands will reach in the fiscal year which ends with the present mouth and will be more than twice as much as in any year of our commerce with those islands, except in the years 1892, 1803 and 1894, when reciprocity greatly Increased our exports to Cuba and Porto Rico.

To Cuba the total for the fiscal year seems likely to be fully $25,000,000, against $7,530,000 in the fiscal year 1S96 and $24,157,000 in the great reciprocity year 1893, when exports to that Island were more than double those of five years earlier. To Porto Rico the exports of the year will be in round terms against an average of $2,750,000 in the reciprocity years 1892, 1893 and 1894, when exports to that island were double those of earlier years. To the Hawaiian Islands the total for the year will be about $15,000,000, or Ave times as much as in 1893, nearly four times as much as In 1896 and more than double the total for 189S. To, the Philippines the total for 1900 will be about $2,500,000, or more than in the entire fifteen years since 18S5, the date at which the first record of our exports to the Philippines was made by the Treasury Bureau of Statistics. To the Samoan Islands the exports of the year will be about $125,000, or nearly as much as In all the years since 1896, at which date the official' records of our.

exports to those Islands began. On the Import side, Cuba begins to show something of her old time strength as an exporting island, as the total Imports into the United States from Cuba for the full year will show a total of $31,000,000, against $15, 000,000 in 1898 and $18,500,000 in 1897, though they still are less than half the average for the reciprocity years 1892, 1893 and 1894, when our Imports from that "Island averaged over $75,000,000 per annum. From Porto Rico the imports of the year will be $1,350,000, which is less than the total for any preceding year since 1880, and is presumably due to the destruction by last year's tornado of the crops which supply Porto Rico's chief articles of export. From the Hawaiian Islands the imports for the full fiscal year will be $21,000,000, or double the average annual importation for the period prior to 1S9S, and 20 per cent, higher than in any preceding year, while from the Philippines, despite the war conditions, which reduce producing and exporting power, the imports will be larger than In any year since 1894. Would Have the Charter Amended to Benefit Some Owners in Restricted Sections. At the recent hearing held in this borough by the Charter Revision Commission an important suggestion that attracted but little attention at the time was laid before the commissioners by George Mackin Janvrin. Mr. Janvrin's idea is to have the Building Department of the city empowered to take cognizance of the restrictions on property, and be authorized and instructed to enforce any and all restrictions that may affect the property concerned in applications for building permits. Commissioner William C.

De Witt was apparently very much interested in the suggested amendment to the charter, and Commissioner James McKeon, together with the president of the commission, George L. Rives, asked Mr. Janvrin many questions relative to the proposed amendment. The difficulty that appeared to confront the commissioners in taking action on the proposition was a question as to their power to embody in the charter a clause rftlatlvft tn a matter of private contract. Several of the commissioners admitted that the suggestion was worthy of attention, but they appeared to be in doubt about their ability to take any action, as indicated.

Mr. Janvrin told the commission that from what consideration he had given the subject, he felt convinced that It was within the power of the commission to take action in accord with his proposition. In response to a question put to him by Mr. DeWitt, he signified his willingness to place his proposition before the commission in writing in the shape of a proposed amendment to the charter. In speaking on the subject Mr.

Janvrin said: "There is not the slightest doubt in my mind as to the power of the commission to take action on the suggestion offered by me and I am convinced that if it is carried out as it ought to be, the commission will perform a great public good. I am not affected personally in the suggestion in any way It is a fact, however, that while I was secretary of the Matthews Park Association I became familiar with the great difficulty there is to be encountered by a home owner or other person who seeks to protect his rights under so called restrictions on property It is impossible for the man who owns a home but who is not the fortunate possessor of a substantial bank account to compel a proper respect for his rights as recorded in restrictions on file with the deeds to his property It seems to me that the desired result can be secured by an amendment to the last paragraph of section 647, chapter XII, of the charter relating to the Department of Buildings. The section to which I refer now reads: 'The provisions of such "building code" shall be In conformity with and be subject to all general laws of the estate concerning affecting or relating to buildings or classes of buildings, or other "I would extend that clause so as to make it read: 'And it shall further provide for the enforcement of any and all restrictions affecting property upon which buildings of any sort are to be erected under the supervision of the Building In the event of his not securing the cooperation of the Charter Revision Commission by having; an amendment such as he suggests embodied in the recommendations of the commission, it is the Intention of Mr. Janvrin to put his proposition in the shape of a bill to be submitted to the Legislature at its next session.
