To the Editor of the Brooklyn Eagle: Sir There is at present much said and written about the above named institution. As one of its members, I sincerely regret that so little can bo said in its favor. Every membor of the Board who knows anything about it, knows too well that it is far from answering the purpose for which it was intended. There is no doubt that an institution or the kind is needed, and that if based upon different principles and conducted upon a totally different plan, could be made an ornament to our city, an institution ol which, we as teachers, would be proud to say we were members. But as it exists at present, our position in Normal School Is about as good a test of our abilities as the recent vote taken to ihe school, waa a test of its popularity.

We assemble here once a week, and for four hours go through a course of instruction which wo could be taught in any of the schools of our city studies which wo are expected to know thoroughly before we entered the institution. Yet, this is not what we object to; we ore all willing to learn and anxious to bo taught. But wo would ask that it be something which would belter lit us for teachers. After a (physician has learned his profession and commenced to practice, does ho etui poro over the dull routine of college studies? I should say that illustrations upon the practical part of his duties would better fill him for his sphere of usefulness, and now, will not the same hold good as regards the art of teaching 1 Yet, if any one imagines that such beneflts are derlvea from theNormal School, as It has existed, they are sadly mistaken. for one, have certainly never received in this institution a particle of instruction which I might bring into practice as a teacher, and I think I might name numberless others in the Batnc category.

Let us hope then, that the Intelligent gentlemen who have been appointed to investigate its merits will do so with impartiality, and that this Institution will be either entirely remodeled, or totally abolished, and thus rid our city from an endless expenditure of time and money. Washington, Jtly As the right section of the Second Rhode Is. land Light Battery was drilling on the grounds near the encampment of the Mozart Regiment of New York, early this morning, the cartridges in the lumber chest of the second piece exploded, killing Corporal N. T. Morse, and private TVm. E.

Boarn seriously wounding E. R. Freeman, and slightly wounding Richard Thornley and Edward E. Weeks. The remains of the dead will be sent to Providence this afternoon.

The cause of the ignition of the powder is unknown. A report prevails that it was in consequence of the explosion of a shell, hut this is disproved by the examination of several men acquainted with pyrotechnics, no fragments being found. Their theory is that the explosion was by the acency of friction matches, either thrown into the lumber chest by some enemy, or dropped into or near it by carelessness. From Fortress JUonroe. Baltimore, July 9. Commodore. Pendergast has gone southward with the Roanoke, and the Cumberland and Daylight will sail to morrow. The Roanoke will probably become the flag ship of the West India squadron. The Quaker City was ordered up to Old Point early this morning to particip te in the contemplated attack on Sewall's Point.

Including a frigate and several gun boats there was in Hampton Roads this morning a force of 200 guns and 3,500 men. It was hoped that a de gonstration would be made against some of the adjacent batteries, but nothing of the kind is to be done. Col. Duryea is acting Brigadier General. A.

movement of his regiment to Fox; Hill, about 5 miles distant, was contemplated, but has been abandoned. LaBt night two men deserted from the Confederates. They belonged to the gunboat Teaser, which guards James river from Richmond to the vicinity of Newport News. While she was at anchor last night the men escaped in a yawl and loug boat, and were picked up this morning by the Monticello. A small boat from the shore pursued the deserters, but withdrew on the ap pearanee of the Monticello.

The men belong in New York and Baltimore, and report that they were impressed into the Confederate service; that there are only 2,000 troops in Richmond, and that the same number posted below on the James river. The situation of the rebels they say i desperate. F.vcitemem at Louisville. July S. Considerable excitement was created this P.

M. from a report that the Home Guard and ate Guard of Bardstown had had a rencontre. The story was ihat the Surveyor ot Louisville had di rectedan agent to stop, at Bardstown, certain wagons with, goods en route for the Louisville and Nashville railroad, destined for Tennessee, and that the agent being unable to execute the order, called on the Home Guard for assistance, and that the latter were attacked 'by the State Guard, causing a loss of several lives on each side. A passenger who left Bardstown several hours after the reported collision, says there was no conflict, and that the wagoners, advised that there would be trouble, went around Bardstown on their way to the railroad. Provost Marshall Kenly having heard that a suspicious schooner supposed to be in the employ of the piratical party who seized the St. Nicholas, some of who were captured yesterday, was in the bay awaiting the return of Capt. Tho mas, alias the French Ldy, this morning took possession of the steamer, Chester just as she was about leaving for the Lastern shore. The passengers were put off and soWiers took their place, and she proceeded down the bay to make the capture. Capt.

The corner stone or a new edifice, to be known as Grace (Episcopal) Church, was laid at Jamaica, L. I on Saturday last.

The exercises were conducted by Bishop Potter, the Rector, the Rev. Win. L. Johnson, the Rev. G.

L. Sayre, and others. Ex Governor King and a large number of citizens were in attendance. The former building was destroyed by fire last winter. The new church will be erected on the site.

The estimated cost is about 15,000. Narrow Escape from a Terrible Death. A boss night scavenger, Mr. Howell, and two assistants, John Guildecamp and Martin Champ, were on duty as nighfsoil men at No. 26 Chapel street, about three o'clock this morning, when the platform, having some rotten planks in it caved in, immersing the men in the filthy puddle beneath.

They were rescued with great difficulty, nearly snffooated. Howell and one of his helps were conveyed to their homes in South Brooklyn, the other man was taken to the City Hospital. A Place to keep Cool The principal object now a days, when the the thermometer ranges from 94 to 100 degrees, is to keep cooL This can not be done every where, nor un all circumstances. There is but one place in Brookljn where it can be done satisfactorily, and that is at Gray's Baths, near the foot of Fulton street.
