THE BROOKLYX DAILY EAGLE SUNDAY, FEBRUARY ti i rrni nrri wrnrniiiijiiiiin mm i liiiiniiMiHiriwnnwimniBin i BOARD WANTED. 1 FO SAIjE 1115 A INTERNATIOKAIi HOPfETABY CONFERENCE. FOR SALE COlfXTKY P.aOPEKITT. nOAKIDINCi. Si A FINGER IN MANY PIES.

FOR SALE HOUSE $2,800 houses aMVew Dorp, 1j, rooms and batb; folir hlorksfrom station. A. GUSTAVSOK ilfl nnmhftrUnfi 11 dered tho presidency of the railroad company, because Mr. Sth L. Keener refused to aooept it, tho Lewis Fowlor manufacturing ompuy occupied the smallest possiblo quarters around tho corner from the railroad offloe.

Now it has ono of the largest and most completely equipped manufacturing buildings in the city. Now, instead of only nuking indicators, it makes all kinds of atreot railroad appliances and fittings. It takes contruotR to construct complete roads, having ohorgo of the work from the first breaking of tho ground to tho first rnnnlngof the cars. It is a largo and important establishment, whoso growth ban been roumrkably rapid. There are those who way that in boiug president of railroad company which bnyi can and railroad supplies and of another company which furnishes them there is more profit than good taste.

Within the past threo or four years it is an undoubtsd fact that all the large contracts given out by the Brooklyn oity railroad company have gone to the Lewis ifc Fowler manufacturing company. For instance, there was the one for building clesed ears for tho Fulton straet road lor $300 more apiece than any cars ever beforo put on tho liueB of tho company. Then there was another by which all the central division that is, tho Fulton street, Greene and Gatos and Putnam uvonues and Kalsoy street linos were entirely equipped with the now stylo open cars. The Lewis 6c Fowler company furnished the cars aUio on tho Secoud avenue electric road. Theso cost 1,800 each, or $300 more than the Fulton Btrest cars.

Theso facts are gonorally known, aud thero is an unoasy feeling that, perhaps, the Lewis fc Fowlor company may got a richer, riper and juicier plum out of the trolley than even tho City railroad company. An offshoot of the Lewis Fowler manufacturing company is tho Lewis Fowler girder rail company. It has not heun incorporated very long. The girder rail corporation owns patents for a peculiar ohair and hollow rail to be nnod when, as with cable cars, the ordinary solid rail strung on timber cannot bo usod. Tho sugges tiou has boen heard that beoanse the new trolley cars wilt be heavier and longer than the present conveyances, this girder rail will be substituted for the 370 mileB of string rails now used.

Au Eagle reporter talked with an expert railroad man upon this point. IIo said that a girder rail was necessary for a cable road where the subway and the rails stood in braoes and where nnlcss a chair and a hollow rail were uned, the vibration and the woight of the oar wuuld shorten tho length of sorvioe of the expensive structure. With ti traitor road, ha said, there is no underground structure and a string rail would be equally as serviceable and vastly less exponsiye. Several stockholders with whom the reporter talkod had heard similar views given by other railroad men, and for that reason expressed a hopo that Mr. Lowis and tho baard of directors would not impose the additional burden ef the girder rail upon the company.

The trolloy, thy said, will cost enongh mono at the best. Why shonid it be made more expensive than is necessary? Two millions will bo spent in cars aud motors. Moro millions in power stations, polos and wives. If several hundred thousand dollars can be saved by using string rails, which are strong enough to carry the dummies aud tho heavy cars on Third youue, why should girder rails be used? In both tuee Lewis Fowler comp'inies several of the directors and some of tho influential stockholders of the Brooklyn oity road are supposed to swn atuok. Whether or not Mr.

Lewis is connected with or is privately behind Island, Bath Beach and Brooklyn road, there is no doubt of his connection with another local railroad company. This is the Brooklyn height, railroad company, of which ho is president. This is the company which operates the oablo read on Montague Btroet to Wall streot ferry. In this some of tbe Brooklyn city directors and stockholders are undoubtedly interested. But why, the disgruntled stockholders who are not interested, ask, shouldn't all of them have received something out of he plan7 If the idea vra3 a good one and if a road was neoded on Montague street, whv shouldn't tt be a part of the Brooklyn city system, esnecially as it is the only road passing the new offices of that company? If it pays why shouldn't its go into tbe treasury of ths road? Why, they ask, should Daniel F.

Lewis, who receives $16,000 a year for protecting their interests, head a plan which takes a street away from them? The Montaguo street road was built by a construction company, which was paid, in bonds and stock, an amount largely in excess of the actual cost of the work. Such a plan would have been impossible it' tho road had been built by the Brooklyn city railroad oornpany. This is given by some is an explanation of the problem. Some criticism in also heard about Air. Lewis' connection with the Bay ltidge park improvement company and tho connection with it of Crowell Hadden, treasurer of the Brooklyn city railroad company, and 15.

W. Bliss, a member of tho executive committee. Mr. Lewis is president and Messrs. Hadden and Bliss ere members of the board of trustees.

Of course no one has any criticism to pasB upon the mure fact that they are connected with this company. Comment arises out of the coincidence that the Bay Ridgo park and the Second avenue electric road were projected at almost the same time, and that the value of the park property depends so largoly upon an elbow or detour, about a milo long, which that road makes to pass through it. Instead of following Second avenue to Eighty sixth street and going on from there lo Bensouhurst, the road turns off in a right angls at Sixty ninth street, which it follows for ton blocks. Thon it makes another right angle, goes soventeen blockB and makos another right angle into Eighty sixth street. By this zigzag the park is reached and is made valuable as a land speculation.

The extra length of road necessitated by these turns aud twistH meant additional expense in censtruction, which was, of course, borne by the company. George S. Btudwell, treasurer of the Bar ltidge park company, ton of a man who was until his death, last tall, a director in the Brooklyn city road and considerably interested also in Mr. Lewi' Montague Btreet cable road, showed a reporter the Hther day a large map of theBayllidge park ptuuorty. About half it has been improved, and there aid about thirty or forty houses built upon it.

It cannot, therefore, be claimed that there was any large settlement to b6 reached by the detour. In fact, that part of the town nearer the water is much more thickly populated, aud to reach the park tho read has to turn away from this profitable section. Bnt this docs not exhaust the list of corporations which have Sir. Lewis for their president. Th re is.

beside, the Knickerbocker steamship company, in which Messrs. Hadden and Bliss are also interested with him. This in no way, every nni admits, hnrta the llitv railroad comoany, ex ITIOR SALHl 1.MTK it.T. AT nu. W.

'JTlie Initial Steps Will Be Taken In vVasbingtou Washington, J). 0., February 20. A meeting looking to an international mono tary conference will be held at Ssoretary Foster's residence in this oity Monday morning. Secretary Fostor, Senator Teller, Senator Aldrioh and perhaps other prominent pnblio men, representing both sides of tho silver question, will attend! It was intended to hold the meeting at the treasury department this morning, but Senator Teller has gono to Bethlehem, with other congressmen, to inspect the iron works there, and Senator Aldrioh is at his home in Rhode Island. As Secretary Foster will leave for New York Monday aftarnoen to sail ihenoo for Europe the next day, the meeting will be of short duration.

It iB understood that the meeting is far the purpose of efl'eclins a compromise by whioh tho administration willlend its efforts to calling an international monetary conference if Republican sen. ators who favor tho free ooinage idea will agree to nrovent tho passage of a free coinage bill this session. The house being Democratic the ad ministration cannot make advances to members of the majority ia that body toward side tracking the Bland bill. It is evident from tho fact that Senator Tellor, one of the most promineut of free coinage advocates, has been invited to confer on the subject with Secretary FoBter that the administration believes the passage of a free coinage bill is probable, and that in order to save embarrassment in the event that a free coinage measure is sent to the President by congress it is best to endeavor te effoot an understanding by whioh the President may see his way oloar'to aat without causing dissatisfaction in the Republican party. Daniel F. Lewis as President. Receives $15,000 a Veiir ami is the President of Five Other Corporations One is a Cable Hailroail, Two Sliuinl'actufa Railroad Supplies, Another tftpecnlntcs in Ileal Estate Hade Valuable by Del our in the Second Arcane Road and Yet a Fifth is a Steamship Company Is He Connected With Still Another Opposition Ilo'ad? Criticisms Wliieli hnrso Stockholders Arc Voicing Financial Uhiqnity Which Docs Not (iivc Entire Satisfaction. No one who follows the course of local securities with any luterest cnu for a moment doubt that a foelini: exists that the stock of Uio Brooklyn city railroad company has not answered the expectations ontortainod by its shareholders in Uk course Hincc tho company doenred the right to put the trolley on every toot of its 18f miles of (rack. One year aso, ciac'tlj the stock sold for 180, and that figure is as high us has been obtained this year, if not higher.

A little later tliau this last year there wore sales at althouch the trolley seemed iuiinitoly far away. A petition had than been presented to the common council, but it had been pigeonholed in the railroad committee. Several members of this committee maintained a distinctly aggressiTO attitude toward this now accomplished fact. What makes the comparison even more surprising is tho fact that at that time the oilieials of tho company were at work upon the details of a pisn to mortgage the road for $6,000, 000, which would take that much from the intrinsic value of the stock and very much from its market value. Fortunately for investors, hwaer, the Eagle tras able to report the exact details of this contemplated plan before the curiously hisli prices existed vory long and before very many purchasers had been found.

The price at onoo dropped down into the sixties and, upon the oflictal announcement, into the fifties, where it remained until this winter. A suspicion existed at the time that several men, knowing of the contemplated issue of bonds and the naturally consequent depreciation, put tho price up by means of high bids for small lots at auction sales and then skillfully unloaded, or would have unloaded if it had not boon for the Eiuw's article. C. E. Staples, the broker, told the roporter who wrote that article that early on the Monday morning aftor Sunday's story Crowell Hauden, the treaanrer of the Brooklyn city railroad, visited his office and expressed in rigorous and angry terms his feelings over the fact that tho proposed issue of bonds had been made public.

All of which tends to emphasize the present, fact that the stock of this company is not as high as it. was a year ago. Of all the corporations whose shares are held and dealt in almost exclusively in Brooklyn the City railroad company, with its of capital, is the largest and most important. Tho small par value of each Bhare, $10, has tended to diffuse the stock very widely, and the company has, according to'Mr. Lewis' statement, made at the Carleton clnb dinner, 7i0 stockholders.

That is to say, there aia nearly eight hundred families financially interested in the compny and to whom the value of the stock and the management of the company's business is of vital import. These investors thought, if one can judge from the expressions heard frequently about tho city, that, with the trolloy application granted and no difficulties in the way, the stook should have advanced more than or 0 points above what it was before the application was granted by the common council. A feoling exists whether there is any real basis for it or not that in some way or other Panicl F. Lewis, tho president of the csmpany, and certain members of the board of directors are, in a certain sense, responsible. This feeling iinsis considerable expression.

A man can hardly sit around in any broker's ofTico on Montague street for a couple of honrs without hearing some of tho men sitting near the ticker talk about the Brooklyn city railroad company and the connection of its provident and some of its directors with side isiiues. There seem to be fears that the railroad company will not get such a good thing out of the trolley as it ought, but that tho Lewis Fowler manufacturing company and tho Lewis Fowler girder rail company will receive many of the important contracts. Mr. Lewis is president of both thuso corporations, which, in a few years, have grown out of tho firm of Lewis, Fowler, which was started to make indicators upon the patents of Fowler, who was, at the time, at the head of the repair shop of tho company. The directors of the City railroad are in several instances stockholders the Lewis Fowler companies.

There is an idea that Mr. Lewis, having had his salary incroased since he has been preBidont from $7,500 a year to $15,000, and the last increase haying only been made a fow months ago, ought not to divide his interests and his abilities. Mr. Lewis is president of the following corporations: The Brooklyn city railroad company; The Brooklyn heights railroad company: The Lewis Fowler manufacturing company; The Lewis it Fowler girder rail company. The Bay lVuiea park improvement company; The Knickerbocker steamship company.

He is a director in the following institutions The United Htato i projectile company; The People's trust company; The Long Island bank; The City saving bank. Beside this Mr. Lewis is credited with being interested in extansive real estate speculations. Tho feeling indicated above has existed some time, but it subsided a little during the tight for the trolley; for it was recognized that Mr. Lewie could get permission for the company better, perhaps, than any other man.

But now that the company has had its application granted and is about to spend $0,000,000 on the introduction of the syatbm, the uneasiness again neoms to assort itself. As Ocoreo W. Mead, who represents the Stud well estato worth 14,000 shares of stock, said of this increasing sentiment tho other day to tho writer: "It is loavening the whole lump and the problem will soon call for decided This remark was made after the Eaolk on Tuesday had quoted the general belief that 3Ir. Lewis was behind ths Coney Island, Bath Beach and Brooklyn railroad company, which on Monday applied to tho board of aldermon for permission to pnt a trolley road on Fifth avenue, from Thir ty Bixth street te the city line. Tho route of this road parallels and will compoto with tho Heeond and Third avonuo roads of the Brooklyn city railroad company.

That company. Secretary Thompson emphatically stated to the reporter who investigated the matter, had nothing to do with the new road. To construct suoh a road would, ho said, he contrary to tho policy of the company, as it would sorionnly compete with two of it This showed that if Mr. Lewis was in the nesv project hn had not, as Mr. 'William HiuhanVon evidently leaved, taken his company in with him.

The bais of this idea seems to be the connection of P. H. Flynn with the road. Mr. Flynn is ouo of the real estate men with whom Ur.

Levis is heavily and variously interested. Not many years ago he was a letter carrier in Now York, now ho is one of the shrewdest operators in South llmoklyn and New Utrecht property in tho city. Ho is tho general manager of tho Bay Ridge Park improvement company, of which Mr. Low is i presidout. Frederick C.

Cochou, secretary of the new railroad company, is also secretary of tho Bay park improvement company. Mr. Flynn, it is generally understood, had Mr. Lewis in with him in tho clever scheme by which ho yold to the park department the Kite for tho proposed Sunset park in the Eighth ward without consulting the owners. Then he went, around and bought up tho property at a low figure and is reported to have made a good thing out of it.

It ib because of tho closeness of the Fiynn and Lewis interests that the idea has prevailed that Mr. Lewis has an interost tit the new road. People assume that unless Mr. Lewis wanted the new road he could very easily have prevented its tion. Tho fact that his connection with it has never been definitely admitted by tho other men interested makes the feeling which exists somewhat hesitating, but none the loss real.

Its expressions commence with an emphasized "if." Then, after thus qualifying their remarks, the tpoakers go on and vigorously state their opinions of Mr. Lewis' supposed action. That is thought to be inconsistent and wrong. Mr. Lewis, it is said, ja not paid a larger salary than the mayor for tho pnrnose of organizing rival roads.

The feeling about J)r, Lowi' connection with this railroad company is now, but is not positive. Tharo is no doubt whatever of his connection with the Lowis it Fowler nan nfaoturinK company. He is its president. He was ouo of its organizers. When he was ten cepting that it claims some of the timoand atisu tion or a well saiane omcor.

inr. xjbjvjm is onjei ally interested also in E. W. Bliss' United States projectile company and in Crowell Haddon'a Long Island bank; in the People's trnst company and in tho City savings bank. One other Bonrce of complaint seems to exist, and that ib the site of the building now being put up on Montague street to contain tho offices of the company.

This is an old sore. It was bought two years ago and the Eagle of April 10, 1600, contained an article in which stockholders complained of the price paid. This was $200,000 tor a mot of ground 50 foot by 100 on Montague stroei and by 100 on Rarnsen street. The old murmms aro heard once move. Perhaps thev are aroused and roealiei! by tbe sight of the now building.

Even those who complain admit that the price, would not be too high now because property has greatly increased in value on that street in tho last two yours. At the time, however, the price was somewhat startling. The true inwardness of tho wiatti is better understood now than it was than. The property belonged to the McCne estate and was for sale. The Franklin trust company was negotiating fer it for a sum, as President George H.

Southard said the othor day, considerable lower than the price eventually paid. The Brooklyn city railroad had been looking at tne site opposite. Suddenly tho railroad company swooped in, outbid the Franklin trust company and soeared tho property. Edwin Packard, a director the railroad company, vraa then president of tho trust company. He protested vigorously at a board mooting against tho price paid, claiming that tho price was miinh too high.

Mr. Lewis' action was ratified and tho purchase completed. Tho Franklin trust company took on tho opposite corner a plot 50 by 1 00, and without any Item sen Btreet lot, paying $150,000 for it. At tho time rumors were rite that simieonu or other had made a good stake out of the transaction. Singularly enoucli.it was only the other day that a man told an Eagle reporter that, in his presence, Juhn F.

James, who wan the agout tor the property, had told a number of people that ha could have sold the site for ta 5,000 lass than was paid lor it. In his statement, replying to the Eagle article of April 10, IflOO, tut this very matter of tho Mautagno streot site, Mr. Lewis said that the price paid was economical, because a building was upon it which with alight changes, coning not more thau f.3'J,000, could bo used. J'bis, ho said, would save union time as woll as money. Tho alterations in that building have already cost nearly $1 00,000.

On tbe opponite comer the Fraukliu trust company will occupy onthesanin day that tho City railroad goes into ils new office, a lnagnifioent stone and terra cotta building, with twice the income earning office roam to rent than thero will be in the Brooklyn city railroad bnilding. Tho total cost of the Brooklyn city bnilding, with the site, will ba S300.000. The total cost of the Franklin trust building, with the site, only $100,000 raoro. Such are ths complaints which Eacjle reporters have heurd concerning this great local corporation and i tri management. Yet, in the course of ths inquiry, many have been found who have had no fault to find, but havo entirely appraved President Lewis' able administration of multitudinous affairs.

Director Edwin Packard aptly summarized the situation when he said: "Tlia only question is whether, if Mr. Lowis should confine himself entirely to the company, it might not be managed even better than it is now, although his management, I think, is the best that the company has ever known. A man can hardly be askod to give up many interests in favor of one interost so long as ho devotes proper time and care to the oae." The dissatisfaction does exist aud in one day one reporter talked with men representing at least iiO.OOO eharosor in tho capitalization nf the company, who mada tho points stated above, but in much mere vigorous and decided language. Mr. Lewis' success him boen rapid.

Half a dozen years ago ha was treasurer of tho company. Whan the firm of Lowis Fowler was organized a follow oruploye mortgaged his house to provide money for the enterprise Now no sohemo is too large for him unto which to lend his ability, his enorgy, his money and his name..
