THE TENTH WAED DEMOCBACY. JTEeetiiig of tlio People's Tentli Ward Ceiitru.1 Democratic Association The System of Commissions Denounced James Duffy Nominated for Supervisor. A meeting of the above named body was held yesterday ovonlng at their headquarters, 85 East Warren street, Mr. Wm. H.

Schooley, tho President, in tho chair, and Mr. William HaUifax, Secretary. There wero about two hundred mombera present. The minutes ot the previous meeting having been road and approved, the Chairman called for a report from tho COMMITTEE OST BESOLTTTIONS. This Committeo consists of Messrs.

Wm. P. Dillon, J. H. CEourke.

Col. J. Creighton, John Baincy, John W. Grogan, and William Hallifax. Mr.

Dillon reported the following: Resolved, That the ticket nominated and the principles enunciated by the late Democratic State Convention assembled at Syracuse meets the hearty approval of tho Democracy of the Tenth Ward, and wo plcdgo ourselves to givo it our hearty support to insure its success. Hcsolvcd, That the Democracy of the Tenth Ward denounce and repudiate any attempt to disfranchise tho citizens of this city or thoir representatives lawfully elected to perform and discharge the duties of municipal government, as acts that are unconstitutional, aud revolutionary usurpations that will not bo submitted to by a free aud independent people. Resolved, That we arraign tho so called leaders of tho Democratic party of Kings County in imposing upon tho citizens of this city nnd county thoso thioviug aud tyrannical commissions as the assassins of municipal rights and traitors to the great Democratic principles of self government. Mesolvctl, That the Democratic masses of Kings County pledge themselves not to vote for any candidates to represent tho Senate and Assembly, that will not solemnly plcdgo themselves to use their best exertions to have repeuled all commissions, more especially that legalized swindlo known as tho Sewerage and Water Board. Resolved, That rotation in offlco is the cardinal principlo of Democracy, and wo donounco tho system whereby unscrupulous persons employ unlawful means to keep themselves continually in office for tho purposo of public plunder as a practice that must come to nn end.

Resolved, That the Mayor and Common Council elected by tho voico of the peoplo arc tho only porsons that aro qualifiod to represent municipal govornment. Col. Creighton was loudly called upon for somo remarks and responded with a brief Bpeecl). Alluding to the Democratic Committee this county, ho Baid that resistance to tyranny was obedience to God. To tho masses belonged all power, primarily, and from thom nil reforms must como direct, aud not from their If tho Democraiie masses of the Tenth Ward wout into tho coming contest with a will defeat would be impossible.

If they wont into it and failed, thoy would bo rebels, but revolutionists if they succeeded. What made regularity iu nomination Was it not the consent, or, nt ascent of thovotere? Before any constituoucy bad a candidate presented to thom for their sufl'rages, their commit ought to bo asked in advanco, and if objectionable the candidate choukl bo withdrawn. (Applause) Every mun could exert an influouco of some aori and tho men of the Tenth Ward, if thoy stood together shoulder to shoulder, would be sure to mucosA. (lie newed cheers.) Mr. John W.

Grogan was the next speaker. Ho said it was well known that in the Tenth ono of tho Domn cratio banner wards a depotio power had been wijltled by ono or two men for more than ten years past, a power which was antagonistic to Democratic principles aud a Republican form of government. From year to year tho peoplo had patiently borna with the clique of men, who assumed to rule the political destinies of Kings County, until their usurpations had become so tyrannical that they could be homo no longer. If the voters, themselves, did not take cognizance of THIS OUTRAGE, who in God's name was to do it Was the ward to be ciover governed by meii who wore living otatuej, upon the City Hall, (laughter,) drawing their money from the hard earnings of the poor man He would oppose such damnable tyrony to the last. (Cheers.) Was it Democratic for a fow men to meet twelve months prior to election round the wine table, and say who should ar.d who should not hold office He rather thought not, and that the timo had arrived for the overthrow OF SUCH CONSPIKATOBS.

(Cheers.) When the Water and Sowerage act was passed six men went up to Albany and hatched nnd' brought out a fraud which tha peoplo had to pay for. Mr. Fowler, the President of tho Water Board, was worse than Judas Iscarict. A Voice What about his colleagues Mr. Grogan said they wore all sailing in ono boat.

He did not wi3h to be personal, but he had singled out Mr. Fowler becauso ho represented Kings County in the State Central Committoe. A Voice Ho misrepresents us. (Cheers.) Mr. Grogan continued to denounce Mr.

Fowlor as an autocrat and a usurper, and said he was ashamed to know that there were so many hemgers on round the City Hall bowing and scraping to one partJonlar man with a bald head. (Laughter and cheers.) Referring to tho Snperrlsorship of the Wara. ho said there was a man who had grown up among thom for years, whose upright and honest course was known to thcra all, and who could be elected if hla friends would only stand round him and support him. (Cheers and cries of "Good The chainnan mado a few remarks of a general character, in the conrao of whioh he expressed his warm sympathy fox the Cubans and the greatest contempt for General Grant, whom he designated as a humbug. NOMINATION OF SUPER VISOB.

Mr. William P. Dillon nominated for Supervisor of tie Tenth Ward Mr. Jamea Duffy. No othor candidates were named, and Mr.

Duffy's nomination was carried by acclamation. After a few appropriate words from the candidate Mr. J. W. Grogan said that this was the first spontaneous nomination whioh had been made in the Tenth Ward for a number of years.

Let certain partios outside take warning, and let thom avoid fraud at tho ballot box, for if that were attempted Bbmobody might get hung to a fOheeis).
