The Tote wm He vote, and the 6aalrmn has no right te; decide It in Jai oyiu If or. Sup. 8tllwell I would like to call th a the Supervisor at Large to Crosson Manual Mch Uea on tho desk before him, I think that he wltod ttarj. that it requires a majority vote of tbft members of tte Board to sustain the Chairman against an appeal from The'cliairman (after looking at the book in question). I lind that the gentloman is right, and I RETEKSE MI DECISION, a majority of the Board have not voted to sustain me, and the motion to reconsider is now in order.

Sup. NaughUm said was a matter wbicdttio present Board had nothing to do with. It had been paffied by a previous Board and approved by the Su pervjsnrat Large and this new Board, ho churned, had no ripbt 10 pass, on it again. A formerBiard had fixed tbotalarof iho Dintrict Attorney and tho present Board, be claimed, bad nothing to with it. Sup.

Hosford I don't think the lapt meeting of the Board of Supervisors was legal meeting at all. lSvory member of the Board is entitled to get a notice of tbe time the moeting is to be held. I got no such notice of the last meeting and, consequently, not here. By the neglect to carry out the rules of the Board I was thus deprived of my righto. Sup.

Richards moved a point of order, that the gentleman was not speaking to the question. The chairman decided tho point of order well taken. Sup. Hnsford appealed and the Chair was tainad. The motiou to reconsider was thu put and carried.

Sup. retry moved that tho sulary of the District Attorney be fixed Sup. Itichardd moved to lay the whole matter on the table. Lost. Sup.

Fowler HIcrcntli Ward) We all know all tbat is necessary to know about the question, and can vote intelligently on it, 1 thereforo move tho previous question. Sup. Rjcharls moved that the further consideration of the matter be postponed until the next meeting of the Board and then be made the special order. Sup. Harman I think the proceedings held in this Board at the previous meeting relation to thiB matter POSITIVELY DISGRACEFUL, both to the members of tho Board and to their constituents.

To ne gentlemen, not members of tho licurd, coming in and prc ning thU matter through at 1 he last meeting of the Board, I think was out of itlace, and should not havo been allowed. The Chairman called for tho vote on tho previous juebtion. Sup. Richards I made motion to postpone till ihe next meeting of the Board. Some discussion arose as to whether tho motion was msde bofore the previous question was called.

Sup. Richards I nm orry to rind this nw Board, at its first session, feeling itself ua.ior the necessity of THE GAG LAW. Sup. Harman Tim gr ntleman, and the party he icpoeiiiti'd with in tlie Board, gave it to us a1 the timo for the paid, year, whan they wanted auy measuro passed, and now I am going to give them a little of the aiue kind of The motio "Y'vna qnAsHnn to ip fhr riTit and lusr. TjptRST MORTGAGE BONDS OF THE INDIANAPOLIS, BLOOMINGTON AND WESTERN RAILWAY EXTENSION Capitalists and all investors are invltod to oxamlnetho merits ot the Bonds issued by tho INDIANAPOLIS, BLOOMINGTON AND WESTERN RAILWAY COMPANY, and secured by a First Mortgage on its Extension Line of 317 miles, On this work, 100 miles from Cham paign to Havana on the Illinois River, aro oompleted and trains will nn ovor that section in the second woek of January. The remaining distance of 85 miles to Keokuk on tho Mississippi, with the branch of 33 miles to Docatur, now graded and track partly down, will bo finished in ample time for tho bustneao ot 1873. The character of soil, increasing productions, and wide belt of country tributary to this part of the line, assure for It very largo remune rative bus! DO 85. The road from Indianapolis to Pekln, 202 miles, has been in operation a little moro than two yoars, and has established success.

Its earnings have stoadily increased, giving in 1872 an excess of $385,000 ovor 1871. Not receipts from this part of tho line alono are more than eufficlont to respond punctually to the IntcroBt on all Bonds mado and issued by the Company. It raroly ocours that this oan bo said of any railroad during negotiation of its securities. Tho entire line oi 430 miles has tho support of a popu lous, exceedingly rich and productive agricultural roglon. passes inrongn ana conuui wwun cities, and crosses immense deposits of good coal, all of which insuro looal businosa of great magnitude.

ItB own western aud northwesteru connections substantially undor same control, with prominent lnteriectlng roads, will furnish large through triSlc. Tho managers appreciate the necessity of unusually large equipment, and are providing for it as rapidly as pos dbio. This, with the new elevator acoommo datiODB nnder eonstrncBIm expressly for this road and Indianapolis, will grodHy increase Us facilities and onable It to Uka large lowered business which it has been obliged todeollne. Particular attention 1b asked to the unusual strength of theeo Bonds, which area liability of tbe entire Corporation owning a line of 420 miles, and are also completely secured by a hist and only mortgage on tho extonslon. Of the wnofe line 808 mllos aro completed, aad 26 moro are graded.

With the certainty that Government rites of interest will Ina sbort time be largely reduood, holders of 5 2(1' will rind it advantageous to realize at present high price and reinvest in those Bonds, whiob wo recommend as possesbing ample security for au investors, as an luvgst ment.they cannot fall to prove largely remunerative. 1 ho TtnndH urn unufln nnr cent. aold. rftl.OaO eftah. vertlble into stock at par, at the option of tho hnldor, and may bo registered without charge.

Failure to Elect a President Tlio Rivalry Between Coe aud Ryder District Attorney Britton's Salary Under Discussion more About Jail Blankets Bills Ordered Paid, Vc.

The new Board of Supervisors met yesterday afternoon for the purpose organizing for the new year. There was present of course a very large crowd of politicians, each anxious to see who would ba chairman of the new Board and hare the disposal of the fat places on the fat committees, and to do all in their power to aid in the election of their favorites. The mooting should havo been called to order al three o'clock, but owing to the absence of Mayor Powell, who waB organizing the new Board of Aldermen, it was four oclock before Sup. Oaborue took the chair and called tho moeting to order, and then tho buey hum ot ppeculative conversation ceased, and ult became attentive to the proceedings. Sup, Johnson opened iho uroceedings with a motion that the Uurd adopt TUP TlTTT.Tt of the previous Board, with the exception of threo, filing thu hours for meetiug.

Sup. Richards moved to amend tho resolution by also striking out rule twenty four, which provides that a two third vote of tho Board is necessary to change the rules. Sup. Richards said it did not seem fair bim to have the Supervisor fruui the Third propose, to make alterations in the rules by a majority vote and refuse to allow the members if thoy saw lit a chaiico to change them afterward. The amendment of Sup.

Richards was put and lost. Sup. Stillwelt moved as an arueuduieut that all the tulte of the old be accepted as they are. Tbe amendment was accepted, and the resolution as amended, adopting tho rules of the old Board the rules of the present Board was passed by a uuanimous vote. Sup.

Shevlin presented a number of bills, which were on motion referred to the Finance. Committee when appointed. Sup. Coe presented a communication from THE NEW SHERIEF. asking for a number of articles which he said were needed for use at tho jail.

Among tho artiolos askod for were a hundred pair of blankets. Sup, Coe tuovt'd to refer the matter to the Jail Committee when appointed. Sup. Barman Before this bill is referred I would like to know what authority the Board of Super vis rs has just commencing the new yoar to buy hhiubets for tho jail. I have tried to find authority for this proceeding, but I fail to do it.

I am told that it is tho custom at the jail when poor womon are going out to give them shoes, and sometimes dresses, and iu talking this matter over with the keeper of the jailafv days Biuce, he informed mo that on one occasion 1 cen try thi had Bent five women out of the jaii, each with a new pair of shoes on. In a day or two four of the women were sent back to jaii for drunkenness without any phocp THEY HAD SOLD THEM FOR. DRINK. to the first gin mill keeper they came across, and this 1 wus told was. what moat of these "bummti'n" do with tho ahces they git.

This is not charity. It is rather an outrage on charity, for it is gjviug to these people the means of getting drunk, ond 1 think it would bs well for us to atop ri'ht here and inquire by what authority we do these thing. It is ouly a short time tiueewc. eeut twenty Hye piece of prints to the 'jail, and we havo heard ho report of what has 'oecomo of them or what disposition was rande of them. time (Since, an the Board would remember, thoro uu investigation into the affaita of the Jail Committee in tbe matter of supplies.

Sup. llicbnrds roBe to a point of order. The Chjiirman State your point of order. Sup. Richards My point of order is that that matter is not now before the Board.

The Chairman Tbe point or order ia well taken. Sup. Herman My oTQly Object in thia matter ia that I would like to have the subject frred tf the Law Committee, to report by what autum.tv Doffra givos shoes and other articles to these "bumm. Sup. Coe When I presented thi? requisition frofu tho Sheriff I did not propose to champion it through and I now move that it be referred to the Jail Committee when appointed, with instructions to report it back, to Ibe Board.

Sup. Naught on I would suggest that it would be well for the Committee in making their report, to report, if possible, the name of the gin mill keeper who got the shoes spoken of by the Supervisor from tho Twentieth. After some furthertalk the communication was referred to the Jail Committee when appointed for report. Sup. Harmon presented a communication from the THE BOARD OF CirY WORKS, complaining of the condition of the gutters around tbo Court Ho tie property, and asking that the Board should either hate them cleaned out themselves, or authorize the Board of City Works to employ men to do the work.

Sup. Coe mocd that tho Janitor of the Court Honse bo directed to havo the gutters cleaned at au expense not to exceed $20. Sup. Harman thought the work could be done for five dollar. Sup.

Shevlin moved ai an amendment that the sum of ten dollars be appropriated for the work. The amendment was accepted and tho resolution ai amenderl was adopted. Sup. Harman Mr. Chairman, I more that this Board do now proceed by ballot to eloofc A PUESIDENT PRO TEM.

The motion was unanimously adopted, and the Chairman appointed as tellers, Supervisors Sheridan aud Harman. Tho Chairman Nominations aro now in order, has any member nny nomination to make. Sup. Murphy I nominate for the ofuco of provident pro John W. Coe, of the Thirteenth Ward.

Sup. Fowler (Eleveuth Ward) I nouiiualo Mr. Dwfght Johnson of thu Third Ward. These were the only nominations mado and a ballot was taken which resultod as follows, us announced bv the teller. Wholo number of votes cast 23 wight Johnson "....12 John W.

Coe 33 John L. Ryder 1 J. W. Harmon 1 John E. Coe 1 None of the candidates haviny a majority vole of the mtinbevs at the Board, aaecani ballot was ordered, when Supervisor Fowler nominated Sir.

John L. Ryder, of Flatlauds, for Chairman, and by implication; withdrew the name of Mr. wight Johnson. A ballot was then taken, with the following result John W. Coe John L.

Ryder 14 Two moro ballots were rakeu with a result, and then Supervisor Johnson moved to ch.mc Uis older of busiuet 6 aud go on to the next. Sup, Shtvliu moved that ihe Board do now tke a recess for fifteen minutes. Sup. Richards I am opposed to taking any recon now or changing the order of bupiups. nu.tiou luis got to be considered and settled and I know ui' no better time than the present to do it.

Sup. Petry moved that tho Board proceed to tako another ballot. Not seconded. Sup. SLovlin's motion to take a recess was put and lost, and Kuptrvisor Johusou'3 motion to change the older of bubinses was curried oy a vote of 6 to id.
