30. 1939. 3616-5t oSu total war, as now waged, meant war on all fronts--military, political and economic, and that the only answer to total war was total defense. The report cited experiences in England which, the commission asserted, was forced, hastily and under bombings, to construct a health defense program. A majority of England's casualties have been non-combatants.

the commission stated, and added that others have become victims of disease which has flourished partly because of unsatisfactory conditions prevailing in air raid shelters. The commission made public the personnel of an official advisory health preparedness committee for nearly all the counties of the State. Dr. Rice Named Chairman Dr. John L.

Rice, New York City Health Commissioner. has been selected as chairman of the New York City committee. Brooklyn members are Dr. Thomas McGoldrick of 294 Clinton V. R.

Beardsley of 66 Court who is named as Red Cross representative, Miss Emily Fascher, R.N.. of 302 E. 16th who is named from the nursing profession, and Dr. Euro H. Schaefer of 568-608 Lafayette who has been named from the New York pharmaceutical council.

The report informed the Governor that, "in the happy event that an emergency should not arise." the health mobilization plans would be of inestimable value to the people of the State in the future.
