Flynn's committee, and the admission of instructors into the faculty would mean the Initiation of a wage cut because it would wipe out all distinction of function between the instructors and the members of the professorial rank. This argument is meant to conceal the fear of what the reorganization might do to the authority of departmental heads: and since they cannot gain the support of the teaching staff, to sustain their authority, they are creating this fictitious issue. "This action is paralleled by the attack on the Roosevelt Reorganization program carried on by finance capital, which unfortunately has succeeded in misleading a number of honest liberals. "The argument raised by these department heads is absurd the very same point may be made with the differential in salary between assistant professors, associate professors and full professors. In order to protect their salaries, the full professors should, by the same logic, fight for the exclusion from the faculty of every category but their own.

Faculty membership, therefore, becomes no longer a question of scholarship, or of the welfare of the school, but one of economics. "We of the Brooklyn College Unit of the Communist party wish to point out that the inclusion of instructors is the very thing that will aid the faculty in its fight for salary protection. It will establish proper esprit de corps and a real sense of common interest. Certainly a larger group fighting for a purpose has a much greater chance for success. "If the salary cut is to come, it will come irrespective of whether there is reorganization or not.

The exclusion of instructors will not dissuade Mr. Flynn and the other members of the board from their attempts. "This is not the time for hysteria! This is the time to strive for unity of action, for harmony, and for greater democracy within the college. On the opposite side of the question, The Staff, issued by the Brooklyn College Unit of the Communist party, in an article devoted to a hearing by the Flynn Committee on the proposed reorganization and bylaw changes, in part, says: "The open hearing held by the Flynn Committee represents something of the gain made by employes in the city colleges as a result of the progressive victory at the polls last November.

Things were not done that way formerly, in the days of Tammany's control of the city and its institutions. Then the staffs were faced with by-laws as a fait accompli passed, likely as not, during the Summer months when nothing could be done about it. The Fusion group on the board shows that it not only wants to make the colleges more democratic but seeks to do so democratically. Most encouraging was Mr. Flynn's statement at the end of the eight-hour hearing that in the future no major question of policy will be decided upon by the board without similar opportunity being given the staffs, through organization and individuals to present their points of view.

This is especially significant in view of the fact that the next job before the Flynn Committee is the preparation of a new by-law on salary schedules and conditions. An open hearing should prevent any possible attempts at salary-cutting and eliminate such inequities in the present by-laws as that which pegs instructors' salaries until the Ph. D. degree is obtained. Two Red Herrings "The reactionaries in the colleges, represented for the most part at the hearing by department chairmen, took the democratic provisions of the organization program rather hard.

And from all appearances this was exactly what Mr. Flynn expected. People in privileged positions never give up their powers and prerogatives without a struggle. In and out of the hearing they sought to drag two red herrings across the stage. One.

already pointed out by the Brooklyn College Unit of the Communist, party in a letter addressed to all faculty members, was an attempt to link up democratization with salary reductions.
