BROOKLYN DAILY EAGLE, NEW YORK, MONDAY, APRIL 13, 1936 MI 3 Rejects Bid to Testify In Wendel Case GeoghanAideHuntsBleefeld-Handwriting Experts Also Summoned Dr. John F. Condon, Lindbergh ransom intermediary, said today he believed he could add nothing to the Mercer County, N. grand jury investigation of the repudiated confession of the Lindbergh baby kidnaping by Paul H. Wendel.

Dr. Condon telegraphed Allyne Freeman, grand foreman, who had asked him appear April Jury, 15: "Your unusual request in the form of a personal telegram inviting me to Trenton in connection with the Mercer County phase of the SOcalled Wendel case has been received. "I know nothing whatever about the Wendel case and certain my presence would add nothing to the activities in which you are reported to be engaged." The telegram was made public at Dr. Condon's Bronx home by Gregory Coleman, a close friend. Charges Torture Confession Freeman sent the following telegram to the Bronx educator's home last night: "We request your appearance before the Mercer County Grand Jury Wednesday, April 15, in connection with the Wendel case.

Your expenses will be paid." Wendel, a disbarred lawyer wanted on embezzlement charges, was dramatically lodged in a Trenton jail the night before Hauptmann was to die and formally charged with the murder for which Hauptmann was executed 72 hours later. He said he was abducted by four men in Brooklyn, N. two months ago and tortured into confessing the Lindbergh kidnaping. Assistant District Attorney William F. McGuinness of Brooklyn said one of the men sought for questioning in connection with Wendel's abduction was Murray Bleefeld, alias Moe Taylor, whose father's home is in the neighborhood in which Wendel said he was held captive.

Whenever it is possible to bring Wendel to Brooklyn, McGuinness said, he would be shown a house in the Sheepshead Bay section of Brooklyn to see if he could identify it as his prison. Brother in Prison Bleefeld's brother, David, alias Jeff Taylor, is now serving a term in State Prison at Trenton following his conviction in March, 1934, of having poured molasses into a delivery cleaning truck and during dyeing a The grand jury, which voted to Wendel investigadiscontinuafternoon before Hauptmann died, will resume its inquiry tomorrow. Mahlon B. Foster of Wilmington, was among those "requested." Freeman said Foster would appear before the grand jury tomorrow and make comparisons of Wendel's handwriting with that on the ransom note found in the Lindbergh baby's nursery the night of the kidnaping. In Wilmington, Foster told questioners that he met 17endel several years ago.

The Wilmington man, who is not known in that city as a handwriting expert, said he had held several conferences with Governor Hoffman in Trenton. It was understood Governor Hoffman, who often pointed to alleged "discrepancies" in Dr. Condon's testimony and writings, was "invited" to attend the grand jury sessions. 6 Held as Spies In Manchukuo Continued From Page 1 using Mongol chieftains to maintain their grip on Mongol-inhabited regions of Western Manchukuo, while attempting to extener Manchukuoan influence tribes in Inner and Outer Mongolia. Japanese militarists alleged that they had obtained evidence that Ling Sheng and his Mongol subordinates informed Soviet authorities and Outer Mongolians, recently allied to Russia under a mutual assistance pact, of Japanese-Manchukuoan troop movements. Border Clash Reported Hsinking, Manchukuo, April 13 (AP) -Japanese General Headquarters announced tonight that a Japanese patrol of 20 men fought with 50 Soviet soldiers last Saturday on a sand bar in the Ussuri River, two kilometers south of Hulin. Ritter Suggested Partner as Judge Washington, April 13 (AP)-Pulling A surprise on the defense, the House prosecution introduced evidence in the Senate impeachment trial today that Federal Judge Halsted L.

Ritter of Florida, the defendant, recommended his former law partner in 1929 for the Federal Bench. In his recommendation Ritter noted that A. L. Rankin, the former partner, was a supporter of Herbert Hoover. Frank P.

Walsh, defense counsel, objected strenuously to the evidence before Vice President Garner, presiding, allowed it to go in with the declaration the Senate was familiar enough with the case to judge its relevancy. Walsh said it was political and immaterial. This Much, and Only This Much, Is Certain-Normandie And the Queen Mary Are the Largest Ships in the World put a glass covering over the after deck and add a thousand tons to the weight and your social rating. Engineers' Tapes Flourish 1029 FT. When a ship is completed a swarm of engineers get out their measuring tapes and slide rules and climb over the ship, measuring cubic capacity.

A few weeks later they announce a figure that is the gross tonnage. To get the net tonnage they subtract the space occupied by the accommodations for the crew, machinery and fuel. But since a ton of cargo usually occupies fewer than 100 cubic feet, the cargo tonnage is greater than the gross tonnage. But there are still two other tonnages: the deadweight carrying capacity-the number of tons of 2,240 pounds a ship can carry of cargo, stores and bunker fuel--and displacement tonnage. Displacement "light" is the weight of the vessel without stores, fuel and cargo and displacement "loaded" is the weight plus stores, fuel and cargo.

All of these various terms make it very dififcult to compare the size of two vessels, unless they have identical interior construction. When the Normandie came out her gross tonnage was slightly over 79,000 tons. But during this past Winter she has been remodeled and a few more spaces closed in and now the French line officials that she will gross more than 83.000 tons, although the hull and other major sections of the ship were unchanged. Waterline vs. Overall Another cause of argument is the length of a vessel, and here, too, there are varying standards of 1018 FT measurement.

British officials say that the Queen Mary, with a registered length of 1,018 feet, has the "longest waterline of any ship in the world." French officials point to the feet of the Normandie and say that she has the "greatest overall length of any ship in the world." However, ships are usually measured from the stem to the afterpart of the main sternpost to which the rudder is usually attached. With this measurement, a vessel may have an overhanging stern and actually a greater overall length than her measured length. Just to add to the complication of the whole dispute, the Panama Canal and the Suez Canal have separate measurements. A vessel going through the Panama Canal is larger than when she is docked at a Brooklyn pier. All in all, it is something like the heavyweight wrestling championship, where there are at least ten world's champions, each with a logical claim to the title.

They're All Correct And so it is with the Normandie and the Queen Mary. All along the waterfront there are debaters with different sets of figures. And each one is right. About the only thing that one can say without creating a storm of protest is that they are the two largest ships in the world. Germany started all the dispute about giant ships when the keels of the Majestic and the Leviathan were laid in Hamburg.

Only at that time the Majestic was known as the Bismarck and the Leviathan was christened the Vaterland. Washington, April 13-The State Department today considered three proposals for formation of an American League of Nations to preserve peace in the Western Hemisphere.

The League come from Presidents Alfonso Lopez Colombia, Rafael L. Trujillo of the Dominican Republic ands Jorge Ubico of Guatemala, and vary somewhat in each case. The proposals are among specific suggestions sent to President Roosevelt by 17 South and Central American governments in their formal acceptances of Mr. Roosevelt's invitation to the InterAmerican Peace Conference in Buenos Aires this Summer. President Lopez suggested "the constitution of an agency of peace which might, collaborate with the League Nations but would act with greater vigor within the terms of a regional peace pact." Asks League Study President Trujillo suggested that the agenda for the Summer's meeting include study "of the possibility of founding a League of American Nations of a permanent character, the action of which would be more efficacious and advantageous for our countries than that of the League of Nations.

President Ubico brought to Mr. Roosevelt's attention a proposed pan-American treaty of mutual assistance, providing in part that the subscribing nations "consider acts of aggression by a foreign power against any one of them as a danger to the integrity and sovereignty anathes a nations result of of this the continent; solidarity hereby agreed upon, they undertake to employ all their resources in defense of the violated right." House committee investigators, indicating public hearings held this week and starting possibly today, were greeted by an assertion from Sheridan Downey, attorney for Dr. F. E.

Townsend, that the organization had no intention of obeying a subpena to take all its records to Washington by April 20. Obedience, he said, would disrupt the movement's business in dozens of places. By TOM GULLETTE THE construction of the Mary and the French liner argument that raged for when the Majestic and the afloat. The present controversy, which becomes more and more heated as the time draws nearer when both ships will be in operation at once, revolves around the one question: What is tonnage? The most popular and most impressive tonnage measurement used is gross tonnage and it is measured by allowing one ton for 100 cubic feet of space in the vessel's closedin spaces. It is a curious measurement, for if applied to automobiles a 16-cylinder touring car would weigh almost nothing and a Ford coupe would have an impressive tonnage. The actual weight of a ship is never found.

A rowboat could be hoisted on a scale such as the Florida fishermen use, but no one GULLETTE Cunard-White Star liner Queen Normandie has revived an years without any settlement Leviathan were the largest ships has as yet built a scale to handle full-sized ships. Fluctuates Like Stock Mart And so all of weights are arbitrary and fluctuate like their, the stock market. When the Leviathan was first built she was 907.6 feet long and had a gross tonnage of 59,957 tons. But now she is listed as 48.943 tons, although her actual size has not been reduced. High tonnage fees caused her owners to change her rating.

It's all done with mirrors, or perhaps without mirrors, for if you want to change the weight of your yacht you simply tell the registering engineers that you have changed a couple of the guest cabins into quarters for the crew and that lops off a thousand or so tons. The promise of Anthony Eden, British Foreign Secretary, to Flandin that Great Britain would confer with France if Hitler built fortifications in that area was considered a small victory 1 in diplomatic circles. French fears that a British naval blockade against Italy or the closing of the Suez Canal would lead to war were widely expressed. France, consequently, opposed further sanctions against Italy.

Some moderate newspapers have even suggested that France abandon the present sanctions. Scant satisfaction was expressed over the fact that general staff conversations will open April 15 in London since definite "defensive" military alliances against Germany have been postponed. Officials indicated that much depends 0 whether Hitler to Great Britain's request agrees, fortifying the Rhineland while the Locarno Treaty Powers discuss peace plans. Newspapers of various political shades are attacking the League of Nations. Some, including the conservative Figaro, suggest that France abandon the League, whose "hair splitting" between Italy's Ethiopian war and Germany's remilitarization of the Rhineland "means perdition for France." Others, including the liberal, proLeague L'Oeuvre, report growing support for revisior of the League to limit it to Europe.
