He was 63 and lived at 81 Willoughby Ave. Mr. Lipman was born in Russia and was in the paper business for about 25 years. He retired four years ago.

He is survived by his wife Elizabeth; five sons, Drs. Barney and John Lipman, dentists; Samuel Lipman, David Lipman and Harold Lipman, and two daughters, Mrs. Hannah Cahn and Mrs. Lillian Dubln. Services will be held in the Gutter-man Funeral Chapel, 153 East Broadway, Manhattan, at 11 a.m.

Arabella B. Stewart Tuttle, widow of Silas Tuttle, and oldest member of the Lafayette Avenue Presbyterian Church, who died of a heart attack Sunday in her 94th year In Daytona Beach, where she was spending the Winter, Mrs. Tuttle formerly lived for many years at 499 Washington Ave. She and her husband, who was a supervisor in the old City of Brooklyn, were married 67 years at his death in 1930 and were one of the oldest married couples in Brooklyn. Mr.

Tuttle was one of the founders of the Tuttle-Bniley Manufacturing Company in N. 10th St. Mrs. Tuttle was born In Jersey City, daughter of the late Samuel J. and Ann Elia Stewart.

Surviving are seven children, the Misses Ida M. and Elizabeth F. Tuttle, Willard S. Tuttle, Mrs. Frank S.

Voorhees, Mrs. Edward Benedict, Mrs. Edna R. Pomeroy and Walter I. Tuttle.

Eight grandchildren and five greatgrandchildren also survive. Burial will be in Green-Wood Cemetery. Housing Projects Here Near Start Await Word From Capital on Contracts to Draft Red Hook, Queens Plans Building specifications will be prepared immediately after word is received from Washington that contracts have been signed between tho Federal and city housing authorities for the $30,000,000 Red Hook and Queens projects, It was said today by Alfred Rhelnstein, chairman of the New York authority. Mayor LaGuardla stated In the national capital yesterday that the contracts would be ready "within two or three days." Mr. Rhelnstein, who is also commissioner of housing and buildings, said that construction of the Brooklyn development should start within three months.

Upon completion of working drawings the contracts will be awarded, he added. No difficulty In taking title to the land is expected, inasmuch as is rumored that options have been taken on the Red Hook property required for the huge project. Mr. Rhelnstein, however, refused to comment on this aspect of the matter. "We are waiting only until tha money Is released to us," Commissioner Rhelnstein said.

The funeral of Dr. Robert F. Morton, 30, Brooklyn surgeon, who was killed Monday by a fall from an ambulance in Staten Island where he was an interne in St. Vincent's Hospital, will be held tomorrow from the home, 8802 Fort Hamilton Parkway. The funeral will be held at 2 p.m.

Many Pay Tribute At Cogan Funeral Members of Brooklyn political, civic and newspaper circles who were associated with him during a newspaper career of 55 years attended funeral exercises today for Joseph M. Cogan, well-known newspaperman who died Sunday In Holy Family Hospital. The services were held at St.

Teresa's R. C. Church, Sterling Place and Classon where a solemn high requiem mass was conducted by the Rev. Robert E. Crowell, assistant pastor of the church.

Interment followed in Holy Cross Cemetery. Among those present, besides members of Mr. Cogan's family, were Transfer Tax Appraiser David F. Soden, County Clerk John' N. Harman, Louis Wolff, chief clerk of the Children's Court; Thomas F.

Reilly, former secretary of the Park Department; William I. Hurley, rep-resenting Borough President Inger-soll; Joseph Moran, secretary of the Patrolmen's Benevolent Association; Joseph J. Early and John F. Geis of The Eagle and Joseph J. Sartori.

Also attending were employes of The Eagle composing room. Mr. Cogan, who was 79, was the father of Alice Cogan of The Eagle editorial staff. He was an editorial writer on the Brooklyn Times-Union on his retirement last year and for 25 years was connected with The Eagle. He lived at 327 Sterling Place.

Sgier and for most of her life an active worker for Catholic charities, was to be offered today in Holy Child Jesus R. C. Church In Richmond Hill. Mis. Sgier died Monday after a short illness.

She was a former officer of the Ladies Catholic Benevolent Association and had organized several branches of that order, and was a member of Loretta Council, Catholic Daughters of America. Her Interests also Included the Catholic Charities of Queens and the ladies' auxiliaries of Mary Immaculate Hospital in Jamaica and other hospitals in Queens. In 1927 she was chairman of the women's division in the fund raising cam-paiitn of Mary Immaculate Hospital. Born in Brooklyn, Mrs. Sgier had lived in Hold Child Jesus parish for 31 years, and throughout that time had been active in all the societies of her church.

Surviving, in addition to her husband, are two sisters, Mary L. and Jennie Brady. The celebrant of the mass will-be the Rev. John J. McEnearney of Our Lady of the Cenacle Church, a friend of the family.

Her husband, who died in April, 1930, had been head of the National Dairy Company and later vice president of the New York Rider Dairy Company. Dr. Ritch "retired" two years ago, but soon tired of Inactivity and re sumed practice.
