Clark, Jamaica Attorney Former 'Protest' Candidate of Vigilantes for Bench Dies After Illness at 42 Joseph B. Clark, Jamaica attorney who was the "protest candidate" for the Supreme Court bench on the one-man ticket of the Queens Vigilantes in the 1931 elections, died yesterday at his home, 97-28 Liverpool Jamaica, after a protracted illness. Mr. Clark, who was 42, conducted his unsuccessful campaign on the porch of his home, in line with the policies of the Vigilantes, who urged similar campaigns throughout the city in opposition to the bi-partisan judgship slate offered that year to the voters. Mr.

Clark made no speeches or personal appearances during the campaign and consented to run as the party's lone candidate after 6,000 names were obtained on a petition and filed in Albany. At that time he said he would enter the race in protest against "hand- picked judges." Scored Political Deals In defense of his candidacy, he said at the time: "Deals by political leaders without consideration of the people undermine democracy. deal which created bi-partisan slate is one which threatens to set a dangerous precedent, closing the eyes of to the questionable acts of favorites." During the campaign, Mr. Clark assailed the Brooklyn Bar Association for its acceptance of the bipartisan indorsement deal, labeling its action "the work of an organized minority led by office seekers and those who are under obligation to the two major parties." He declared during this campaign that there was no need for speeches. It was his belief that public indigna- tion was so aroused over the methods by which judges were selected that it will express itself in a vote for an independent candidate.

Served in World War Mr. Clark was born in Jamaica and graduated from Jamaica High School and the Brooklyn Law School. During the World War was a junior lieutenant in the Navy, serving in the destroyer squadron in the Mediterranean. A bachelor, he served his clerkship in the offices of former Supreme Court Justice Burt Jay Humphrey and former Municipal Court Justice Edgar F. Hazleton in Jamaica.

Mr. Clark had been crippled with arthritis for many years. He had law offices at 161-10 Jamaica Jamaica. He is survived by his mother, Mrs. Annie M.

Clark, a brother, Frank and two sisters, Mrs. Arhtur T. Burchill of Queens Village and Mrs. F. J.
