Miller of 70-32 Forest Hills, a vice president the Central Hanover Bank and Trust Company died Tuesday night at the Manhattan Eye, Ear and Hospital, where he had undergone a sinus operation. He WAS 57.

Mr. Miller was born in Martinsville, Ohio, where his father, Wilmer Miller, operated a grain elevator and was station agent, and telegraph operator for Baltimore Ohio Railroad. As a boy he learned telegraphing through helping his father. He attended Wilmington College and after graduation worked for a short time for the Baltimore Ohio in Martinsville before entering the investment business in Cincinnati. Coming to New York he went to work as a broker's clerk by day and telegrapher at night.

Later he gave up telegraphy but continued in the brokerage business until 1933, when he joined the Equitable Trust Company as assistant secretary. In 1921 he was appointed assistant secretary of Central Union Trust Company four years then later was elected vice president. When the Central Union merged with the Hanover National Bank in 1929 he continued as vice president of the combined bank. Mr. Miller is survived by his Mrs.

Mary Irwin Elliott Miller; daughter, Mrs. Samuel Chandler of Manhasset, and a brother, Leonard Miller of Florida. Thayer, Retired Bank Head Dean of Vice Presidents Served Firm 66 Years John Van Buren Thayer, who was the oldest bank vice president in this city in point of service when he retired as vice president of the Central Hanover Bank and Trust Company in July, 1938, died early today at his home, 2 Montague Terrace, after an illness of 10 days. Mr. Thayer, who was in his 89th year, had a record of continuous service with the same firm, the Central Hanover and institutions merged with it, of more than 68 years. He joined the Union Trust Company on his 20th birthday anniversary, Jan. 15, 1872, as a clerk and advanced through the positions of transfer department head, assistant secretary, secretary and vice president to senior vice president.

He remained as vice president when the Union Trust was merged with the Central Trust Company in 1918, and following the merger with the Hanover National Bank in 1929 was made a vice president of the combined institution. and educated in Buffalo, he to work as a boy with the Born, Buffalo City Insurance Company which was wiped out by the Chicago fire. He then went to New York to seek his fortune. His proudest recollection was that of having shaken hands at the age of 9 with Abraham Lincoln when the latter visited Buffalo. Mr.

Thayer was also a vice president and senior member of the board of trustees of the Seamen's Bank for Savings, of which son, Thornton Chatfield Thayer," is treasurer. John's Cemetery, I John Van Buren Thayer of the old Hamilton Club, and was one of the first 100 members of the Crescent C. In May, 1931, Mr. Thayer and his wife, the former Miss Elizabeth Brooks Chatfield, celebrated their golden wedding anniversary. She survives him, as do also two sons, Gordon Chatfield Thayer and Thornton; a daughter, Mrs. Waldo McCutcheon McKee, and four grandchildren.

BROOKLYN EAGLE, THURSDAY, DEC. 5, 1940 15 Move to Speed Draft Clerks' Pay Failure to Heed Rules Caused Delay, Says Chief Complaints from clerical employes of local draft boards in the city that they were having difficulty in collecting pay today brought the explanation from Col. Arthur V. McDermott, selective service director here, that carelessness in observing strict army reglations was responsible for the delay.

"A week or ten days ago, the situation was bad." Colonel McDermott told the Brooklyn Eagle. "But since then we have done our best to remedy it, even to the extent of lending three bookkeepers to the Army Procurement Division. "The principal reason for delay was the failure of the employes of each board to submit with the payroll a certificate stating the number of men registered with that board. Since the maximum amount of pay for clerks depends on the number of the board's registrants, the certificate is essential. "The employes, being new, apparently failed to study the regulations closely.

And the army, which must be strict, withheld pay pending compliance. In some cases, where the payroll applications were submitted properly for the last two weeks in November but not the first two, the entire month's pay wAs withheld until the matter was cleared up." Against Pay for Boards that the city's local Confident, members are of "sO high a type" that they would spurn payment for their labors, Colonel McDermott will vigorously oppose any attempt to induce the Government to provide such remuneration. Stressing that none of the more than 100 board members who have resigned in the five boroughs did so because of money, Colonel McDermott asserted last night that the reported movement in Washington to place the positions on a salary basis could boast no local support. "I have heard no suggestion from local board members here that they should be paid," he stated, adding that, although some of the resigned board members were "wellmeaning gentlemen who found out they had undertaken a real job," the great majority had valid reasons for withdrawing. Cops to Get Letters Meanwhile.

it was learned that all of the 5,641 registrants from Police Department ranks will be provided with letters signed by Acting Commissioner John J. Seery and asking that they be deferred from active army service on the ground that they are needed on their jobs. In Washington, Clarence A. Dykstra, selective service administrator, said that deferment of city employes subject the draft would be left entirely to local authorities. Dykstra recalled at the National Institute of Municipal Law Officers that thed raft boards must consider each case on its merits, and he urged that city attorneys co-operate with them, according to the Associated Press.

Boards probably will call on attorneys for assistance in determining which employes should be deferred, he explained. The latest contingent of trainees to reach Camp Upton, composed of 22 young men from all parts of Brooklyn and Queens, arrived yesterday in time to watch an impromptu entertainment staged by Walter B. Henry Ward Beecher, famous Abolitionist pastor of Plymouth Church. Her mother, Maria T. Bedloe, was of the family which gave its name to the island on which the Statue of Liberty' stands. The only surviving relative is a daughter, Miss Edith Thompson of 237 E. 15th St.

Mrs. Thompson was the mother also of the late Dr. Percy, B. Henry J. Thompson Rover, and who the died late last May.
