French Ask Speed In Aiding Europe Continued from Page today to work out details of yesterday's decisions. An optimistic attitude was noticeable today, based apparently on nothing more than small omens and some wishful thinking. A delegate described the atmosphere at the first session as "very good." The Tass dispatch said the foremost conference task clarify the meaning of Secretary Marshall's proposal.

"The conference could ask the American Government concerning the extent of American economic assistance on which the European countries could count and the conditions of the American credits," it said. Truman Gets First Bill for '48 Funds Washington, 28, (U.P) gress sent President Truman its first regular 1948 appropriation bill today and. with the start of the new fiscal year just three days away, faced a load of 11 major supply bills. The measure sent to the White House was a $12,402,688.671 grant for the Treasury and Post Office departments. It was some 600,000 short of the President's "minimum" budget request.

To make certain that Congress' failure to act before July 1 would not cut off the salaries of Government employes and benefits to veterans, Senate approved without debate a resolution authorizing departments to keep spending at present rates until their appropriations are completed. Chairman Styles Bridges N. of the Appropriations Committee explained that and agencies making advance expenditures would find the sums subtracted from their supply bills when finally enacted. The House was expected to take similar action. The bill sent to Mr.

Truman alloted the following sums for operating expenses: Treasury, 685.848,400; Post Office, 050. The Treasury Department also was granted a permanent appropriation of $9,186,000,000, which includes funds for interest payments on the public debt. Action came as the Senate approved 51 to 26 a conference, committee report differences between the Senate and House versions of the bill. Mrs. Frank A.
