W. Erickson In Garbage War Continued From Page Rites Tomorrow of a brisk Southwest wind which between 9 and 10 o'clock last night whipped up the shallow, stagnant waters of the in let, called Flatlands Bay, and most of the accumulated floating garbage out into Jam- aica Bay. 'Best Day in Many Weeks' "It's the best day we've had in many weeks," commented one of the neighbors, who added: "You wouldn't believe it, but last year we used to swim in that inlet. Now if you tried it you'd come out coated with black garbage." Representative Emanuel Celler, whose Congressional district includes the stench-ridden area, commented today that "there should be no dumping of garbage or sewage seepage in tidal waters which are in close proximity to residential areas." While pointing out that garbage dumping operations were a city matter and outside his jurisdiction as a Congressman he suggested that the inlet might be filled in with sand pumped from Jamaica instead of garbage. That method, he mentioned, was employed in laying down the foundation for the New York International Airport at Idlewild.

Continued dumping of garbage, he warned, might lead to the spread of typhus or other epidemic diseases. Lt. Stanley W.
