A' the very time he spoke about the advisability of forgetting the Civil War, he accepted a ghastly picture of the horrors of Andersonville prison and your account says that he is to keep the grisly thing in his headquarters in the Municipal Building. It seems to me that General McLeer would serve the purpose of burying the war memories far Abetter by making kindling wood of the Andersonville picture or keeping it down in the cellar.

The general himself was badiy wounded at Bull Run and It is surprising to me that he wishes to have anything around him to bring back those painful days. Beside, why should the headquarters, of a brigade which is part of a national force made up of Northerners and Southerners alike, be used as a picture gallery to Illustrate the horrors ot a sectional war? General McLeer has a fine taste In all. military matters, as I know, and I am sure that when he thinks this over he will consign the picture to the woodpile. "ANOTHER CONFEDERATE. "Brooklyn, February 23, 11)06." It is probable that General McLeer will have the picture taken to his home, although some of his friends think the brigade headquarters a good enough place for it.

That the picture inerits. the term "ghastly" is shown by tne fact that when Bome one suggested hanging it above a certain employe's desk, the latter protested, saying that he would not be able to sleep after the "horrible thing" had long looked down upon him. Two Major Generals; One Commands the Other. The officers who attended last night's review of the Fourteenth Regiment by' General Fred D. Grant made much comment on the conditions now prevailing In the division of the Atlantic, where, as a result of the promotion of General Grant to the grade of major general, there are two major generals, one commanding the other.

Major General James F. Wade is in command ot the Atlantic division and General Grunt commands the Department of the East in that division. The War Department has always sought to avoid the commanding of one major general by another In a division, when one has no higher rank, than In that of seniority. A way out of the difficulty has been suggested and that is to have General Wade appointed lieutenant-general on the retirement of General Bates in April, with the understanding that General Wade would retire as lieutenant-general after one tfay's service. Secretary Taft, however, is.

understood to be opposed to this plan, on the ground that the grade of lieutenant-general should be reserved for officers who have distinguished themselves in actual warfare.
