Both the Senate and House Military Affairs Committees appeared ready, meantime, to approve Marshall's recommendations, supported by President Roosevelt, for Congressional proclamation of a limited national emergency to keep selectees, guardsmen and reservists in active service for the duration. Stimson Cites Peril Stimson called attention to pending legislation to keep selectees, National Guardsmen and reservists in service for the duration. "The President, as a chief of staff, and leaders of the army have now said that it is necessary to keep this force in existence and in training because the peril not only still exists but is getting very much more grave." Stimson said. "Just at this momen ta circular is sent out which will necessarily have the effect of impairing that discipline and impairing that training and thus impairing our defense against the dangers which now confronts this country.

"Without expressing legal opinions, I will simply say that I think that comes very near the line of subversive activities against the United States, if not treason." Post Cards Sent to Soldiers He made the statement after a reporter asked him if he had heard of the yellow post cards being sent out among the armed forces. The post cards quoted excerpts from President Roosevelt's speech at Boston Oct. 30 in which the Chief Executive pledged himself against sending American troops to foreign shores. They also contained quotations from speeches of former President Herbert Hoover, Senator Gerald P. Nye N.

and former United States Ambassador to Britain Joseph P. Kennedy. One of the circulars was received by Staff Sgt. William L. White, Company 8th Fort Benning, who sent it directly to Marshall.

He said he felt it his "duty" to place this "obnoxious piece" of mail in the hands of the high command, and added that br mailing it to Marshall personally "it shall not be intercepted."
