Mrs. J. P. O'Brien, Ex-Mayor's Wife Mrs. Helen O'Brien, wife of former Mayor John P.

O'Brien. died yesterday in Mount Sinai Hospital. Manhattan, at the age of 70. She lived at 10 E. 75th Manhattan.

Born in this city, the daughter of Mr. and Mrs. Michael Stevenson Madigan, she attendled private schools and then was graduated from Ursuline Academy, Trois Rivieres, Quebec. For many years she was an active worker in Catholic women's affairs, including the Carmelite Sisters in the Bronx, the Visitation Convent, St. Joseph's Day Nursery, St.

Vincent's Hospital, and brother, other the organizations. James C. Madigan, was a justice of the City Court. In addition to her husband, Mrs. O'Brien is survived by a daughter, Mrs.

Smith, whose ancestors settled on Long Island in colonial days, was born in Riverhead, the son of William H. Smith and Sarah Benjamin Smith. In 1895 he was graduated from the New York College of Dentistry, where he won both the silver and gold medals for scholarship. He practiced his profession in Riverhead and then came to Brooklyn, where he continued his practice until, of the Long Island Historical Society. Dr.

Smith was married twice. His first wife, the former Ann Hawkins, died in 1904. Twol years later he married the former Maude Pattison of Brooklyn. She died in 1926. He is survived by a son, Dudley Hawkins Smith; a daughter.

Mrs. Audrey, Pattison Kogut, both Brooklyn, and four grandchildren. Funeral services will be held at 2 p.m. tomorrow at the Tuthill Funeral Home, Riverhead. Burial will be in Riverhead Cemetery.

E. F. Macarthur, Joseph Moore, 67, Dealer in Plywood Union Officer Edward F. Macarthur, a member of the firm of Evans Macarthur plywood dealing ers, Grand Central Terminal Building, Manhattan, died yesIterday in Lutheran Hospital. He was 55 and lived at 80-76 222d Queens Village.

Mr. Macarthur was a native of Chicago and was in the cavalry during World War I. Ten years ago he helped 1 to establish the plywood firm. He is survived by his wife, Mrs. Ruby Macarthur; a son, Wilbur Macarthur, and two daughters, Mrs.

Ward Stanton and Helen Macarthur. Funeral services will be held at 10 a.m. tomorrow at the Stutzmann Funeral Home, 224-39 Jamaica Queens Village. Mrs. K.

D. Fischer, Native of Brooklyn Patchogue, July 14-Funeral services for Mrs. Katherine D. Fischer, 87, of 95 Jayne a native of Brooklyn, will be held a.m. tomorrow at the Ruland Funeral Home, Patchogue.

Burial will be in Cedar Grove Cemetery, here. Mrs. Fischer, who with her husband, Henry, recently celebrated their 66th wedding anniversary, died Tuesday night at the residence. She came to Suffolk County 50 years ago. Besides her husband she is survived by three daughters, Mrs.

Richard T. Newton, Retired Engineer Oyster er Bay, July 14-Richard T. Newton, retired engineer fa-land designer of automobile engines and accessories, died yesterday at his home on Centre Island. 'He was 75. Mr.

Newton was born in Birmingham, England, and came to this country as a young man. In his early years he became well known as a driver of racing cars. Before his retirement 15 years ago he had been associated with the Uppercu Automobile Agency. He was a member of the Piping Rock and Sewanhaka yacht clubs. Surviving are his wife, Mrs.

Edna Woolman Chase Newton, editor-in-chief of Vogue magazine; a daughter, Mrs. Thaddeus Thomson, and a stepdaughter, Mrs. Morton Brown, who writes under the name of Ilka Chase. A funeral service will be held at 2:30 p.m. Sunday in Christ Episcopal Church, Oyster Bay.

Mrs. S. B. Siebern, Ex-Confectioner Funeral services for Mrs. Sophia B.

Siebern, 90, of 323 Pearl retired confectioner, will be hel dat 1 p.m. tomorrow in the Walter B. Cooke Funeral Home, 57 7th Avenue. Burial will be in Evergreens Cemetery. Mrs.

Siebern died Wednesday in Cumberland Hospital. She born in Canada and came was, the United States 80 years ago. For many years she operated candy stores in the Windsor Terrace section. one store at 1614 11th Ave and another at 1265 Prospect Ave. She retired 15 years ago.

Joseph Moore, 67, treasurer of Local 32-K, BuildService Employes International Union, 26 Court died Wednesday at Rosary Hill Hospital, Hawthorne, N. after three months' illness.

He lived at 1030 Park Place. Mr. Moore, who had been active in the labor movement for a uarter-century, was one of the organizers of Local 51. predecessor of Local 32-K, and was formerly, secretary-treasurer that unit. He was a native Lynn, and had of lived in Brooklyn since he was a youth.

His wife, Mrs. Nora Moore, died several years ago. Surviving are a daughter, Mrs. Veronica Bauman, and three grandchildren, Robert, Joseph and Mary Louise Bauman. A solemn requiem mass will be offered at 9:30 a.m.

Sullivan's Funeral Parlors, 486 Classon Ave. Burial will be in Holy Cross Cemetery. Wm. W. Brierley, Ex-Education Aide William Walker Brierley, retired secretary of the General Education Board, 49 W.

49th Manhattan, and a former Brooklyn resident. died Wednesday in his home, 11 Sisson Terace, Tenafly, N. J. Mr. Brierley, a native of Oldham, England, was brought to this country at the age of 3 and spent a large part of his life in Brooklyn.

He became associated with the General Education Board in 1905, three years after it was founded by the late John D. Rockefeller. From 1923 to 1925 he was assistant secretary, and secretary from 1925 to his retirement March 30. 1949. As a young man he was well known as a church singer.

He moved to Tenafly 30 years ago. Surviving are his wife, Mrs. Edna McManus Brierley: two sisters, Ethel and Martha Brierley of Brooklyn, and two brothers, John R. Brierley of Setauklet, L. and Vernon H.

Brierley of New Britain, Conn. Funeral services will be held at 2 p.m. tomorrow at the Episcopal Church of the Atonement, Tenafly. Until shortly before the services the body will be at the Pell Memorial Home, Front Tenafly. Burial will be in Brookside Cemetery, Englewood, N.

J. L. Pantelides, 55, Fur Manufacturer Lazarus Pantelides of 96-65 46th Elmhurst, head of L. Pantelides, 305 7th Manhattan, a fur manufacturling establishment, died, yesterday of a heart attack on a business appointment. He was 55.

A native of Greece, he came to this country during World War I and in 1921 established his own company. At one time he was vice president and a director of the United Fur Manufacturers of New York, Inc. He had long been active in Greek welfare work. Surviving are his wife, Mrs. Eleanora Pantelides, and two brothers, Harry and Jordan Pantelides.

The funeral will be held tomorrow. with a requiem mass at 10 a.m. in the Cathedral of the Greek Orthodox Church, 319 E. 74th Manhattan. GEORGE D.

S. air base in Korea, July 14 (U.P)-Ten Yank volunteers, who can't remember offhand how they got into this, are keeping aloft the colors of the South Korean air force. They call themselves the Korean American Volunteer Group. Since they went into action two weeks ago they've been making two or three ground support sorties daily with good results. And they are training South, Korean pilots who eventually will fly in combat with them.

Madsen Today Charleston, W. July 14 -Federal Judge Ben Moore was scheduled to hear today a habeas corpus appeal filed by Mrs. Yvette Madsen of Brooklyn, convicted of the slaying of her soldier husband in Germany. Mrs. Madsen is confined in the Federal Women's Reformatory at Alderson.

State Highways Unfit for War, Says Dewey at Thruway Link Catskill, N. July 14 (U.P.)Governor dedicated the first big completed section of the New York Thruway today with a warning that "grim recent events in Korea make this project now even more clearly urgent than it may previously have seenied." In opening to traffic a tenmile strip between Catskill and Saugerties, the Governor said that "in any period of worldwide aggression, transportation is one of the first essentials for defense." "It is also," he said, "a first essential for offense if we should ever be attacked." Dewey called the State's ent highway system "totally out of date." "Our highway system would be tragically inadequate," he said, "if it suddenly became necessary to move large numbers of troops and military vehicles through New York State. "It would be even more tragically inadequate," he added, "if we should have to evacuate our millions of people from the great centers of population."
