Reitrictiont on TV Football By NCAA Not in Public Interest Armchair athletes have been able to enjoy Intercollegiate football games during the past few years In the comfort of their home surroundings due only to the miracle of TV.

Until this year, when the National Collegiate Athletic Association said, in effect, that American televiewers like you and me would henceforth see only a limited number of games, and only games of their choosing on TV, it was possible to tune in four or five good college football games on any Fall or Winter Saturday afternoon. The X. C. A. A.

edict now being enforced does not permit any of its member colleges or universities to enter into any separate negotiations or agreements with any TV network, studio, commercial sponsor, or advertising agency wherein said member's football games will be telecast. This N. C. A. A.

ruling was made last Spring and although the Univ. of Pennsylvania had other ideas about having their games telecast, they were soon made to see the error of their logic by the X. C. A. A.

poohbahs, and like good little college boys, they promised to behave. No U. of P. games will be telecast this year. The reason which has been given to the press and public for thin Hitlerlike ukase by the X.

C. A. A. is simply that it wishes, by this means, to study the effect of TV on intercollegiate football gate receipts. But, the X.

C. A. A. must make this a comprehensive study. So, for a $1,250,000 consideration, they have agreed to permit Westinghouse Electric Corp.

to sponsor IB of its member's games. Seven of these games will be seen on XBC-TV in this area, but only Notre Dame and Illinois will be seen more than once this season. It is difficult to work up any genuine interest in a bnnrh of strangers, so these seven games; regardless of how well played, will lack any real kick for the average televiewer. To my way of thinking, this entire situation smells to high heaven. It does more than that it stinks! Suppose your own boy played football at Fordham, Army or Pennsylvania.

Sure, you would love to see him play on TV. The networks would love to telecast all games played by your boy's school. Sponsors would love-to pay the networks in return for the interest created by these games. The X. C.

A. A. would hate the whole idea. Regardless of whether or not you give a hoot about football, can you possibly like the thought of being pushed around by the X. C.

A. or any other body which assumes rights and adopts rulings in direct opposition to the unexpressed but nevertheless present desires of the American public? I know through personal inquiry that any TV network would be most happy to telecast every Army and every Navy football game that these two Institutions schedule. The two schools are actually owned and supported by you, the United States citizen-taxpayer. Actually, the N. C.

A. A. cannot prevent the telecasting of Army or Xavy games, but they can impose certain drastic penalties on any of their association members who persist in rescheduling Army and Xavy, if said games are seen on TV. I am aware that neither West Point nor Annapolis can accept commercial sponsorship of its athletic contests. Believe me when I say that hundreds of organizations would be only too happy to donate the necessary fees to national charities, thus removing any taint of commercialism from our Federal schools, if they were permitted to sponsor these games.

I believe the FCC could step into this situation and break the semi-monopolistic practice of the X. V. A. A. I'm of the opinion your Federal Senators and Representatives could do the same thing.

Any State Senators and Assemblymen might act in a similar manner with regard to having any of the State University's football games telpcast. College football games on TV is not the most important issue here. Having to knuckle under to a group which assumes disproportionate authority, and creates arbitrary rulings which are not in the best interests of the public is a matter which should command your serious attention and that of your duly elected legislative representatives. I can only hope that it does. "The Amazing Mr.

Malone," after ten successful years on radio, will make its TV debut on ABC-TV Monday, Sept. 24, p.m. Lee Tracy, who can out-act, out-talk and out-gesture any five TV dramatic males you can name, will be the star of this new series. Watch his hands they are the most expressive in the business. More about this one later.

Another actor, In the real meaning of that much abused word, is Harold Yermilyea, who will be starred on the CB8-TV "Danger" show this Tuesday, Sept. 18, 10 p.m. Enjoyment of any of his performances may he heightened by paying particular attention to his exceptionally fine enunciation.
