Seize Girl, 13, For Brutally Beating Boy, 6 St. Paul, Starch 28 (U.P) cop-hating 13-year-old girl has admitted she beat a small boy almost to death with a rock, slugged two others with a lead pipe and sold blackjacks for 50 cents each, police said today.

Police Chief Charles Tierney said the girl gave herself away recently when she wrote an anonymous note to police telling how she waylaid 6-year-old James Bruce last Nov. 18. She beat and kicked the boy so severely that police believed he had been struck by a car. Officers had searched in the intervening months for a hit and run driver. In her note to police, the girl boasted that she had a "crooked nose," the word "killed" tattooed on her hand, that she carried knives, and hate cops." She held for a mental examination.

The Bruce boy suffered a double skull fracture and painful bruises and lacerations. He spent a month in a hospital. Tierney did not disclose how the girl was traced other than to say that the letter first put officers on her trail. O'Dwyer Ponders Query on Finance Continued from Page 1 with Dr. Philip I.

Nash, medical adviser to the District Attorney's office. Dr. Nash used to be in charge of the old Harbor Hospital, and he reported that Reles was a patient at the hospital the week he met his death. A development that could have important repercussions was a request last night by District Attorney Miles McDonald that the grand jury proceedings be opened up "so that everyone could hear what is going on." Mr. McDonald said that this would be a great boon to District Attorneys.

He explained: "We would not have the spectacle of a former District Attorney being asked to explain why he didn't call certain witnesses in a 10 years ago." McDonald Is Praised His remarks were made in a talk following his acceptance of the annual Distinguished Service Award of the New York Criminal and Civil Courts Bar Association. He was cited as "conscientious prosecutor, respected legal scholar and true gentleman" in a ceremony at Advertising Club of New York, 23 Park Ave. Mr. McDonald said that the chief function of the grand jury is to make investigations and that if a case later came to trial cross examination would be available. He asserted he did not favor following cross examination in the proceedings but pointed out that in Magistrate's courts before a case comes to the grand jury, 95 percent of the defendants do not avail themselves of the right to cross examine.

In accepting the award Mr. McDonald praised the work of the 40 rookie policemen assigned to his office to assist in the investigation. It was the work of these men led by Chief Investigator William Dahut that turned up Harry Gross and his gambling ring. 3 F. B.
