who is superintendent of the Government Hospital for the Insane in this city, to-day made a partial reply to the charges against him that were filed on Thursday with the house committee on rules, the Medico-Legal Society of Washington. In these charges It is declared that patients at' the hospital are treated brutally, and that the institution is badly managed generally. Dr. White admits that perhaps there have been instances of abusive treatment of patients by attendants, but asserts that in every case of this sort brought to bis attention he has punished the attendant to the full extent of the law. White said: "I wish to say that in the control of 2,600 insane patients and 500 employes there is sure to be an occasional case of abuse of a patient. All the men we employ do not wear wings. I defy anybody to cite a cose of such abuse brought to my attention that was not summarily dealt with.
