Uckitr 2-S2f-7 Aboumrad Estate Final Rites Today Mayor LaOuardla at the Summer City Hall today siged the five new tax bills Intended to raise during the coming year for emergency relief. Under the nex tax relief tax program, which goes into effect Monday, the cigarette tax is eliminated and In its place is a compensating use tax, a new form of the old personal property tax. The sales tax, conduit tax, utilities tax and business tax are Included in the present tax structure. Dr. William H.

Allen, director of the Institute for Public Service, was the lone objector when the public hearing on the first tax the sales tox was called. In the presence of six other members of the "public," Dr. Allen declared that the tax bills were not legally before the Mayor, Mayor Grows Impatient "Is that all?" asked the Mayor. "No," replied Dr. Allen.

"Hearing closed," said the Mayor, but Dr. Allen continued to make objections, chiefly that there was no hearing as required by law, that therefore any official enforcing the tax would be criminally guilty. "Hurry up!" the Mayor repeatedly urged and finally the objector was silenced. He rose again, at the Mayor's invitation, to object to the second bill and when the Mayor again aought to hurry him, he declared that "In no other place outside Germany, Russia or Italy could such tactics be used," and subsided, this time for good.
