CORPORATION NOTICES. The New even worse than the discredited system of appointment by an entire legislative body. The two Democratio commissioners are to be appointed, within twenty days after the act takes effect, by the Democratic aldermen, or a majority of them. The Tammany Demoorats, of course, would bo able to out-vote the AFTER LEVY BILL not appear In the original print of the bUl, which was the only form In which members of the caucus were permitted to examine It before the caucus voted. The attempt thus to bind Democratic Assemblymen to support a bill so utterly different from what they might reasonably have supposed that bill to be, is something for which the leaders of the caucus should be compelled to make explanations to their followers.

"The proposal to legislate out of office the present election commissioners should be considered In connection with the recent history of the Board of Elections. After an Investigation by the Commissioner of Accounts, the Mayor, at the beginning of this year, appointed a new Board of Elections, upon which is only one member of the previous board. The Mayor's refusal to accept the recommendations of the Brooklyn Democratic organization for the appointment of James Kane led to an effort by Mr. Kane to have the Mayor's action In respect to him declared illegal. No doubt, the Brooklyn Assemblymen will be told that the ripper provisions legislating the Board of Elections out of office were inserted in the Levy bill largely as a result of Mayor Oaynor's refusal to accept the dictation of the Brooklyn Democratic organization In regard to one of the appointments.

The question arises, however, whether the Brooklyn Democratic Assemblymen are so resentful over this action of Mayor Gaynor that they will vote for the bill even at the cost of losing their legal right to have a Brooklyn Democrat on the Board of Elections. The relations between the Brooklyn Democratic organization and Tammany Hall have not always been so pleasant and cooperative as to Justify a sagacious Democratic politician in giving Tammany Hall the right to decide whether a Brooklyn Democrat shall serve on this board. Would that not be a case of the' Moosehead Entirely Rebuilt MORE than in $300,000 have been expended remodelling, enlarging and refinish-ing. The journey itself through picturesque New England is a delight. Brooklyn Democrats and elect two Man hattan men to the Board of Elections. The Reupblican aldermen, or a majority of them, are to select the two Republi can members of the Board of Elections, and therefore the Republican members might also come from a single borough. "This Is by all odds the most thor oughly vicious election bill which has ever been sought to be folstered upon the people of the state. No wonder the caucus was asked to act upon It blind folded." SABBATH SCHOOL GRADUATES Diplomas Awarded to 27 by Hebrew Educational Society.

The graduation exercises of the Hebrew Educational Society Sabbath school was held last night in the lower audi torlum of the society building, Pitkin aenue and Watklns street. Over five hundred were present to see the diplomas for completion of a course in Jewish history awarded to three boys and twenty-four girls. An excellent musical and literary programme was also given by the graduates. Chief Magistrate Otto Kempner delivered the address to the graduates and the parents. He devoted the greater part of his address to uttering words of praise to the graduates tor their Bplendld showing and congratulating the superintendent and his staff of voluntary workers in the Sabbath school.

In commenting upon the number of girls being graduated as compared to the small number of boys, Judge Kempner said: "We owe to the mother of Isreal the devotion that the Jewish race has shown to all. To-day It is our Jewish girls that are going to be the mainstay of the Jewish race." In the Introductory address, the chairman of the evening, Dr. Charles S. Bern-helmer, the superintendent of the Hebrew Educational Society, took occasion to state that Jews of a real patriotic feeling do not try to express this feeling by demanding a Jewish regiment and a Jewish armory. There should be no more a Jewish regiment than one for Catholics, or for people of any other religion.

"We Bhould all be one on the question of patriotism." The graduates of the Hebrew Educational Society Sabbath school are: Sarah Resnik, Benjamin Kogut, Sarah G. Cohen, Lena Goldstein, Pauline B. Importance of Brooklyn Democrats Being Well Posted on the Situation. The Citliens Union has Issued a itate-ment relative to an Important feature of the new movement to Increase the powers of the Board of Aldermen. The statement deals specifically with the effort to legislate the present Election Board out of office and give the right of naming Its new members to the Alderman. The statement Is as follows: "The Levy election bill which the Democratic caucus early last week voted to support, although printed copies of the bill In its final form were not available till after the Legislature had adjourned on Friday legislates out of office the present Board of Eleotlons of New York City and provides for the choice of a new board by the Aldermen Instead of by the Mayor. These ripper provisions of the bill were not, so far an we have been able to learn, men tioned in the Democratic caucus.

One question which arises, therefore, Is as to whether the Democratic Assemblymen will consider themselves bound to support a ripper bill of this sort when they were virtually deceived into supposing that It contained no such ripper provisions. "This question will be particularly Important to the Brooklyn Democrats because the amended bill is so drawn that It would be quite possible for the Tammany majority In the Board of Aldermen to choose two Manhattan Democrats as the Democratic members of the Board of Elections, leaving the Brooklyn Democratic organization entirely unrepresented. The present law requires that one member of the Board of Elections shall be a Brooklyn Democrat. Are the Brooklyn Democratic Assemblyman willing to consider themselves bound by suoh a blind caucus to vote for giving away this right which their organization now has under the law? "From the public's viewpoint the ripper provisions of the Levy bill are vicious to the last degree. There la no question here, as Senator Orady would have us believe is the case with the other ripper bills, of taking back from the Republicans some stolen goods. It is apparent that Tammany would legislate out of office the present Board of Elections because It Is not so subservient to machine influences as previous boards. Tammany has been far more successful of late in controlling the Board of Aldermen than In Its effortB to control the Mayor.

Therefore, says Tammany, the Mayor shall no longer appoint the Board of Elections and the board he has already appointed for a two-year term must go out of office within twenty days from the time we succeed In passing one eleotlon bill. This Is the way the thing frames up from the point of view of the public. "The Levy bill, however, does not permit all of the aldermen to participate In the choice of any single member of the Board of Elections.
