Butler, is to wnge a cnmimign ngalnst the practice of many householders in obstructing fire escapes. He has written to the police magistrates urging them to Impose on all offenders the maximum punishment for violation of the law. The penalty is fine of Kvery dwelling designed for three families or more, and having accommodation for separate housekeeping for each tenant Is a tenement under the law. In the five boroughs "there are 100,000 of them. Many occupants use tire escapes as storage conveniences, forgetful that they were built for emergencies.

The Tenement House Department cannr of course, keep all of the fire escapes in the city under surveillance, and depends great deal upon citizens to report violations of the law. On receipt of a complaint the department nt once sends an officer to investigate. He must not return until he can report the fire escape clear. He warns the offender and makes another visit or so to the premises to arrest the offender, if his warning is unheeded.
