Doings In Zionist Circles, Preparations are under way for th twelfth annual convention of the Federation of American Zionists, to be held in New York City, June 12-15. Delegations are expected from New Jersey and Pennsylvania. A special meeting of the executive committee of the Federation has been calleJ for the afternoon and night of Sunday. This meeting will be devoted principally to a discussion of matters pertaining to the coming convention, the hearing of reports from the various chairmen of committees, and the discussion of resolutions to be presented at the convention. Arrangements have been made for the complimentary dinner to be given to Nathan S. Jonas, Thursday, May 20, at the Brooklyn Academy of Music. Among the men of Brooklyn who occupy high positions In the affairs of the day, none has been more public-spirited than Mr. Jonas. Mr.

Jonas is vice president of the Unity Club, president of the Citizens Trust Company, president of the Sumner Savings Bank, secretary of the Jewish Hospital, past master of Euclid Lodge, F. and A. has been a member of the Board of Education and is proposer of the Federation of Jewish Charities. An honorary committee of one hundred and fifty men prominent In all walks of life has been appointed. Shallow, John B. Creighton and Henry Newman, Oscar S. Straus to Be Guest of Honor at Dinner of National Council of Commerce. At a meeting of the executive committee ot the National Council of Commerce It was decided to have a dinner for Oscar S. Straus, former Secretary of Commerce and Labor, in recognition of his services in Initiating the movement which led up to the organization of the National Council of Commerce and of his subsequent activities in its behalf.

Many men famous In International affairs have accepted Invitations. United Jewish Aid Societies Hold Meeting. The directors of the United Jewish Aid Society held their regular meeting at the headquarters, Hopkins street and Delmonico place, Thursday evening. Jewish Community of New York City in Permanent Headquarters. The Jewish Community of New York City has taken permanent headquarters in the Hebrew Charities Building, and all Its official business Is already being carried on from its- office.

The committee on propaganda, of which Dr. Joseph Silverman is chairman, is now making plans for conducting an active campaign to enlist further co-operation from the Jewish congregation and societies ot New York with the work of the Kehlla. This Mr. Cummins upset all these calculations. He stated that a law passed in February, 1907, applies to just such Instances as the Sag Harbor Custom House, where the receipts from the maintenance of the port of entry were small, and where old officials bad died or resigned.

This law is to the effect that where there Is no collector the Secretary of the Treasury Is authorized to appoint a deputy collector and designate the collector to whom he shall report In this case, probably, the Port of New York, as the District of Patchogue does at present. The Russian government has resolved to abolish the province of Siedlece, which Is now Included In the Kingdom of Poland, and to establish a new chelm province, which win added to the Kieff district. Although the new province will still belong to the pale of settlement, the Jews residing in the villages will lose their right to live there, and they will all be prohibited to buy or lease landed property, In accordance with the Ignatieff restrictions, which are not applied to Poland. M. Nesselovltch and M. Freedman are endeavoring to persuade the Octobriss and the Opposition to Introduce a special clause into the bill, which would save the local Jewish Inhabitants from certain danger and prevent wholesale expulsions.

The government is, however, In favor of depriving our co-religionlsts of their privileges In the new province. The Present Relief for Finnish Jews. When Finland was a part of the Swedish kingdom, Jews were confined to three towns Stockholm, Gothenburg and and not allowed to enter any other town or commune for trade or residence. In 185S. Finland, then being Russian, permission was given for Russian soldiers garrisoned in Finland to remain on the duchy and trade; Jews were tacitly included.

The great majority of the Jews of Finland to-day are the descendants of these Russian soldiers. In 1862 and 1888 the present passport regulations were Issued, under which other Jews were not permitted to settle, but only to travel In the duchy, and to reside for such short periods as the provincial governors might allow. In 1878, citizenship without regard to religion was granted to all except Jews, but In 1881 a Jewish commission was appointed which recommended complete toleration and citizenship. In 1884 a bill to that effect was Introduced and passed by the four houses, but was refused in 1887 by Alexander III, on accpunt of the small number of Jews In Finland. This marked House district will be abolished.

The United Hebrew Charities of Manhattan have been obliged to curtail their pension list through a lack of funds, and the Hebrew Orphan Asylum of Manhattan has been the main sufferer, as most ot the mothers who no longer have any means of support are forced to commit their children to that Institution. Mrs. William Einstein, who resigned as vice president of the United Hebrew Charities, has organized the Widowed Mothers Fund Committee, which began Its work at the children's bureau of the Department of Charities.

Supreme Court Justice Samuel Green-baum, president of the Council of Jewish Communal Institutions, announced yesterday that he has called a special meeting of the council for Saturday evening, to which will be referred the questions which have arisen concerning the cars of the homes of widowed motherB. Pending the meeting, the United Hebrew Charities suspends the order requiring the commitment of orphan children to institutions. The Brooklyn Circle of the Jewish Chautauqua Society will hold Its next meeting Monday evening, May 10, in the vestry rooms of Temple Israel, at 8 P.M. Hebrew Orphan Asylum Band Plays for Assembly at Albany. On Friday, April 30, at the closing session of the Assembly, the Boys Band of the Brooklyn Hebrew Orphan ABylum, through the efforts of Assemblyman Isaac Sargent, visited the state Capitol, at Albany.

During the recess the band rendered a concert for the members of the Assembly. Heretofore the band of the Catholic Protectory has played on this occasion, and It is the first time that one of our Jewish institutions has had the opportunity to entertain the state legislators. The boys arrived at Albany at noon, and proceeded to the Capitol building. In the gallery of the Assembly chamber the youngsters Bpent the better part of the afternoon playing for the members of the Assembly. They were then received by Governor Hughes in the Executive Chamber, where they serenaded the governor.

Governor Hughes addressed the boys and had a cordial handshake for all of the little fellows and a few complimentary words for each. The boys were also received by Secretary Kocnig, who likewise gave the band a hearty greeting. They left Albany in the evening In a special car attached to the Empire State Express, with many of the members of the Assembly accompanying them. The visit to Albany was a unique experience for the boys and one which they will never forget. All who heard them were very enthusiastic.

Mr. Lazarus, the superintendent of the Hcfcrew Orphan Asylum, and Philip Egnes, the bandmaster, accompanied the boys to Albany. Young Men's Hebrew Association Now a Center of Activity.
