Alexander C. Howe, re- came consulting surgeon of the tired Brooklyn surgeon, who for many years specialized in diseases of the ear, nose and throat, died yesterday in his home, 45 Eastern Parkway, at the age of 86. One of the pioneers in the study of allergy, especially as it applied to ear, nose and throat ailments, he contributed numerous papers to medical journals on relating subjects. He was a Fellow of the American College of Surgeons and was certified by the Board of Otolaryngology. Dr.

Howe, born in Manhattan, was graduated from New York University Medical College in 1893, and soon thereafter began the practice of medicine in Brooklyn. Maurice C. Levin, a certified public accountant and a former sur-president of Kings County Lodge of B'nai B'rith, of which he also was a founder, died yesterday from 'a heart attack while driving to Manhattan with his son, Gerald Levin. was 54 and lived at 1784 E. 21st Street. Mr.

Levin, who maintained offices at 220 Broadway, hattan, and in Greenport, L. was a member of board of governors of B'nai B'rith Home for the Aged in Yonkers, N. He was a member of the Hillel Foundation Advisory Council of New York. Besides his son Mr. Levin survived by his widow, Mrs.

John D. Bowers, Policeman 21 Yrs. John Dewey Bowers, a member of the New York Police Department, died yesterday in St. John's Hospital, Long Island City. He was 50 and lived at 195-09 45th Flushing.

Mr. Bowers, who served in the Army Air Force during World War joined the police department 21 years ago. He was a member of the Police Department American Legion Post and of the Holy Name Society of the department. Surviving are his widow, Mrs. Irene Bowers; a daughter Marita Ann Bowers, and three sisters.
