That the policy of tho City of Brooklyn has been to keep the assessed value of the property as nearly in conformity with the sale of property (which the law contemplated) aa waa possible, which have depreciated to a greater extent (particularly on unproductive property) than the amount assessed has been rendered certain, while in the other towns the depreciation has not been so great, so far aa the taxqs incident ti the City are concerned. This can make no material difference to our citizens, if the aEsess-ments are made equitable in the different wards, as it makes no difference whether they pay small per centnge on a high valuation or a greater per rentage on low valuation, where there is specific amount to be raised to delay the expenses ofjfle City, but it must be evident to all when a given amount ia tu be raised, like that contemplated by the law imposing one mill on tbe dollar on the valuation of all property, that the valuation becomes a lerioua matter, and if our land within tbe limits of Brooklyn are no more valuable than the lands in many other town of the various Countiea of the State, and are assessed at three or four times the value, we pay then three or four times more than the owner of such land to the State, which is evidently unjust and not contemplated by the law, but grow out of localities and discrepancies as to valuation indifferent parts of the State. While, therefore, endeavor to procure justice to ourselvea and citizen, we do no injustice to our neighbors nor to the citizens of any other portion of our State, si our'rehef will impose no additional burden upon them, they paying only the mill on the dollar upon the value they have put upon their prop erty. To my mind this reasoning wa conclusive and satisfactory, and I cannot conceive how Supercisor" can take umbrage even the preamble, a it ia only a matter of opinion of thoae who represent the City, founded upon the knowledge winch they deem they poeaea i and if the facta will not bear out the intormatioa they have received, they caunot make it operate so far aa a comparison of the towns in the County is concerned.
