M'MCLLBN COKSELTS MB. WILLIAMS. Conscious that I had done uothinz which 0 ukl not bear the closest scrutiny, I sought nn interview with Mr. T. Williams, one of Callicot's counsel, and statsd to him what I bad beard.

From him I received such csbu ranees as led me to believe that, whatever might be Callic it's intentions, his counsel did not seek to clear him by an attack upon me. Satisfied with these assurances, I left home little dreaming that in my absence a conspiracy would be formed by those charged with crime to shield themselves i. cm punishment by arraiuniug me before tie community as the chief criminal, and presenting themselven as the innocent jind spotless victims of my efforts to defraud the Government. The testimony given, on the trial of Callicot shows that my informant had some ground for bis statement, and that there was a delicate attempt on the part of Callicot, aided by Cunningham, to secure the acquittal of the former at my expense. MR.

M'MULLES WARNED MR. CALLICOT. I bave been willing to rejos'n silent, and submit tounjust reprocbtn, uutil te trial was fully concluded and sentence pa-sed, rather than do any act which might add to the measure of pjnisbmeot which, from the very I warned Callicot would be the reward bis official neglect and misconduct. The termination of the trial and i he sentence o' Callicot now relieves me from all restraint, and I therefore submit to the judgment of a candid public and my numerous rends the following statement, i toe confident hope that it will remove any impression created by the testimony given on that trial, that in any respect, attempted or designed to defraud the Government. MR.

CALLICOT'S APPOINTMENT COST $20,000. In the early part of 1867, at the urgent request of Callicot, for a portion of threa months I remained at Washington, and all of that time labored to secure hs appointment as Collector of the Third District. Avainst my protest be agreed to pay money to accomplish that object, and arrangements were made for the payment of over $20,000 to persons of supposed influence with officials there. The difficulty of raising this gum became to great that at one time be almost resolved to relinquish the undertaking, and probably would have done so bad I not accidentally become acquainted with Alexane1! 11. Cunning-bam, who submitted to a proposition which Mr.

Callicot deemed exceedingly opportune and calculated to remove the difficulty. Jn endeavoring to obtain recommendations for Mr. Callicot I one day sought and obtained a letter lrom Ex-Sheriff to Hon. W. E.

Robinson, indorsing Callicot, and in so dcicg for tbe first time, 1 crams acquainted with Cunningham, although be swears the he had known me lcr years. He then professed to me the utmost anxiety for Callicot's success, and when I expressed doubts of it because of cost, he stated that tbe distillers of the district would gladly pay it that their business had bean ruined for want of a competent Collector; that their )os in lying idle was enormous, etc. MR. CUNNINGHAM WILL RESPOND. I replied that I would consult Mr.

Callicot cn the subject, and I did so, and he subsequently authorized and requested me to ac cept wnat ne tc meet tne opportune otter. That this s. is true the following extract from a letter from Cunningham to me, written over two months prior to Callicot's appointment, conclusively shows: Bioohtb, Feb. 23, 1807. Trimd Mack: Esve tried to get some of tbe parties to come up to the trark, but all seem to be la doubt as to tbe future.

Will be able to tell you all wne.i I see you. For myself, mark me down for whatever you tbf or Is right, and I will respond. Hope you win carry your point all right and get our friend the place. Your rriend. Cum cthskak.

The money which Cunningham shears he paid me was paid for the purposes indicated in that letter, and not otherwise and eve dollar which he ever gave me wasby'me immediately banded ovei to Callicot to enable Iiim to meet expenses and promises connected with his appointment. I simply acted as the medium through which moneys were transmitted to by parties who desired bis appointment. To this extsn. have I offended, and not beyond ii and if this is an offence deserving punishment, I fear that but few officials now holding office have friends whs would escape it if their acts were made public. I can now see that I committed a grave error in allowing myselt thus tot mirV the tool for accomplishing purpocesof whic'i I was then ignorant, but which subsequent events clearly indicate were connected with Callicot's appointment.

But what I did was in entire good faith, nod I had not the remotest suspicion that 1 was dealing wii'-men who were conceit ng a scheme to fraud the Government. MB. M'MXTLLEN DID NOT SUSPECT. And when I subsequently, at the request of Mr. Cunningham, saw Mr.

Callicot in re.erence to the approval of a bond, I did not for a moment su-vct that it was to bo used for any fraud purpoie. The so'c object for which I saw h-m was to give such information as I poise 9ed in reference to the responsibility of Cunningham. It is true that odo of ie papers which tbe latter took or sent to Callicot was marked by me with the letter M. Bit.had Cunningham told the whole truth in reference to it, he would have stated that I expressly declined to take those papers to Callicot, and that I simply placed my initial letter upon one of them to enable me to identify the paper as one in regard to which I had been solicited to see him. What Cunningham jtified to as to my agency in procuring permits for the removal of whisky is utterly destitute of truth, except in one particular.

On one occasion he did band; me a paper in an envelope which he said was a permit, and asked me to take it to Mr. Callicot, and get one of current date, as he had not hid lime t. na tho other. I consented to do so. And tank- it in Mr.

Callicot, whom I found alone in hia cmce, ana on SVatinn to him Piinmnrh.irTrs request, be directed me to write in the date 4 24th," which 1 did in his presence, he at the same time telling me to say to Cunningham that he must come in in the morniug when the clerks were there, and get a fresh peruiu nnea out. lr there was anythin--wrongin this act, I certainly was then andata now entirely unconscious of iu 1 knew Mr. Callicot to oe a keen and accomplished lawyer, and I assumed, and had a right to assume, that he understood his business, and would not direct me to change the dato of a permit unless he had a to do so. MR. MULLEN WAS NOT A F1BINEB IN BROWN A CO.

Cunningham's statement that I was a Sinner in the rectifying establishment of rown 4 Co. is still more of truth. He knew, as also did Callicot, that I had no interest whatever in that establishment; and yet the contrary fact was permitted by them to go uncontradicted. Bnt it was not a part of their plan to have tbe truth come out in my absence. In fact, it wbi evidently the intention of both to give such shape to the testimony on the trial as to make it appear that I was the chief criminal, and the author and finisher of the entire Scheme to defraud the Government, Thev caused me to be denounced as infamous," the master spirit," the shrewd manager," etc, and Callicot's ctn-sel charged me with deserting him in his hour of need.

To what extent I have deserted him my books and his leUars in my Sosseosion will show. Since h's arrest in eptember last I have loaned to him or paid on his order nearly $3,000, a part of which was paid as late as the ISth of April last, and not one dollar of which baa been repaid. That I did not appear upon the stand as a witness in his favor was not my fault. He knew of my intention to visit Chicago and the West, and he well knew all that I could testify to either for or against him. Had he desired me to remain and be present at the trial, I should cheerfully have done so; and I certainly should have remained to confront Cunningham, had I conceived it possible for human depravity to reach so low a depth as it did when be went upon the stand and saved himself from merited punishment by holding me up as the real conspirator against the laws.

It would require more space than 1 can either ask or expect from the publio press to point out in detail all the inconsistencies in bis testimony, or give all the facts which demonstrate its falsity. I have shown sufficient, I think, to warrant the public ia hesitating to accept his statements as truth. The trial of the case was closed before I learned from tbe newspapers, which reached me at a distance, of the extent of bis infamy and of tbe treachery of Callicot; and my great regret now is that I was not at home, where I could have been placed upon the stand and baw given to tbe Court and Jury the entire history of my connection with the transactions disclosed on that trial. As it is, I am compelled to content myself with this brief statement in answer to the testimony which occupied the attention of the Court for several days. To those wbo know both Cunningham sad myself it was, perhaps, unnecessary that I shoald attempt any justification or denial; bnt with the publio generally my silence might have been construed into a confession of guilt.

of tbe Union Club. Scot -is Messrs. joboson aud Hr -man. Dry Goods. The spring business in dry goods has been unusually prolonged, by reason of ibe unfavorable weather of the past month, and unsatUrd condition of political aSa" rs, bat it is now very nearly at a close, and the I ansae! ions for "the next sixty days which '1 bridge over the time until the ccn mencement of tbe fa'l trade; mnst nee artly be limit' d.

But jobbers have not yet begun to cover up their goods, and there is considerable doing in tbe way of krep'Dfj up many nouses a-e on thee ert to pick up of desirb'e gooes the ia'ltcade when t'-ey c.n be bad t-dff cient'y cheap. The spring trade has ro. been quite so large nor as profitable ps red been orably anlicipat'a but it lias not been a disastrous season, by amv nic.ins. Credits have been well sustained, and collections have been good. There will be Lometbing doing through the summer and the fall may be looked forward to with a confident feeling, takrng the crop prospects from all parts of tbe country as a basis prudent calculations.

In regard to the trade of the pat week we nave no points of special importance to notice. Prices have undergone no change! ot moment, and tbe prospects of the cotton crop, with the price of the raw material in Liverpool, do not warrant speculative movements either for a rise of a fsll. The safest course, from present is to buy from band to mouth, which, after ail, is tbe true rule for merchants. Domestics of all kinds are quiet. Though many mills have suspended operations temporarily, for repairs or other purposes, there is something of an increased stock in the hands of manuiacturers' ajeop, which ia not likely, however, to prove excessive.

In brown sheetings and shirtings there is but little doing. Prices remain firm and manuiacturers show no anxiety to three sales. The bot turally causes languidness snd si ind'p -sition on either side to force business. The stck of heavy weights is something larger than it was, bnt prices have not declined in consequence. The market for bleached goods :8 in very much tbe sane condition as that for brown sheetings.

The latter qualities of leadirg styles a-e in fair demand and prices are firmly maintained. Medium and low grades are less firmly held, and in some cases a decline of prices to the extent of a cent a yard has been submitted to. Drills are in good supply, but in limited demand. The leading makes such as IV perell, Laconia, Appleton, and Massachusettssell at 17 cents. Canton flannels are not yet in demand for the fall trade, but appearances fa- tbe conclusion that thero will be an advance in prices before long.

Stripes and ticks or the bettar qtiaiit'r-are in moderate demand at quoted prices, but there is little call for the light weights. In grey printing-cloths there is very little doing, except for speculation. Prices bave been in a very unsettled condition but there is a slight improvement in the tone of the market, and rates are a little better. Prints are very quiet. Holders of the summer styles are very willing to close oat their stocks at a concession, in order to prepare for the fall styles, which have not yet made their appearance.

Prices bave a yielding tendency. Ginghams of good styles and of tbe best quality are in good demand. Printed lawns bave been selling morefree-ly, and prices are consequently well kep. up. Rolled jaconets and cambrics are ready ot sale and prices are firm.

Muslin de laines have sold well, snd the light styles for summer wear are very greatly reduced in stock. Woolers of all descriptions are comparatively dull. The spring business in lancy cassimeres and srtinets is about over, while tbe demand for tte lall trade has not yet manifested itself. The best qualities of satinets are a shade higher, but the inferior giades are not wanted. In foreign goods the trade for the season is about over the steamers which arrived during the past week brought very small cargoes and, except for light dress goods of novel styles, adapted to the immediate want of "tbe sesson.

there is but little demand for Biit-sh snd Continental fabric. Tbe auction sales of the week have been of very little account, aud consisted chiefly bfosen lotsand remnantsoi consignments.
