Another British aviator tackled single-handed a squadron of fifteen Germans. He was soon Joined by brother pilots, but he alone accounted for two German machines after repeatedly facing what seemed sure (By the Associated Press.) British Headquarters in France, July 20 Not since the war began has such severe air fighting been witnessed on the British front as has taken place recently. It was little more than a week ago that the Germans strongly challenged the British claim to aerial supremacy and displayed unusual activity all along the line. The British accepted the challenge, and the result has been some of the most furious battles and destructive raids yet seen. Great squadrons of opposing air craft have clashed In bitter and spectacular battles among the clouds and individual fights which were conducted to a finish have been numerous.

Since July 12 the British have brought down at least 41 machines, have driven 37 others out of control and have carried out innumerable successful bombing raids on enemy ait-dromes, Railway stations and other important points. 28 British Machines Missing. Washington, July 20 The eleventh hour change in the plan for fixing the order of military liability of the 10,000,000 men who iregistered on June 6 was made by the War Depart ment officials last night because of Petrngrad, July 20 The villa of Mademoiselle Sheshlnska, long the headquarters of the Maximalists who defied the authorities to dislodge them, capitulated after a slight brush yesterday morning. The occupants took refuge in the Peter and Paul fortress. When the fortress was later surrounded by troops the Maximalists ran up a white flag and surrendered. The troops have received orders to clear out the Maximalists from the home of the celebrated dancer and take possession of the fortress. In the early hours of the morning a regiment of bicycle troops reached the capital and rode to the Champs de Mars field.

A large body of newly arrived Cossacks also concentrated there. Other troops approached from the rear of the fortress and dawn found the place surrounded. The Maximalists fired a few shots Berlin. July 20 (via London' German troops have pushed forward through three strong Russian zones of defense between Sereth and Zlota Lipa, rivers, in Eastern Galiria. says the official statement IsMied today by the German army headquarters staff.

The. Russians suffered heavily, the statement adds, and are retreating In disorder. The Germans took a few thousand prisoners. Petrograd Admits Failure.

Von Wcstarp Approves Resolution.

Count von Westarp, conservative, extended a welcome to the new Chancellor and expressed the sincere wish that ho would succeed In conducting the affairs of the empire with good results In the serious and difficult situation of the country. "The desire of our enemies to annihilate us has not yet. "beep broken." he said. "They still regard as a sign of weakness all proofs of our willingness to make peace. The foreign press Is saying that the proposed peace resolution is circulated to stiffen the courage of our enemies and prolong the war.

We therefore regret this resolution, which is not conceived to strengthen the will and firm trust of the enemy and the nation. "We shall not obtain peace by means of resolutions and by moral cxhortion to certain of our enemies such as we have heard today. The resolution is to be found on another field. The heroic action of our troops will achieve complete victory. Territories the size of the German Empire have been conquered by the blood of our brothers and sons.

Peaoe Only as Victors. Dr. Michaclis' words on this point require a careful reading, and are capable of various interpretations other than a surface one. His German indicates a willingness to make peace only as victors, and in his use of the words "understand" and "give and take" (the German words ver-staendigung und ausgleich), he revives the Bethmannic ideas of readjustment of the frontiers and colonial possessions by barganing rather than the restoration of the status quo.

Peace, he said, must offer the foundation of a lasting reconciliation of nations (Loud cheers greeted this' statement). "It must," he continued, "as expressed in your resolution prevent nations from being plunged into further enmity through economic blockades and provide a safeguard that the league in the arms of our opponents does not develop into an economic offensive alliance against us. Germany Cannot Again Offer Peace. "These alms may be attained within the limits of your resolution as I Interpret it. (Cheers.) We cannot again offer peace.

We have, loyally stretched out our hands once. It met no response, but with the entire nation and with Germany, the army and its leaders, in accord with this declaration the Government assuring it of energetic support from this quarter in its struggle against the attempts to provoke civil war. Ukrnnian Problem Solved. The following cablegram was received by the Jewish Daily Forward today from its Petrograd correspondent: "The question of autonomy for llkrania, which was the immediate cause of the resignation of three Ministers from the Cabinet and the disturbances for the past couple of days, was solved today by representatives of the Government and the National Council of Ukrania. According to the agreement, only the Constituent Assembly will have a right to pass on the final organization of the province.

Meanwhile a committee composed of representatives of all the Ukrania nations shall serve as the local organ of the Provisional Government. "The disarmament and detention of groups of extremists is going on "successfully. It is expected that by tomorrow work will 'begin again In the factories and on the street CRrs." 322, 421, 35, 7, 84, 960, it was possible to work out two ways in which these numbers would come up for examination. A new and unusual opportunity for the enlistment of civilians for the period of the war has been offered at the initiative Chief of Coast Artillery and recently approved by the Secretary of War. The enlargement of the army for the. ur.poe of meeting the present emerge iWy" has given an opportunity to many" of the enlisted specialists in the Coast Artillery Corps to obtain commissioned grades with the resultant vacancies in the grades of sergeant major, master electrician, engineers, electrician sergeants, master gunners, radio sergeants and firemen. To meet this condition and supply the proper material a three months course in electricity, radio telegraphy, artillery and clerical work has been thrown open to civilians possessing the proper qualifications, and If successful in pursuing the course limited warrants will be issued. This school course for the Eastern Department will he in 46 P.

These men should be informed that they should make application for the attendance at the schools for the instruction of candidates for temporary appointments as enlisted specialists to department commanders of the departments in whose geograph-Ical limits they are located. These applications will be forwarded to the commandants of the schools designated below who will examine carefully the papers, and decide whether or not a candidate wil be admitted to the school. "Upon notification that the candidate is successful in his examination, and eligible for admission to the school, he will, upon enlistment, be ordered by the department commander to report to the commandant of the school for the course of instruction. If he: successfully completes the three''WSwhs course of instruction he will He eligible for temporary appointment as an enlisted specialist. "The commanding officers of these training schools, upon the completion of the course of instruction, will arrange the successful candidates for each grade on one list according to merit, based on their practical and theoretical work during the school course.

A similar situation was found to exist in many parts of the country.

In some lists colored and white registrants had been classified in separate groups and the serial numbers ran accordingly. In others, aliens were separated and given their own group of serial numbers. Tangle Found Hopeless. It wasa hopeless tangle. If the double drawing system were carried out, one election district in any exemption division might be swept clean of all Its young men to fill the quota, while the other election district in the same exemption area furnished no men whatever.

In other cases it might be necessary to pass upon an exempt a thousand aliens before a single American was called to service. In others a thousand negroes might be taken for examination before a white man was called, or vice versa. There was only one way out, and the War Department promptly an-nounoed that the whole intricate method of drawing devised to save time and labor would be abandoned In favor of the simple, direct plan of drawing sufficient numbers to fix the place of the last man in the largest exemption district. That was the original plan, and it was Intended for weeks to draw in that way, but the SI P. S.
