(Special to the Eagle.) Albany, March SI Assemblyman Thomas O'Nell again to-day tackled the Livingston street problem. In which his district Is greatly Interested. He Introduced two bills hearing on tho subject, one of which he thinks will he passed. The opposition of Borough President Littleton to the measure Introduced by him seversl weeks ago haa prevented a report on II. One of the bills prevents the building ot any railroad on Livingston street, and la evidently intended for tactical purposes.

The other distributes the cost of ihe assessment In such a way as to relieve property owners at some distance from Ihe proposed Improvement. This bill places "5 per rent, of the cost on thn eliy generally. 20 per rent, on the abutting properly ownera and only 6 p.r cent, on the neighborhood. The anil-ratlrnad bill I. entitled "An act to prohibit the construction of any railroad nn Livingston street In the linrntigh of Brooklyn In the City of New York."
