That tho purpose of the league Is to boom Alderman Heffernan'a popularity probably will be denied by the members of the new organization. But, the Eagle's informant pointed out to-day, the meeting rooms of the league will be In Heffer-nan's headquarters over Tom Wogan'a saloon, at the southeast corner of Fifth and Prospect avenues.

And Alderman Huffernan himself will tie one of the league's members, It is said. What is said to be the gradually epreading power of Representative Calder in South Brooklyn, a power which threatens the Democratlo autonomy of the Seventh Assembly District, is said to have prompted the organization of this new league. Congressman Calder. as leader of the Republicans of the Twelfth Assembly District, ie making strong headway among the voters of the Seventh, which adjoins the Twelfth, runs the story, as to the reasons for the new league's formation, and there Is fear among the Democrats of the Seventh that the ingress may be eo sweeping that. If something is not done by way of blocking it, the Seventh will go Republican and where will Alderman Heffernan be then? Is asked.

It was said to-day that the new league was started without Alderman Heffernan's knowledge, though the Heffernan headquarter la to be used for the meeting One question which the new league proposes to take up is that of the order of the B.

The statement was made by Mr. Bensel that the alternative plan was being discussed owing to tho opposition to the tapping of Suffqlk County. People were protesting that it would cost $47,000,000. That was erroneous, Mr, Bensel said. Even if the city Invaded Suffolk County only one pipe line would be used for some time.

According to Mr. Bensel, it would take two years to carry out the Suffolk plan and the same length of time to extend the Croton supply from Manhattan to Brooklyn. The question of the approval of the Suffolk County plan comes up before the State Water Commission next month. The Board of Water Supply, Mr. Bensel said, would simply present the facts In the case.

In oflier words, no elaborate arguments will be made to Induce the state board to approve the scheme. If it is All Expenses Included OUNARD LINES Fiom Piers 51-E2-56. North River, N. am Liverpool Service. Calling: at Flh Board.
