Kohn, president of the American Institute of Architects, declared in a symposium on current economic problems of the New School for Social Research, New York. The defect of these organizations, Mr. Kohn said, is that they are founded on the geographical principle. Organization of functional democracies in all the industries analagous to the Construction League recently established by the Construction industry was advocated by Mr. Kohn.

Function, not geography, he held, must be the basis Of industrial control. "Chambers of commerce," he as- Iserted. "do not widen the scope of understanding between the elements of production. They have become Just another kind of organized or Joint lobby, intended by the weight of numbers to effect certain changes in other organized forces, transpor- tation, government, etc. "In the building industry of New York City there are about 31 distinct contract or subcontract work trade associations.

The craftsmen 1 employed by these 31 groups are Included within over 50 unions. and machinery in the course of their work of probably over thousand different kinds. There are hundreds of trade associations in which the makers of these thousands of things are organized for mutual benefit. There are probably 20 or more professional associations connected with the process of building. "It is, therefore, a low estimate to say of the building industry in New York City that those who function in some way or other in the process of building construction are organized separately into 350 different associations, unions, trade groups or professional societies.

What is true of the building industry would probably be found to be true also of every other great Industry.
