(Special to The Eagle.l Washington, May 14 Dr. James Barton Haney, director of art in the high schools of New York City, delivered an address at the meeting of the Fine Arts Federation, yesterday afternoon, on "The Teaching of Art to, a Large Audience of Children at the 1tfjjopolitan and Brooklyn Museums." In" -the course of his address Dr. Haney saioT "It is the purpose to tell you how the School Art league of New York City is trying to rouse an interest in its art museums on the part of many hundreds of school children. This is part of the Art League's campaign for school museum co-operation. The leasue has sought a way to induce the city's school children to come to the museum of their own instance, without teachers or parents.

It thinks it has found the way, and I am here to tell you the story. "Twice a year the league issues cards to the elementary school principals inviting their pupils to free Saturday morning lectures. These are talks especially arranged for little people. They are given in the auditorium of the Metropolitan Museum and in the great hall of the Brooklyn Institute Museum. No tickets are required and the children come trooping in, hand in hand, sometimes an hour before the lestnon is scheduled to begin.

One of these courses has just been completed. and you will gather from the titles of the talks their particular appeal to a child audience. The last three were 'Cleopatra An Egyptian 'Bayard A Medieval and 'Paul Revere A Colonial "The purpose of those talks is more than the mere telling of a bit of bio graphy. Much more. The hero of the story is only a peg on which is to be hung much that deals with the art or the time.

Cleopatra's reign is only a gateway through which to approach the wonderful collection of Egyptian art housed in the museum galleries; Bayard is a gallant figure around which gathers the glory of the Medieval court, and Paul Revere, craftsman as well as a patriot, is one whose art draws us to the study of the treasures assembled in the museum from many a beautiful colonial home. "The purpose of these museum talks is to bring the children over and over again to the museum hall to get them used to comingto give them the museum habit. Through the art stories and the hero tales they are to learn the human background behind the silent museum thev are to touch hands across the ages with the little Greek children who Dlaved with their dolls two thousand years ago, they are to know the stalwart figures who once wore the suits of mail, they are to catch, if never so little, something of the joy that went into1 the labor of the weavers, the goldsmiths, the joiners-and potters, whose works I now fill the spacious museum gal- leries." May 8. my son was listed as having competed In the Spelling Bee at the Academy of Music on Friday evening. The error was a natural one, as he attended the exercises, and remained on the platform long enough to receive his sliver medal, as the champion of Public School No.

22, Queens. He left the building, however, after receiving medal and did not enter the contest. His declining to do so was at the suggestion of both his mother and myself, and we urged this action for several reasons. We believed that the strain to which he would be subjected in such a contest, held under such exciting conditions, was entirely too severe for a boy of 12. The size of the building, the excited crowd, the huge number of contestants, the applause all following upon the stress of preparing the last list of, words within only one week, all combined to make a situation that we felt was fraught with mischief for an ordinarily nervous organism.

Another reason, however, influenced us in our decision. There has beeih a persistent feeling here in Queens that the terms of the contest have been such as to make it eaBy to doubt the absolute fairness of the competition. Had my son competed and been defeated. I would, of course, have made no reference to this matter. But i believe it is due to the winner of the contest, and to The Eagle as well, to make it clear that there could have been no partiality ana mat tne contest was absolutely and unquestionably fair and square.

The contest turned about the last irroun of words, those that-had not been reg ularly furnished to any of the contestants. Here is ample chance for unfairness, unless every precaution has been taken. In the first place, ac quaintance with such words as "agronomy" and "callosity" that are never used even by trained writers, is no advantage whatever to a lad or young girl, and to be able to spell them acids nothing to their really valuable acquirements. And in the second place, It seems to me that The Eagle owes it to Itself, to the winner, and to the boys and girls eligible to compete, to tell the exact story as to how those words were selected; by whom, to whom the list was known before the contest, whether the list was printed or typewritten, and, if so, by whom. I looked in vain over the programme to discover who was responsible for their selection and what precautions had been taken by The Eagle to make it sure that not one xf these words had been reported.

With all the possibilities implied in this list, entirely unexplained by the managers of the contest I would positively decline to enter either my son or the child of anybody else whom I could influence. you could not be surprised ir, in view of the unusual character of the words on this list, the question should ue tisrvttu mo uai uaiua o.uu uuw it was guarded. Of course, the matter or tne meaai is of comparatively little concern. That any doubt of the fairness of the contest should even be possible, for lack of statement of precautions takenrito make it fair is, of course, much more serious in its relation to young people. In their interest, as a parent, and as one professionally, concerned for -the influences surrounding youth, I write this letter.
