This is a problem 1 in relativity, in that it involves consideration of the relationship that Federal jurisdiction holds to State rights when one sets. up standard time against the daylight saving laws of the Commonwealth of Massachusetts. Baby Brandt is the little son who arrived in the home of Lieut. Commander and Mrs.

E. S. R. Brandt in the Charlestown Navy Yard at 11:53 p.m. on June 10, standard time; or at 12:53 a.m.

on June 11, daylight saving time. One school of logicians will argue that the problem is a simple one, for, inasmuch as the baby was born in the Charlestown Navy Yard. its birth came under the Federal jurisdiction which adheres to standard time, under which June 10 had not expired when 10 the baby was born. Hence June is the baby's birthday. In this computation the fact is not overlooked that the Charlestown Navy Yard is operating on dual time.

having adopted the daylight saving system for the employees of the reservation, but it is maintained that the baby is not an employee of the Federal Government yet and, therefore not subject to its rules regarding the artificial computation of time for government employment. D. has been trying to have the school playgrounds kept open after school hours, but has been told that there is no money for proper supervision, and that if left open without supervision it would prove disastrous to public and private property. Corcoran will lead a large delegation from the club to join a theater party tonight for the benefit of the Catherine I.

Carroll Memorial Fund. No provisions for smoking have yet been seen in any of the women's Democratic convention headquarters. The women convention visitors will have a "real boudoir" in the northeast corner of Madison Square Garden furnished in gay chintz and with comfortable chairs, divans and a chaise-longue. A novel feature is a long table similar to those used in chorus girls' dressing rooms, fitted with 24 small mirrors and 24 dressing chairs, where milady will find powder, rouge and all the facilities for beautifying. The committee of nine and its subcommittes have issued printed programs of their activities during convention week, which include enough entertainment to keep every woman visitor busy from early morning till after midnight.

But that argument is fallacious, of course, says the other school of thought, for the new baby is a citizen of Massachusetts. It must be SO if it is not an employee of the navy yard, subject to navy yard rules for employees, and. isasmuch as daylight saving is in force in Massachusetts under legislative enactment, it must be reckoned as the time ele.

neither is there agreement between them. for they have not discussed the problem yet, although Lieut. Commander Brandt is 80 delighted with the arrival of his son that he desires to let the world know about it at the first possible opportunity. and it is only logical to admit his contention that June 10 comes before June 11.
