20 (U.R) The Philadelphia Eagles of the National Football League last night "reluctantly" released quarterback Frank Tripucka, former Notre Dame star, on waiver to keep within tne jj-player limit. Greasy Neale, Eagles' coach, said Tripucka's release was made necessary by the return of fullback Ben Kish, who had been sidelined by injuries, to the club's active player list. "With the fullback situation what it is, we need Kish back on our active list. We hate to see Tripucka leave, but there isn't any other way out," Neale said. MMtl II 1 an II 111" We were gabbing with Howie Westphal at Cherry Vailey Sunday night about the wholesale substitution business In football. Here's a lad who had Just the experience to give rounded picture.

Until his senior year, he was mostly a relief man. "Here was my thought," barrister Westphal said. "A boy would be sent in, cold, on attack. He'd be in three or even four plays and, if his team didn't make a first down, out he'd goand the defensive operator would go in. "I know that if I were the attack player and we failed to make first down, I'd be just mad enough to be doubly certain that the opposing team wouldn't make a first down either.

I'd want another chance to get our team rolling. "I imagine a defense man feels the same way. He too goes in cold when the ball changes sides. Let's suppose his defensive team does hold the opponent. Then out he comes.

"I can imagine a lot of boys miss getting that nice mad when they get stung. That sort of thing is what stirs up a fellow to really do his stuff. It's almost possible for a defense player not to have one solid shot at a tackle in three or four series of plays." Could be this two platoon idea is a two-way stretch. It works well on offense, when the team is going well and it's wretched on defense when the team is losing. Old Pudge Heffelfinger, now 82 or thereabouts, was in town this week.

And still displeased at the way the forward pass has taken a lot away from the running game. Pudge surprised me by suggesting that there ought to be some sort of rule introduced which would kill the clock on running plays, the same as on pass plays that flivver. His idea was to have the clock stopped with the referees whistle at the end of every play through the last minute or two minutes of a game. To give a team that wants to run the ball the same number of chances obtainable now through passing. Killing the clock is strictly against the basic idea of football.

Time should be stopped only for a ball out of bounds or a regular time out. At least that would be in keeping with the ideas on which the game was established. I'm a little chary of tampering with the rules. Ever. That sort of thing should never be done In a rush.

Too many bloomers are pulled. In any game. Yet, I like to toy around with the idea of having the clock keep right on going even when a pass play is incomplete. In fact, the idea has a lot of appeal to one who feels that; passing plays altogether too great a role in present day football. Without, as its developers once thought, making room for lighter, faster boys.

They just worked up more speed in the big ones. Like basketball. Moore Volo Seeks Fifth Trot Victory Westbury. L. Oct.
