Only T. W. U. members will be admitted. Immediate Dismissal Subway workers, as Civil Service employes, would be subject to immediate dismissal under the law if they quit their jobs in a sympathy walkout.

The subways are operated by the Board of Transportation, Observers said Quill possibly could put a crimp in transit operations by imposing a "slow. down." This could be done by invoking working rules for subway employes that usually are ignored for the sake of smooth operation. Matthew Guinan, president of T. W. U.

Local 100, told the wildly demonstrating mass meeting yesterday in Manhattan's St. Nicholas Arena that the city had asked subway workers who would normally be off today to work overtime. He said he had told the workers to stay home. Tonight's strategy meeting "will be more important to this strike than anything that meets the eye now," Quill said. "We may have to rally all labor and the entire T.

W. U. to win this strike," he added. Informed sources have reported the eight privately owned bus lines have lost $2,000.000 and the workers $1, 000,000 in wages since the walk. out began New Year's Day.

So far the subways have carried the lines' 3.500,000 riders with out difficulty. Col. Sidney H. Bingham, chairman of the Board of Transportation, who was at Grand Central station of the Lexington Ave. I.

R. T. line. checking operations, said board, contrary to Guinan's report, had not asked workers to put in overtime today. He said employes of the subways who had called by telephone and offered to work extra time had been refused.

The day's only delays in the transit system were caused by normal minor mishaps. Brooklyn's only tie-up occurred at the Marcy Ave. station of the Myrtle Ave. elevated line when a train stopped for 10 minutes for removal of a stricken passenger to an ambulance.
