OF INVADING STATE POWER RESOURCES Norman Thomas Clears Governor of "Socialism" Charge in Attack on Housing Measure. Albany, March 15 (P) -Governor Smith stood on the offensive today in his water-power campaign, following his assertion that the State's power resources are threatened by encroachment of the National Government and long leases to private corporations.

Norman Thomas, Socalist candidate for Mayor of New York in the last election, commenting on another plank in Mr. Smith's program--the proposal for housing relief--criticized the Governor's plan, "because at best, the Governor proposes a rigorous limitation of profits." The Governor renewed his waterpower attack last night with the argument that a power authority with authority to prepare a plan is the "sensible and reasonable thing," and that the only restriction that ought to be imposed on it is the requirement "that the buildings, land and machinery required for electrical generation shall remain the property of the people of the State." Declaring that "the State should own these power plants in order to prevent the Federal Government from encroaching upon the domain of the State," the Governor said "that the Federal Water Power act, to my way of thinking, is an open infringement upon our rights." a recent hearing before the State Water Power Commission," the Governor declared, was brought out that Federal Government had granted a permit to a power company to divert water from the Niagara River. What business has the Federal Government to any such regulation or condition?" The name of the Governor's most outspoken opponent entered the discussion with the declaration that "no wonder Mr. Ogden Mills has the point of view a well-intrenched advocate of private interests." Mr. Mills, the Governor said, WAS a director in the power company to which the Niagara lease was granted.

Another encroachment on the State's domain, according to the Governor, is in a treaty between the United States and Canada, providing for water power development of the St. Lawrence River. BEDFORD DISTRICT CONFERENCE ENDS Students of Princeton School of Theology Hit Petting Parties. The Bedford District Young Men's Christian Conference at the Throop Avenue Presbyterian Church, Throop ave. and Macon closed yesterday afternoon after various students of the Princeton School of Theology had given the representative church members congregated there benefit of their experience in the school of divinity.
