McCooey's home Assembly District, last night declared against Governor Smith's county consolidation program in so far as it affects the five, counties in New York City. the first time during the present legislative session at Albany that a Democratic member has taken issue with Governor Smith on a major recommendation in the Governor's program. Lines Up With McCooey. Mr. McCooey, the Brooklyn Democratic leader, is credited with being the Smith plan for consolidating the five counties of the Greater City and reducing by consolidation the number of counties up-State.

Steingut has lined up with McCooey. "Are you for or the Governor's county consolidation program?" was artier question put to Assemblyman Steingut last night. "I'm against it; that is, I'm against it in so far as it affects New York City. I'm opposed to eliminating the county governments within this city. I don't think the time is ripe for such a consolidation.

I'm inclined to agree with the Governor's theory. I don't oppose, the whole plan as a plan. ALDERMEN HOLD UP 2 POLICE OFFICIALS' SALARY INCREASES Check on Hoyt and Kelly Boosts to $7,500 Regarded as Thrust at McLaughlin. Salary increases allowed by the Board of Estimate three weeks ago to Philip D. Hoyt and Edward J. Kelly of the Police Department were held up today by the Board of Aldermen on the ground that the on Salaries and Grades of the Board of Aldermen, Edward W. Curley, chairman, was not ready to report until an explanation had been given by Police Commissioner McLaughlin regarding the reason for the increases to $7.500.

This is considered a slap at the Police Commissioner by the Board of Aldermen. Hoyt was made 5th Deputy Commissioner end immediately after made secretary to Commissioner McLaughlin. Kelly was then made 5th Deputy Police Commissioner. The former salary of the Deputy Police Commissionership was $6,500 and of the secretary $4,500. Both salaries were raised the Board of Estimate to $7,500.

To Explain at Next Meeting. It was learned yesterday from an offleial at Police Headquarters that when the notices came there for a representative of the Police Department to appear before the Board of Aldermen and explain why the salary increases for Hoyt and Kelly should be granted, Hoyt was at tome ill and Commissioner MeLaughlin was out an inspec. tion of precincts. At the next meeting of the Board of Aldermen, it was said, a Police Department representative will appear. It is understood that James P.

Sinnott, a newspaperman and close friend of Mayor Walker, is slated for the position of Secretary of the Police Department. DR. CRUMP FIGHTING A $50,000 SUIT FOR CHILD'S OPERATION Accused With Dr. Coles of Tarrytown of Injuring 4-YearOld Ruth Major. Dr.

Walter Gray Crump of 837 Madison Manhattan, a widelyknown surgeon, has been named defendant in a suit for $50,000 along with Dr. Howard L. Coles of Tarrytown, N. Y. The suit is in behalf of Ruth Major, now 4 years old, and was instituted by her father, Napoleon L.

Major. Mr. Major alleges that Dr. Crump performed an unnecessary operation on his child when the latter. was 28 months old and that, as a consequence, the baby has been scarred for life and had to suffer for a long time.

On June 3, 1924. Ruth swallowed an open safety pin in her home in Tarrytown, N. Y. Dr. Coles was called in.

consulted Dr. Crump, and on the same day Dr. Crump performed the operation. The complaint alleges that Dr. Crump "wrongfully and recklessly and in utter disregard for the welfare, protection and health of the infant, did recommend, advise and represent that it was necessary and imperative that a surgical operation be performed at once for the purpose of removing the safety pin." The complaint further alleges that the operation was unnecessary and an improper treatment and that it failed in its purpose and that the safety pin was not removed from the stomach or body of the infant.

The complaint, along with denials of negligence by Doctors Crump and Coles, was submitted to the Brooklyn Appellate Division by Dr. Crump's lawyers in an effort to vacate an order requiring Dr. Crump to answer questions in advance of trial. The order was signed in Westchester Supreme Court where the case is pending. The Appellate Division decided that Dr.

Crump must appear in Manhattan Supreme Court on a date to be fixed later and answer questions as to the advice he gave and all facts and details concerning the operation. Dr. Crump nearly lost his life as a result, of blood poisoning he contracted while performing 811 operation in a "charity" case. Husband of Woman Found Dead Under Rock Seized East Dedham. Cambridge cabinetmaker, was arrested today, charged with the murder of his wife. Frances. Her body found yesterday, pinned down by a boulder in a brook. Neighbors who identified the body sald that aKtoski, whose wife disappeared March 13, told questioners she had gone to work. A newspaper picture of the murdered woman aroused their suspicions and information they gave today led to the arrest.

Dooley, defaulter cashier of the First National Bank of Rockville Centre, will appear tomorrow before Federal Judge Marcus B. Campbell to answer to two still outstanding indictments on which he returned temporary pleas of not guilty on March 12.

These. like one indictment already dismissed as technically faulty, charge him with conversion of some $40,000 of his bank's funds nearly four years ago. After an absence from the jurisdiction of the courts since his indictment in June, 1922, Dooley appeared at the Federal Building with his lawyer, Louis J. Castellano, and surrendered himself, Dec. 17, last.

He is at present at liberty under $10,000 bail. Expect New Indictment. Though the two outstanding indictments are as faulty as the one already dismissed, it is not likely that their dismissal will be asked tomorrow by either Federal Attorney William DeGroot or Mr. Castellano. Instead, the Federal Attorney very likely will ask an adjournment, which the defense will not oppose.

No new indictment has yet been returned against Dooley, thoufh one, legally flawless, is expected some time this week. Should Castellanc move for dismissal of the two faulty indictments still extant, the sal would in all probability be granted by the court. But in that event Dooley would be merely rearrested on a complaint of embezzlement and be made to give new bail pending the return of the new indictment. 'OBITUARIES JAMES J. TO MOVE PART OF BORO PLANT TO PIERMONT, N. Y. Decision an Economic One. Factory Here to Be Expanded, Says Treasurer. Part of the manufacturing operations of the Robert Gair Company, paper box concern, located in Brooklyn, will be moved to Piermont, near Nyack, N.

Lawrence Beattie, treasurer of the company, announced last night. Asked how much of the tory would be transferred, Mr. Beattie said approximately one-third. He said it will be housed in the $400.000 building there for which William Higginson. Manhattan architect, is now drawing plans.

Move an Economic One. Mr. Beattie said a desire to mize had caused the company's executives to decide to move to mont, where the company purchased a paper mill in 1920. He said most of the raw material used in the particular branch of the manufacturing known as the "volume production" comes from the mill at Piermont and that to save the cost of transportation onethird of the Brooklyn plant will be moved there. Mr.

Beattie said the rest of the factory would expand and occupy the quarters vacated by this move. There are seven buildings in the Gair group on the waterfront tween the termini of the Brooklyn land Manhattan bridges, all of which will be continued in use. The Gair.
