Determined to give every man "a fair hearing and a square deal," Philip Elting, Collector of Port, and the Personnel Committee of the United States Customs Service in New York, consisting of representatives of each department of the local began this morning the preliminary hearings of the 18 customs guards suspended Saturday night on charges of connivance at liquor smuggling from ocean liners.
