SMITH With the rental season in Brooklyn and Queens already approximating its height, and with the Jiumbsr of prospective tenants larger than in several years past, property owners, no less than tenants, are faced with the problem of selection.

The most desirable properties "will, in many instances, undoubtedly be fully leased before Oct. 1, fcKd It is expected that vacancies generally will have been more absorbed and at better aver-feBe rentals than at any time since 1930. Rentals Increased Confident of their ability to fully lease their premises, many owners have already notified present tenants, whose leases expire Oct. 1, that they will have to pay an increase if they wish to remain. This cannot in any sense be regarded as gouging, for owners have taken heavy losses in the past few years and now see the opportunity to recoup in part.

This provides one of the mast encouraging signs in the entire real estate situation, and the attention of property owners Is now being directed toward choosing tenants possessing not only unquestioned respectability, but full financial responsibility as well. This is the first time in many jnoons that owners and apartment managers have been in a position to subject prospective tenants to 8 rigorous investigation. Tenants' Investigation Bureau Concerning this phase of the present rental situation, Arthur C. Buck of the Queensboro Property Owners Association contributes interesting comment in the current Issue of the Long Island Realty Magazine, published by the Long Island Real Estate Board. A definite service of investigation of tenants has been established by the Queensboro property Owners Association, a development that is quite likely to be followed by other established bodies of realty renting agents elsewhere.

Mr. Buck's article follows herewith: "The investigation of prospective tenants is most assuredly worth while, as it affords the landlord the only possible means of keeping undesirable tenants out of his building. "In the 'good time days' the landlord gave very little thought to the Investigation of tenants, as work was plentiful, wages high and there were very few apartments vacant. With such favorable conditions he suffered very little loss, and those losses he was able to afford. Safeguard Against Risks "But today, when the average tenant has all to do to pay his rent, low as it is.

The tremendous value of tenant investigations can best be determined by the satisfaction of those many members of the Queensboro Property Owners Association who have utilized this service during the past year. Gerstein accused Rottenstein and his company of depriving him of electric light and power. Rottenstein contended that Gerstein was using so much power that the bills exceeded the total amount of his rent.
