Logic. France's New Attitude. Will the change in the French Cabinet Imperil the success of the Ixindon Conference? The new Cabinet seems much more nationalistic than the one headed by Aristide Briand as Prime Minister. Everything seemed to be working out all right until this change came; but if France stiffens her attitude and Italy does the same it may be impossible to come to any agreement What do vou think about it? The general stiffening of the French attitude in international relations which resulted from the creation of the Tardieu Ministry will have its repercussion in the London Conference. Aristide Briand remains as a French delegate, but with Andre Tardieu heading the delegation it will be less easy to persuade France to make concessions. In the matter of abolishing submarines France and Italy will stand together against the Anglo-American proposal. The United States has always been less enthusiastic about this proposal than Britain. With us the objection to submarines is largely sentimental; with Britain it is largely practical.

We do not like submarines because we consider them an inhumane war weapon. Britain dislikes them for that reason also: but her proposal for their abolition arises largely from the fear that they may once more menace her overseas communications. The solution of the submarine controversy will lie In some limitation of their; size and number. France and Italy will both demand something more than a ratio on submarines and cruisers and Britain and the United States will have to make a concession on this point to secure agreement. As far as we are concerned there is no reason why a ratio of two or even of two and one-half for France and Italy would not be satisfactory.

From Britain's point of view there is the apprehension that the joint Franco-Italian Navy would then control the Mediterranean. The suggested limitation on the use of submarines is not practical, because that would open the issue of "the freedom of the seas," which Premier MacDonald said at the Guild Hall dinner last week, has not been and will not be raised. But the London Conference will succeed at least to a degree. Britain and the United States are determined to achieve a measure of success and no nation would care to take upCn itself the responsibility for failure. There will be compro-v mises, postponements and evasions, but there will also be definite progress toward the reduction of naval armaments.

Fixing the Price of Coffee. How does Brazil control the price of coffee? MRS. A. P. R.

Hempstead, L. I. By the valorization plan Brazil tries to control the price of coffee, but she does not always succeed. Most of the world's coffee Is still grown in Brazil but enough is grown elsewhere to affect the price. The Government of Brazil and of the State of San Paulo, where most of Brazil's coffee is grown, have financed Brazil's coffee growers by buying their crop and holding it in huge warehouses at Santos and San Paulo.

It is released for market at such times and in such quantities as to prevent a fall in price. But if the valorization committee misjudges the world market and fixes too high a price It accumulates huge quantities of coffee, stimulates coffee production in other countries, promotes the more widespread use of tea, cocoa and other substitutes for coffee, reduces coffee consumption and creates a situation where it can no longer hold up the price. That has Just happened with a resulting crash in the coffee market. This will entail serious economic difficulties for Brazil's coffee growers. While Herbert Hoover was Secretary of Commerce he protested bitterly against Brazil's coffee monopoly, and persuaded our Government to veto a Wall Street loan to the valorization committee.

London made the loan so the veto did no good. Brazilians are pointing out that when the Farm Board lends American wheat growers to keep up the price of wheat the United States Government is trying to do for its wheat farmers just what the Government of Brazil tries to do for Its coffee farmers.
