Philomena E. McGarry, active in Democratic circles and for 15 years a teacher in Public School 84 where she was in charge of the open air classes, died Wednesday evening at her home, 698 Eastern Parkway. She will be buried tomorrow morning Death came suddenly from heart trouble. Mr3. McGarry was enjoying sabattical leave.

Only a month ago she returned from a pleasure trip of three months in the South and was apparently in good health. Born in Brooklyn Mrs. McGarry was the widow of John McGarry. She was born in Brooklyn, the daughter of the late Mr. and Mrs.

Patrick Brennan, well known in the East New York district where the family resided for many years. She was a graduate of Brooklyn Training School, later Maxwell Training School. She taught in other schools of the borough before taking up her specialized work at Public School 84. For several years there she was also in charge of music. She was a member of the Catholic Teachers Association of Brooklyn and the Catholic Big Sisters.

Madison Club Member The center of her political interests was the Madison Club, County Leader McCooey's organization. She belonged to the New York Democratic Club. The funeral will be from her home; thence to St. Gregory's R. C.

Church, St. John's Place and Brooklyn where a mass of requiem will be celebrated at 10 o'clock tomorrow. Interment will be in Holy Cross Cemetery. She is survived by a sister, Mrs. Bess Nee.

II 1 1 Banking Official, Dies at St. Albans' J'as 18 Years With Mann- acturers Trust Com-1 pany-Prominent Mason George H. Rugen, 46, assistant controller of the Manufacturers Trust Company, died yesterday afternoon at his home. 191-50 115th Drive. St.

Albans. He had been in failing health for about a year with a liver ailment. Mr. Rugen was born In Brooklyn and had resided here until his marriage, 19 years ago, to Caroline Von Der Leith, after which he had made his home in Queens. He was formerly for a number of years associated with the late August Belmont as the latter's as- sistant secretary and went with the Manufacturers Trust Company about 18 years ago.

He was a member of Euclid Lodge, 656 F. A. Longl Grotto, the Longl Grotto Glee Club, and the St. Albans' Square Club. He is survived by his wife; two sons, Edwin and George; three sisters, Mrs.

Ada Gess, Mrs. Johanna Van Werder and Ruth Rugen. and a brother, Frank Rugen. Funeral services will be held at the home at 2 p.m. tomorrow.

Burial will be in Evergreens Cemetery. Captain Duncan Dies in 71st Year Capt. William Butler Duncan, 70, formerly of Sands Point, L. prominent yachtsman and a director of the Brooklyn Elevator and Milling Company and the Brooklyn Eastern District Terminal, died yesterday at his home, 155 E. 72d Manhattan.

Captain Duncan, who was chairman of the America's Cup committee when the Enterprise defeated the Shamrock at Newport in 1930, was a graduate of the Naval Academy at Annapolis and had served in the navy in the Spanish-American and World wars. He was president of the Seaboard Sand and Gravel Corporation. During the World War, Captain Duncan served on the receiving ships at the Brooklyn Navy Yard and at headquarters in Bay Ridge. Funeral services will be conducted at 10 a.m. tomorrow at St.

James Protestant Church, Madison Ave. and 71st Manhattan, by the rector, the Rev. Sidney T. Cooke. Burial will be at sea and full naval honors will be accorded to Captain Duncan aboard the destroyer Cole.

Surviving are his wife, the former Miss Blanca Havemeyer, daughter of the late Theodore A. Havemeyer; two sons, William Butler Duncan Jr. and DavldTXincan, and' two daughters, Mrs. Louis W. Noel and Mrs.

Services are to be held tomorrow at 2 p.m. at the home of her daughter, Mrs. Clara Davey, 102 W. 47th St, Bayonne. N.

J. Interment will bt In Evergreens Cemetery. FREDERICK COOK, SO, died Wednesday at his home, 154 Adelphl St, after a short Illness. Ha was a lifelong resident of the Seventh Ward and was connected for several years with the Brooklyn and Queens Transit Company. He Is survived by a sister, Mrs.

Amelia T. Shay, and a brother, Ferdinand Cook. Services will be held Saturday at 2 p.m. Interment will be in Evergreens Cemetery. Mrs.

ANNA CHARLES of 2033 I. 37th St, widow of William Charles, died suddenly on Wednesday at her home. 8he was born in Ireland and leaves two daughters. Misa Mary Charles and Mrs. John DeLap, and two tons, John and Frederick.

The funeral will be held tomorrow at 9:30 a m. from the home with a solemn requiem mass at St. Thomas Aquinaa R. C. Church.

Interment will bt held In St. Raymond's Cemetery. JAMES VARLEY, 23, of 613 Carlton Ave, died Wednesday at his home after a short Illness. Ha was born In Brooklyn the son of Mark and Margaret Hynes Varley, and leaves his parents and three sisters, Mary, Winifred and Margaret. A solemn requiem mass will be offered at 9 30 a.m.

Ice near his home In 1930 Despite this, he continued to teach navigation from a wheel chair to his private classes at 457 State St. until his retirement last year. He had served for 30 years in the Navy and had boon cited for bravery in action during the capture of Cervera's fleet in the Spanish-American War. Retiring with the rank of warrant officer 19 years ago, he became chief navigation instructor at Uttmark's Naval Academy in State St, Manhattan, and established his own school after the war. A native of Prussia.

Mr. Krause was educated at Heidelberg and at Bonn. Besides "The Pilot Guide" he was the author of "Master and Mate" and other maritime textbooks. His wife, Mrs. Augusta Ross Krause, survives.

March 31 Funeral services for the late Mrs. Mary Rutherford Ives, who was awarded the Victoria Cross for valor during her work as a nurse in the Boer War, will be held at 2:30 tomorrow afternoon at Ballard's Funeral Home here. Mrs. Ives, who was 65 years old and who made her home here with her daughter, Mrs. Mabel Holdridge, died Thursday in New York City after a brief illness.

She had been a resident of White Plains for 25 years. Mrs. Ives was a graduate of the Florence Nightingale School of Nursing in London, England, and shortly after completing her course volunteered for service in South Africa with the British army and served throughout the Boer War. The services tomorrow will be conducted by the Rev. Philip S.

Waters, rector of the White Plains Memorial Methodist Episcopal Church, of which Mrs. Ives had been an active member for many years. Interment will follow in White Plains Rural Cemetery. Mrs. Ives was the wife of the late Arthur W.

Ives, a former official of the American Express Company. George E. Lanagan, Prominent E. of C. Organizer, Dies George E.

Lanagan, 72, one of the best-known members of the Knights of Columbns in this borough, and formerly grand knight of Long Island Chapter, 4th degree, K. of died yesterday at his home, 33 Park Place, of heart trouble. Mr. Lanagan was an organizer of, the old Knights of Columbus parade regiment and had been Its colonel. He also was the organizer of the Knights of Columbus Employment Bureau and the Bed Fund of St.

Mary's Hospital. He also was past president of the Catholic Benevolent Association, and a member of the Holy Name Society of St. Augustine's Church, Morning Star Council 294, K. of and Brooklyn Lodge 22, B. P.

O. E. He was a State organizer for the Elks. Mr. Lanagan was for 35 years steam boiler inspector for the Police Department, retiring a month ago.

He was born In Brooklyn, the son of the late Edward" and Anna Kenny Lanagan, and leaves his wife, Ella Brophy Lanagan. A solemn requiem mass will be offered at 10 a.m. Monday in St. Augustine's R. C.

Services Today For Howard Gibb Special fo The Eagle West Hartford, Conn, March 31 Funeral services were held here today for Howard Olbb, 33, of 31 Wal-bridge St, a member of a prominent Brooklyn family, who died suddenly of a heart attack Wednesday afternoon. Mr. Gibb was the son of the1 late Howard Gibb, former president of Frederick Loeser Co, Brooklyn department store.

He was a cousin of Lewis Mills Gibb, who was recently named president of the concern. Mr. Gibb was born In New York and was educated at St. Paul's School In Hartford, Conn. He served In the Marine Corps during the World War and had since been engaged In the brokerage business.

R. Pcllmm Dies: Civil War Veteran William R. Pelham, 96, Civil War veteran and retired policeman, died yesterday at his home, 25 Alton Place, Flatbush, after a long Illness of the Infirmities of age. He was born in Ireland and had lived In this country the greater part of his life. During the Civil War Mr.

Pelham served in the United States Navy and was awarded the Congressional Medal of Honor for bravery when a gun exploded on his ship. He helped in aiding the wounded and took charge of the disabled piece. After the war he Joined the Police Department and was a policeman for 35 years until his retirement about 30 years ago. He is survived by his wife, Susanna Pelham, who is 86; a daughter, Mrs. Margaret Kenevan; two sons.

James and Wallace; 23 grandchildren and 23 great-grandchildren. A requiem mass will be offered in St. Thomas Aquinas R. C. Church at 10 a.m.

Monday. John Lannin Dies; Golf Club Manager Mlneola, March 31 John Lannin, 54, manager of the Salisbury Golf Club at Westbury, died in Nassau Hospital today, following an operation yesterday. He was a nephew of the late Joseph J. Lannin, owner of the Boston Red Sox and proprietor of a chain of hotels including the Garden City Hotel. John Lannin had been for 25 years manager of the Garden City Hotel until it was sold Ave years ago.
