Skinner, 74, prominent consulting and construction engineer and one of the founders of the Brooklyn Engineers Club, who died Saturday night after a long illness at his home, 330 Wadsworth Manhattan, will be held tonight in St.

Luks's Hospital Chapel, 113th St. and Amsterdam Manhattan. Mr. Skinner, who was one of the consulting engineers of the George Washington Bridge, had been totally blind for the last four months. In 1899, he helped to found the Brooklyn Engineers Club and had served as president of the club.

He had delivered many important lectures at the club on Remsen and at the Academy of Music on engineering topics. He was firm believer in preparedness and soon after the outbreak of the World War he strongly urged America to put her engineering genius work in preparing herself for the conflict in which he foresaw she must Inevitably become involved. Returning from abroad early in 1916, where he had been demonstrating a device of his for a protecting shed for trenches, he vividly pictured to a Brooklyn audience the widespread destruction caused by Zeppelin bombs in London, and the imminent danger such cities as New York. Boston and Philadelphia would be in if such an aircraft should visit this country. Mr.

Skinner is survived by his wife, Rachel S. Skinner. Mary E. M. Kelly Mrs.
