Campbell has announced he will make every vigorous effort to attack problem of adapting the city schools' curriculum to the needs of the Individual children following the recommendation of State Commissioner of Education Frank P. Graves, whose survey evaluating the achievements of New York City's school pupils was made public today. The children "show unusual -hievement in the mechanics of arithmetic," according to the survey, and the system "has made commendable progress in its effort to reduce retardation and overageness, to secure special classes for physically and mentally handicapped children, and to study exceptional and problem children, but it has barely scratched the surface of the larger problem of modifying the curriculum to serve the individual needs of all children, that is, of individualizing mass instruction." Age Basis Plan Praised "We shall be guided by these recommendations in formulating our program for improvements and we shall attack anew the problem of adapting our curriculum to the needs of the individual children," Dr.

The schools are commended for concentration on achievement on an age basis rather than on a grade basis because "this is far better for the children than for them to suffer discouragement from frequent failure and repetition of work."
