March 6 A great Italian historian, pays the London Daily Mail, lias pointed out that the Germans poem entirely to have lout their critical faculty and has attributed to this their defeat In the war. The truth of his Judgment is Illustrated at every point by General Schwarte in the massive history of German operations and organization in the war which he is publishing and which is to bo completed in ten volumes. The first has just appeared Grosso Krcltr.

It contains contributions from six high ofllcers of the former German General Staff and is evidently meant lo be a detailed, authoritative history. In reality these six officers, who claim to she "an entirely truthful representation of rvents," have falsified history.

Their work, for 1luit reasou. is of smalt value, but it is of great importance as Knowing the tone and temper of modern Germany and the habitual untruthfulness of her leading men. It reiterates charges which those who make them know to be false, which are disproved by the German documents, and which have been bo repeatedly exposed. Any lie is good enough for these generals and colonels. The war they ascribe to "the re venge Idea" in France, Ignoring the fact that Germany declared war, after preparing it, as the German diplo matic documents have revealed.

The Allies are impudently accused of ar ranging for the firing of the shot which killed the Archduke Francis Ferdinand, though it is admitted that the Austrian note to Serbia which caused the first collision was of "extraordinary sharpness." Sir Edward Grey, we are informed "on July 16, IJI4, had in his hands the draft of the note. It was Rold by treacherous officials to the British Ambassador in Vienna. So far as Russia was concerned, nothing that "hap pened In Vienna or Budapest could be kept secret from her." Stick at Aotliing. It is safe to say that this is entire ly false, but the modern German staff officer sticks at nothing. As for Belgium, we are informed: "She was not genuinely neutral; and there was for years before the war no doubt that she had concluded military conventions with France and Great Britain for the event of war.

fo far back as conferences took rlace between British and Belgian staff officers which had a theoretical character, but secured contact and a mutual understanding. Before 1912 these conversations led to a more decided result. They secured an, exchange of military secrets through which the Belgian command was deprived of all strategic freedom." This is grossly untrue; there were conservations in 1906 and 1911. but they led to nothing: and the Belgian army when it mobilized, with pathetic innocence, disposed a large part of its army to meet a landing by the British and an invasion by the French which was one of the causes of the fall of Liege. Nor was any subject considered in the discussions other than what action should he taken by Great Britain if Germany treacherously invaded Belgium, as she did.

There are further false charges against the luckless Belgians. The whole population is accused of "franc-tireur" tactics which, by the way, were permitted by the Hague Conventions when a country was invaded in this fashion, but which actually were nowhere carried out in Belgium. The civilians were blamed for the resistance offered by the Belgian troops. "The German forces crossing the frontier almost everywhere encountered obstacles snd barricades. They liad also to face the fiercest armed resistance on the part of the populace, which had been openly organized for this purpose with the utmost care.

The behavior of the people clearly showed that this 'franc-tireur" war had been thoroughly prepared beforehand. The land everywhere offered shelter to guerrilas; they fired from behind the innumerable thick hedges Intersecting the country, and from the thickets and woods.
