Mr Bellow Bald it might perhaps supposed from wliat had been said by Mr. McDiarmid that thero had been A NEW ELEMENT OF HONESTY Introduced into the Seventeenth Ward, and that Mr. McDiarmid was its sole representative.

As we rushed through the valley we presently woro brought to the se.DO ol the recont devastations caused by tho unprecedented iresbct iu the Upper Rhine. Even yet THE BIVER WAS 8WOLLEN AND TURBID. At ono plr.ee, and for several miles In extent, the Etream had left its bed, and was shooting madly through channels freshly scooped out, or spreading iueii v.iatiy over green ucias ana meaaowH. At twilight i reacnea tiomausnorn, anu immediately stepped on the littlo boat that was to carry me across to Fried richshafen, where the. interview was to be held. As wo put out irem tbo land aud the darkness deepened, I observed a tort of auroral glow on ihe north shore of the lake, which brightened us we neared it, and occasionally flushed up in brilliant fireworks. I rcmom bered that this was tho evening of tho great fcle in honor of Olgn, Qneen of Wurtctoberg, and aister of the Czar of Russia, ou this day celebrating her silver wedding. At Friedriehshafen, and beautifully situated on the banks of Lake Constance, is the summor palace of the king.

As our boat approached tho shore, the sctne was one of indecrib ible magnificence. The rush of the gle.miug of Bengal and ttio pyrotechnic display, combined with tne peculiarly brilliant illuruiuation of tbo town, so dazzled and bewildered me that I. could scarcily realize I was not entt iiug BJine city of a dream, a spectator to some highly wrought drama of the imagination, aud roally had a let.ing of reluctance, not to say timidity, as wo shot in through the shipping and found our.elves iu siur tue outer br.astworJ: of lights. 1 nau a weary uav, filled with the rapid transition, of travel and crowded with events, and was naturally anxious liud my way El cedily to my lodgings.

I COULD ENLIST NO ONES ATTENTION either to direct my way or carry my bag. In the midst of the tbotisancls thronging the stroets, wilh crluud3 round their shoulders aud tlowera decking their simple coftumo in methods both graceful and bizarre, I pushed along, feeling that 1 was strangely in contrast with tho touiper.of tho 6ceuu and the common esprit of the laughing, singing. nraokmg men and women whom I met and with whom I murched alcng. After some little difficulty I found a place to lay my head for the night, and at once, in tho sweet surcease of exertion, nature proffered that ecstasy ol repose which I was not to accept. Early ia tho morning and au intensely hot morning it was I rope, mid after breakfast eoucht tbe rendezvous of tbo different deputations, which wa.

It was a matter of grateful feeling, and, I may almost say, of peculiar pride, that in the disoussion leading to the adjustment of tiioso df there was no ijeJf flS.eriion oh the part of the members of our Amcricau deputation. They wero at once dignilied and cone At the risk of being thought ill natnred, I mut say that this was not characteristic of all who wero present ou the occasion. There wero some, apparently so anxious to say something iu connection with tho interview, that ouo would supposo that their hopes of fame or their opportunities ol usefulness wero all concentrated in the eogagomont of tliat morning. Still this quito exceptional, and, for tho most part, the discussion was high touod aud the bearing of the deputies serious aud manly.

At tho hour fixed we were in the. hall of a large houso near the palace which had beu appropriated to the prime milliliter and his family. Around him wero seated thirty two representatives from the Protestant nations of Christendom, some of them men of the highest du tinction. Tho topic for discussion was religious liberty, a theme whioh kindles feeling in every conscious soul. Tho issue was freedom of worship for the Protestants of the Baltic or au icy exile in tho dreary wilds of Siberia. Another Heayy Bueglaby.

John MeDiarmid's Political and Poeti cal Oration. ADJOURNMENT SINE DIE. An adjourned meeting of the Republican General Committee was hold last oveuing, In the rooms over tho Post Office, for tbe purpose of ondeavoring to promote harmony In the party In genoral, but moro especially in that portion of it which to bo found in the Seventeenth Ward, Tho delegation from that ward is composed oflsuch well known and active politicians as John McDiarmid, Henry S. Bellows, Clinton Furbish, Edward Clark and John Rnland. At tho latjt elcotion, John McDiarmid ran for Alderman, but wa3 dofeated by a large majority.

Ho claims that Republicans who should havo voted for him did nob do so, and also that he has been cheated out of his election by false counting In some of tho districts. Such being the grievances of which Mr. McDiarmid complains, he has declared war against alt tho Republicans in tho ward who would not bo forced, aud could not bo persuaded, to go his way, and he therefore proposes to continue tho fight at tho coming primary election. He also claims that it never was the intention of tno Republican party to elect him. but that they wantod somebody else.

In order that the readers of the Eaole may under, stand the bitterness existing among tho Republicans of tho Seventeenth Ward, it may be well to mention that Mr. McDiarmid stands solitary and alone as the representative of tho "Threo Graces" in tho delegation representing that ward in tho Goneral Committeo. The meeting evening was very numerously attended, among thoso present boing 3, R. Dutchor, Gen. Catliu, Supervisor WiLkeyBon, Henry 8.

B. Dutoher, Supervisor of Internal Revenue, stepped ou tho platform, took off his overcoat, placed his hat on tho floor, and thou, after looking through tho tobacco amoko whijh filled tho room, ho pioked up an iron gas wrench and pounded his desk, at the same time exclaiming, "Members of Uie Committeo will NOW COME TO OltDEIt." Tho Rccretavics, Mosbi s. T. Norton aud Albort Daggeit, were both present. Ueforo proceeding io business Mr, Datcher.

at the BUggefition yf ex Aid. Whiting, called tho attention of members of the Committeo to tho fact that smoking was offensive, and as it was prohibited by the by laws he hoped it would not be continued. Tho roll was then called, aud tho minutes of the last meeting were reud. Before boiug approyod Mr, Woods, of THE FIFTEEN Til WABD paid ho belicvad that at tho last meeting he had moved that the number of delegates from bis ward should be increased to sevon, and not six, ai stated in the minutes. The correction was made and the minutes wero thon approved.

The place for holding the primary in New Utrecht it was decided Bhould bo the hall of tho Young ilen'n Christian Association, as tho placo previously fixed upon could not bo procured. The times and places for holding primaries for the election uf delegates to the General Committeo of 1872, as agreed upon at tho lost meoting, were read for tho purpose of living errors corrected, A RESIGNATION, Jacob Worth, 6t the Sixteenth Ward, sent a noto ten derniR his resignation as a member of tho Republican General Cotumittoe. The resignation was accepted and Thomas Whitford appointed to Jill the vacuuey. A number of other resignations wero sent iu and tho vacancies as the meeting then being h.l was the last one of the your, thero was no contort or oxoite mcut in regard to the matter. THE TBEASUBEk'h STATEMENT.

Gen. Tracy, Treasurer of the Committeo, advanced to Ihe front with a newspaper in hi.s hand. He said I desire to call tho attention of the Committeo to the fol lomiug extract which purports to havo been takou from the Now York Standard of this moruing "Wuy doe. not Mr. Tracy make a report to the Republican General Comimttco of which he is tho Treasurer? If Mr.

Tracy was not an honest man there would be gravo suyl picionfi as to his honesty." It seems to mo, aa I did make a report in detail at tho iast meeting of tho Committee, stating that it would be sub.tmitiallyoutof debt at the end of this year, tliat that is a very remarkable paragraph to bo inserted in a reaprxtablo paper. Mr. Tracy announced that he had no other roport to "make" and it was therefore moved that the one he had mad. should be roocived. SUPERVISORS OF EtEGTION.

Mr. Jennings moved that the communication from the 'ilieentb Ward, which was prosented as the iast meeting, be taken the table. The molion was lost. Mr. Wood, of tho Bume ward, thon road a communication asking that a special committeo cf three member of the General Committeo bo appointed to act as Supervisors at tho coming primarv election Tho ground upon which the application based wa that gross frauds hud been piaclis Qt tho iast election.

Mr. Wood stated that the covmjunicalion was signed by 300 members of tho in that ward, and only persons who objected the appointment of ine comuuuee wero mo iL'ijeotcrH mad tnti st 1C0'Ilded t0 lay it on tho Mr. Maddox. in expV nation of bis vote, expressod the opinion that tho ttonural Committeo had no riM to imei i auy such mutter, and if the 0 who had sighed tho ooruuiuii teat ion desired ta fraud, they could Verj eaeil do so by i their business whr was held. "aus to in the iO lay vu ''jt ct KQtive to oi in tno aiurin t.

Wood then mov iui petition be received and the request grqmi d. Mr. VandervGOW, alt of the Fifteenth Ward, moved as an amendment that three Supervisors bo elected by ballot for each ward and county town. Mr. Jenuitig.

as au amendment to the amoudment, moved that Mr. Yandcrvoort bo appointed Superviior at Large. The proposition was received with, roar, of laughter" and as Mr. Vaudcrvoort aud other members wore evidently about to indulge in an old time verbal oucountor Mr. WmtiuR put a Btop to the fun by niovinc tho Dre vious question, Ojj that proposition, as in every other, both small and great wh.u eyer coruea up before the Republican General ComniitteV Uo A 'noy" wore called for.

JohnW Peckctt. roectoa point 6f order And asked whether it was not iu tho poworof the Committee to appoint Supervisors of Election for every ward aud county town, if it could bo douo iu tho caso of a single Ward. Mr. DutcUer was of tho opinion that Supervisors could bo appointed, but Inspectors could not Tho previous question was not ordered, and Mr McDiarmid then offorod another nmAnrtm amoudment, to tho effect that in any ward or town where it is asked by one dolegate, that Supervisors bo appointed as follows two from each faction and one to bo appointed by the Chairman of tho GoneraL Committeo. A motion was mado to lay that amendmont on tho table, and again tno "ayou" and "nays" wore colled for.

Before proceeding to call tho roll, tho Secretary announced that John T. Venus, of the Fourteenth Ward had sent iu his resignation as a member of tho Gene ral Committee. When the Third Ward was reached, Gonoral Traov rose and said he desired to explain his vote. Tho Chaiimau informed him that it was not in order pending a call of the roll. Mr.

Maddox moyed a suspension of tbo rules in order that the gentloman might havo an opportunity to speak, but the motion was not seconded, and Mr Traor voted "no." Mr. Burrows, of the Fifteenth Ward, throw a comic shade on the tedious operation of calling oyer ouo uuuuttu uuu ihuuiu tiuuicH every ton minutes bv voting what ho called "half and half." Tho luBt motion was SEVENTEENTH WARD. Mr. McDiarmid thon offered tho liesolvcd, That the rival factions of tho Republican party in tho Soveuteonth Ward each are hereby cm powered to appoint two men, aud the Chairman of thia General Committeo, to appoint ono, who togethor shall conBtituto a committeo of five, to revise tho roll of tho Republican voters of said ward, and the roL when thus revised, shall bo outered in a now book whioh shall bo deemed the true and only roll book of the Republican Association of said ward. liesolvcd.

That tho committee, aa above appointed shall act aa Supervisors of tho primary election to bo held in the Seventeenth Ward, on tho 28th inst under tho call of this General Committeo. 1 Mr. McDiarmid was then allowed to speak, and availed himself of tho opportunity to stato that a considerable length of time had elapsed since the roll book of that ward had been revised, and tho nainos of mouy men who had moved away from tho ward wero still on tho books. Descending to particulars, Mr. McDiarmid stated that the residences of 1,200 of tho persons entered on tho books could not bo ascertained, and although tlio full Republican voto of tho ward was only 1,500, there wero names on tho books.

Mr. Tracy trusted that tho Committeo would act on tbe question, of tho Nineteenth Ward in a spirit of faivcess nnd without any partisanship, Mr. Bellows wantod to see if the matter could not bo compromised. Mr. Tracy Well, ANYTHING FOB HARMONY.

Mi. Bellows wanted Mr. McDiarmid to say if ho did not think that Cbauncey Perry, the Chairman of tho Seventeenth Ward Association, was a fair man? Mr. McDiarmid declined to answer tho question. Mr.

Bellows thought ho had a proposition to make which would sottlo tha matter satisfactorily, and moved as an amendmout to tho resolutions offered by Mr. McDiarmid that a committeo of Bix, threo from each faction in tho Sevontoonth Ward should be appointed by tho Goneral Committee to revise tho roll book of the Ward Association, and in oaao of a falluro to aprco upon any namo tho Chairman of tho Ward Aa Bocialion should decide Mr, McDiarmid would not ogreo to any suoh proposition. Mr. Perry had taken ground suddonly against ono of tho factions, and was not a man who had got the nervo that was required. Ho would not say that Mr.

Perry wa8 not a fair man his business, for ho employed him as hia privato oounael, nnd intonded to continue doing so; but in politics ho was sorry that ho exhibited a groat want of nerve, and iu that respect strongly resembled the lato Jamos Buchanan. Ho was not willing that a man cf that kind should docido between tho two factions, "for," continued Mr. MoDiar mid, "It Is hot up thoro. Loud applause, laughter aud cheers. Yes, gentlemen, I tell you it Is hot up there, and we intond to mako It still hotter.

Tremon douH applause. It is not sato to bo in a Republican meoting in tho Sevontoonth Ward. Oh! oh! ohl" I escaped out of that last meeting tho best way I could. Laughter. I wns very glad to retreat out of tho back door; laughter and applauBo; and thero was auothor man, supposed to bo a man of courage, who retreated through tho window.

Cheers aud laughter. Tho Chairman Your timo is up. Several members Lot him havo time to fight another round. Mr. Tracy It must bo very evidont that thoro are two factions in tho Seventeenth Ward, and it was noc etBary that tho scales should bo balaucod evenly between them.

Tho amendment of Mr. Bellows ho thought, was a fair ono, nnd should thorefore bo happy to niovo Ub adoption. Mr. McDiarmid preBontod a numerously signed petition from tho Republicans of tho Seventeenth Word, asking tho Qonoral Committoo to FRIDAY EVEN INS, DEC. IS.

SANTLEY AT Tnn AcmjeMT. The third concert given by the artists of the Dolby Concort Troupo in Ibis city, took place last night, and despito tho attractions elsewhere, the Academy was namerously and fashionably attended. Tha programme presented was a varied om aud included eiioico selections from the English ballad composers; as well as tromthe works of Italian opera masters, the feature of the concert being the finished rendering of tho glees and madrigals. Owing to the lack of heat from tho Academy furnaces the weather was cold enough to require the wearing of overcoats. Indeed Miss Wynne added to hor cold by the exposure sho was subjected to, and becarao Bo boarHe as scarcely to be ablo to complete tho programme.

As before, Mr. Santlej bore ofT Uie vocal honorH of the evening, his rendering of the romaoza in the lirsl part and the barcarole tn the second part, Kbowieg him to be as fully tho mastor of tho Italian arias as he is of English ballads. Of tlio many European vocalists we h3ve listened to during tbe past year, few have presented such truo artiatio culture as Mr. ISautb y. Full of the very spirit of tho music bo until rtakes to interpret, and thoroughly versed in its requirements, he sings with all tho fervor of tho truo artist.

One merit of the performance of this cxcollcnt troupe of concert Bingers is the abaonce of all appeals to tbe vulgar love of the startlingand all vocal clap trap. The music they interpret requires a thorough training ol the voices and a perfect equipoise of tho parts for its perfect rendering, and in thoso requisites tho quintette forming the Dolby Concert Troupo fully excel. Next to Mr. Sautley, we havo lo mention Matlamo Patey, whose glorious contralto voioe, with its rich, full tones, was heard to great advantage, especially iu tho English ballad, "The L3dy of tho Lea," which was tntbuBiastically encored. Mme.

Wyune, too, shared iu the honors of the evening, especially in her exprossire rendering of the "Last Rose of Summer." Mr. Cum anings, too, was eiicoreo! in his English Bongs, and Mr. riloper's pretty arrangement for the piano, lutro lucing tbe popular "Moonlight Seronade," was cncoral. Ho in a model accompanist. As an evidence of the grat iilcatie afforded by the vocalists of the evening, wo liavc simply to state that not half a dozon pooplo left their seats uutil the last noto of the programme had been sung.

Mr. Bellows lor tho snko of harmony" thon toad tho affidavit of Kdward Clark, residing at No. 175 Huron street. It set forth that he had taken nino names to Mr. MeDiarmid's houao for tho purposo of having them added to the roll book.

They all knew about Mr. MuDiarmid's unfortunate dofeat, laughter, and since then ho had been chopping about so much that ho had hardly found Out where his bearings were, Tho roll book was wrong Mr. Tracy How long has it beon wrong? Mr. Bellows Oh, you can uod your hoad, Mr. Tracy, as much as you please, but it is not hall so wrong an some of you gentlemen are.

Choors, laughter anu applause, together with an "orderly" accompaniment played by Mr. Dutcber on his desk with tho iron gis wrench. Mr. Bellows resumed hia remarks by saying that a majority of the Republican volors of the Soveuteenth Wurd were in favor ofbavjng tho roll books corrected iu the manner proposed by the resolution he had juet offered, and Mr. McDiarmid, If he saw fitx might select threo of tho men.

At tho meeting whore Mr. McDiarmid went out of the window Mr. McDiarmid It wa8 the back door. Mr. Bellows Well, anything for harmony, chcer3, THE BACK DOOR OB THE WINDOW, but at that meeting thero was a proposition to havo thcee men appointed, Mr, McDiarmid wanted them to ue all oi one Blue.

Mr. Jenniuirs roso to a point of order, but being un able lo explain it. tbe Cbairmau aid he could not aea it, aud took a littlo more exorcise with tho iron gas wrench. Mr. Bellows At that meeting, as I was informed, one of Mr.

MeDiarmid's supporters camo up behind one of our men aua knocked him down. That gave rise to a general melee, and Mr. McDiarmid wont out oi tue winuow, as i was lniormeu or out oi tuo aoor, as he Bam Mr. McDiarmid It was tho natural effect of tho fraud in that ward. The cheering and laughtor again callod for active interference on the part of the Chairman.

He knocked for order with an iron guB wrench. 1 Mr. Maddox rose not to a point of order, but to a point of mercy. Langhier. Hehoped tho gentlemen would remember that some of tho members had a long way to go home, and were anxious to get there that night.

Mr. Bclb ws promised to bo as brief as possible, and contended that he had brought forward sufficint reasons to bow that there should not be any special action taken in the case of the Seventeenth Ward. Mr. Wm. Richardson rose to a point of order, and made some remark which was inaudible to the reporters.

Mr. Bellows turned to him and Baid A little gentlemanly conduct on your part would not bo out of order I know you know HOW TO BE A GENTLEMAN, but you do not know how to carry it out. Mr. Richardson inquired how long Mr, Bellows had been a judge of that fact? The question has not yet beon answered, Mr. McDiarmid On general principles politicians do Dot expect fair primaries where the fnsportors are all ono way.

But at the last primary two inspectors wero for me and one for Mr. Walter, and that was the reason why the primary was a fair ono. Now, iu regard to those what better reason could the Committee have! for tho interposition of supervisors than those affidavits? Cheers, laughter, aud cries of Oh Oh I pronounce thoe aflidavita to bo UTTEMjY AND ENTIRELY FALSE and if thopo men did commit that overt act, what bind of a lij nro do they cut by cuming hero and tolling oi their mean dirty actions? (Tremendous applaupe and general confusion.) lEr. McDiarmid evidently enjoyed the excitement, and airotching out his right arm he Eaid, ''Do thou to tllyself be true, then 'twill follow as the night the day, thou canst be iatee to no initu." (Cheers and laughter.) Mr. Richardson Shal'ttpearc! Mr.

McDiarmid Thes.i gentlemen willsav they came to my bolide and they will say they supped out of the plenty of their master. But it my be of other men who supped out of the platter of their master, that they betrayed thoir Lord. (Cries of "Oh!" "Oh!" and great contusion.) Mr. Ricuardson That is BLASPHEMY. Mr.

Furbish rose to repel the charge that Judge Perry was wanting in back bone. He said that was not true. Judgo Perry had as much and as good back bono as any other man. Mr. Whiting moved tho previous quostiou but tho moiion was lost.

The amendment offered by Mr. Bollows was then adopted by a vica voce vote. THE TREASURER'S REPORT. Mr. Maddox offered the following resolutions, whioh Were adopted.
