By far the most favorable feature of the Industrial situation is the steady improvement in railroad earnings. The significance of this lies in the fact that it is a plain reflection of better general business.

While it cannot be said that the increased railroad earnings are striking yet the gains are of good volume as compared with the poor reports of a year ago. A most satisfactory feature of most of the exhibits is the decrease In operating expenses. Last week notably good 25c and soon thereafter go to Dollars. After May 6 it will be An Irregular and generally sagging price movement characterized last week's stock markets. Trading showed contraction and was even more distinctly professional than previously.

Realizing was much in evidence and this was reported as coming from many sources, including large interests. There was less evidence of manipulation than during previous periods and interests recently active in controlling price movement were apparently content to let tho market find its own level. Professional opinion as to the market outlook is decidedly mixed, although bearishncss is seemingly increasing. The public continues to show small Interest in speculation and this contributes to the pessimism of commission firms. Many large commission firms complain of their small business and also condemn the penness of the manipulation which has marked the bull movement.

So far as the speculative contingent is concerned the re-. ports of prominent brokerage flrmsai that they are carrying only a small amount of the high priced" stockB, but tbey are loaded up with specialties and low priced Issues. Crop Prospects and Other Factors.

From what source the potent influence is to come that will shape future price i movements is a question upon which opinions differ. Many look for this in i the shape of crop developments and in banking circles significance was attached to last week's rise in wheat so soon after the termination of the Patten corner, This rise also due to adverse -weather and unfavorable reports as to Mhe growing crops. There Is interest and concern as to what the next government crop report will show, and a 'poor report is confidently predicted. On the other hand there are many and important favorable factors in the outlook and despite the bear arguments that these have all been discounted. Of first is the world-wide monetary ease, which promises to continue for months despite recent temporary firmness in this market.

General business is also steadily, if slowly. Improving, and whilo few look for any boom until next year, there is every indication of active trade next autumn. In this connection can ''be cited the betterment in the basic iron and steel trade and l-' week's advances prices of certain steel products. Increasing railroad earnings and bank clearings provide similar testimony. favorable occurrence last week was the signing of the three-year agreement between the anthracite miners and oper-' ators.

The effective and successful Turk-' ish revolution caused some early uneasi- ness abroad but was ignored here. The feeling abroad, however, is that ithe new Turkish regime means a change Jfor the better in every way. Another 'event of moment abroad was the new British budget showing a heavy increase in taxation, as a result of the socialistic and military policy of that government. -This calls attention to this country somewhat similar p-oblem and especially view of the fiscal year to date deficit of about the effect of the pending tariff bill. Many high financiers "have publicly stated that business will boom when the tariff bill is enacted, but recent developments indicate that this will not be as early as heretofore predicted and that the fight promises to be bitter and prolonged, with possible active interference by the chief executive.

Despite the lack of public interest 1 stocks there has been a notably good bond market. It can be said in this connection, however, that not in years have these big interests been so openly bullish, although this talk, somewhat strangly, is not followed by similar buying. are Inclined to "copper" this bull talk and especially as the recent action of the stock market is held to reflect distribution or quiet realizing.

Features in the Monetary Outlook. Despite predictions that money rates would work firmer preliminary to the May disbursements, there was little indication of this last week, as call rates did not go above 3 per cent. Time funds were slightly firmer early in the week, but later eased off. It is well understood that most of the demand for funds comeB from speculative Bources. Most brokers are also adopting the policy of taking their chances with the call money market rather than borrowing time funds.

With the recent let-up in the bull movement the supply of loanable funds once again became in excess of the demand. Whether the advance in prices will check the demand or bring fresh buying remains to be demonstrated, ana there are conflicting opinions on this subject. The 11 recent advances in the trade are regarded as tests and no further action of' this sort Is expected until the effect on the market Is made plain.

The U. S. Steel report for the March quarter was favorably received, eBpccl-ally aB earnings were better than generally predicted. Another favorable feature was that each month's profits showed a progressive Increase. The report also makes it plain that the cut In prices has helped the corporation's business.

Net earnings for the March quarter were J22.921.268, against J26.225.48j for the previous or Dei-ember quarter, and a year ago.
